It is recommended that the reports of the Departments and Committees be studied so that each one may have some knowledge of the Departments which together carry on the Town's business.

It should be of interest to the citizens of West Bridgewater that the Massachusetts Department of Commerce, in a monograph on the Town, revised as of August, 1960, states that "Good man- agement has kept both per-capita tax levy and per-capita assessed valuation below average for the group."

Town Meetings
ANNUAL TOWN MEETING March 14, 1960
A meeting of which the inhabitants of West Bridgewater qualified to vote in election were duly warned, was called to order at 8 p.m. by the Moderator, John C. Eldridge, at the High School Auditorium. Meeting opened with Invocation by Rev. Raymond Devettere, priest from St. Ann's Church. Warrant was read by the Town Clerk, Anna E. Brown. Check lists were used at the door and 169 Malc and 97 Female voters checked in.
The meeting procceded as follows:
Article 1. To choose Town Officers for the ensuing year not clected on the Official Ballot.
Surveyors of Lumber, Wood and Bark: Albert Howard, Alfred Gamboa, Minot Edson. So Elected.

Howard Anderson, Shagbark Rd., John Prescott, Clinton Howard.
So Elccted.
Fence Viewers:
Harry Pomeroy, Sr., Harry Sawyer, Pete Mahoney. So Elected.
Article 2. Moved: That the reports of the Town Officers and Committees as printed in the Town Report be accepted. So Voted.
Article 3. Voted: That the Town Treasurer be authorized, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year begin- ning January 1, 1960, and to issue a note or notes therefor, payable within one year, and to renew any notes as may be given for a period of less than one year in accordance with Section 17, Chap- ter 44, General Laws.
Article 4. Voted: That the Board of Selectmen be and here- by is authorized to enter into a contract or contracts with the Commonwealth of Massachusetts Department of Public Works, and the Plymouth County Commissioners, for the construction and maintenance of public highways for the ensuing year.
Article 5. Voted: That the sum of One Thousand Dollars ($1,000.00) be raised and appropriated to meet the Town's share of Chapter 90 Maintenance, and that in addition, the sum of Two Thousand Dollars ($2,000.00) be appropriated from Surplus Revenue to meet the State's and County's share of the cost of the work, reimbursement from the State and County to be restored, upon their receipt, to the Surplus Revenue Account.
Article 6. Voted: That the sum of Forty-five Hundred Dol- lars ($4,500.00) be raised and appropriated to meet the Town's share of Chapter 90, New Construction, and that in addition, the sum of Thirteen Thousand, Five Hundred Dollars ($13,500.00) be appropriated from Surplus Revenue to meet the State's and County's share of the cost of the work, reimbursement from the State and County to be restored, upon their receipt, to the Surplus Revenue Account.

Article 7. To raise such sums of money as may be necessary to defray the Town charges for the ensuing year, and to make ap- propriations for the same.

Voted: Salaries for the Board of Assessors for the year 1960 be $4,100.00 to be paid as follows: Chairman, $1,700.00; Clerk, $1,250.00; Associate member, $1,150.00.
Motion made the salary for Town Counsel, the sum of $700.00 be raised and appropriated. Motion amended that the sum of $500.00 be raised and appropriated. Upon vote, motion to amend was carried.
Voted: The salaries of the Board of Welfare to be $84.00 each. Voted: Sum of $200.00 be raised and appropriated for Law.
Voted: To pass 19A Town Clerk Equipment without action.
Voted: To pass section 22 under Town Hall and Offices (Equipment) without action.
Voted: The sum of $5,300.00 be raised and appropriated for the salary of the Police Chief.
Voted: The sum of $19,638.00 be raised and appropriated for the salaries of the Patrolmen, to be paid $1.90 per hour for Gibson, Lothrop and Robert and Charles Anderson; other patrolmen, $1.70 per hour.
Voted: The sum of $4,885.00 be raised and appropriated for the expense of the Police Department with $85.00 for Out-of-State Travel and $75.00 for Out-of-State Travel for prisoners.
Voted: The sum of $6,700.00 for the salaries of the firefighters

Voted: The sum of $23,975.00 for Maturing Debt & Interest for Water Loans, to be taken from Water Revenue.
Motion made to adjourn meeting until March 15 at 7:30 p.m. at the High School Auditorium. So voted.

ADJOURNED TOWN MEETING March 15, 1960
Meeting called to order by Moderator, John C. Eldridge. Checkers at the door reported that 109 Male and 59 Female voters were checked in.
Meeting proceeded as follows:
Article 8. Voted: That the sum of One Hundred Dollars ($100.00) be raised and appropriated for the use of Plymouth County Trustees for County Aid to Agriculture (Plymouth County Extension) and that Clifford H. Carlson be appointed as Town Director as provided in Sections 41 and 42 of Revised Chap- ter 128 of the General Laws.
Article 9. Voted: That the sum of Four Thousand, Four Hundred Dollars ($4,400.00) be raised and appropriated for Phys- ical Training, Athletics, Sports, and Equipment, according to Chapter 638, Acts of 1956.
Article 10. Voted: The sum of One Hundred Ninety-seven Dollars and Ten cents ($197.10) be raised and appropriated, to be expended under the supervision of the Board of Selectmen, for the services of a qualified Civil Engineer, upon a per-diem basis, in connection with municipal planning and public improvements in the Town.
Article 11. Voted: The sum of Five Thousand, Two Hun- dred and Seventy Dollars ($5,270.00) be raised and appropriated to cover the cost of pruning and destroying all existing dead wood in the Town Elms.
Article 12. Voted: The sum of Three Thousand, Five Hun- dred and Twenty-five Dollars ($3,525.00) be raised and appropri- ated for Insect Pest Control.
Article 13. Voted: The sum of Fifty-one Dollars ($51.00) be raised and appropriated to install new street lights, re-locate and increase size of present lights, as recommended by the Street Light- ing Committee.
Article 14. Voted: The Town vote to authorize the Moder-

ator and the Board of Selectmen to appoint a Committee to as- certain the feasibility of installing a fire protective system in the schools and to report their findings at a future Town Meeting.
Article 15. Voted: The sum of Six Thousand, Three Hun- dred Dollars ($6,300.00) be raised and appropriated for the purpose of enclosing the passageway between A. and C. Blocks of the Spring Street Elementary School, and that the Moderator and Selectmen appoint a Committee of three empowered to sign a contract or contracts for the performance of the work.
Article 16. Moved: That the Town Meeting authorize the discussion of Article 16, 17 and 18 as one article, with each article to be voted on separately. Upon vote, motion carried.
Moved: That the sum of Four Thousand, One Hundred Thirty-five Dollars ($4,135.00) be raised and appropriated and the Board of Selectmen be empowered to purchase and originally equip a station wagon type cruiser to be used by the Police Department.
A ballot vote was requested. Charles Hill, William R. Brown, Pete Mahoney, and Howard Anderson were appointed tellers.
Upon count of ballots of Yes 80 and No 85, Motion lost.
Moved a ballot vote to reconsider Article 16. Upon count of ballots, two-thirds vote required to reconsider, motion lost.
Article 17. Moved: That the sum of $1,700.00 be raised and appropriated, to be expended by the Board of Selectmen, for the purchase of a station wagon type cruiser for the Police Depart- ment, and the transfer of equipment to such new cruiser, and authorize and empower the Selectmen to trade in the old police cruiser, and to apply the trade-in value of such old police cruiser toward the payment of the price for such new police cruiser.
Upon unanimous vote, motion carried.
Article 18. Voted: Article passed without action.
Article 19. Voted: That the Town accept the gift of a three- quarter ton truck from the West Bridgewater Firefighters Associa- tion, to be used by the Fire Department.

Article 20. Voted: The sum of Eighteen Hundred Dollars ($1,800.00) be raised and appropriated, to be expended by the Board of Selectmen, for the purchase of a pick-up truck for the Highway Department, and to meet said appropriation, the sum of $1,591.12 be taken from the Machine Fund, and the sum of $208.88 be raised on the current tax levy.
Article 21. Voted: The sum of Thirty Thousand Dollars ($30,000.00) in the account known as the "New Development Road" be transferred to Surplus Funds in the Treasury.
Article 22. Moved: That the Town, for the purpose of fur- nishing its inhabitants with an increased supply of pure water for domestic and other uses, vote to accept from the Pine Hill Ceme- tery Association the conveyance of the title to a certain parcel of land in the Town of West Bridgewater, to be utilized for installing, erecting, constructing, laying and maintaining therein all such pipes and mains as may be necessary, convenient or advisable from time to time for the transmission of water to wit: A strip of land of the uniform width of twenty (20) feet situate on the southwest- erly side of Copeland Street, and bounded and described as fol- lows, to wit:
Beginning at a concrete bound found in the southwesterly side of line of said Copeland Street; thence running South 31° 45' 19.5" west, twelve hundred (1200) feet to another concrete bound; thence turning at a right angle and running south 58° 14' 40.5" east, twenty (20) feet to a stake; thence turning and running north 31° 45' 19.5" east, twelve hundred (1200) feet more or less to a stake in the southwesterly line of Copeland Street; thence turning and running north 32° 17' 15" west, twenty (20) feet more or less to the point of beginning; which said parcel of land said associa- tion has agreed to convey to said Town upon the condition that upon completion of the work of installing, erecting, construction and laying of such pipes and mains in said strip of land, said Town abandon the pipes and mains for the transmission of water now traversing other land of said association.

Article 23. Voted: The Town, for the purpose of furnishing its inhabitants with an increased supply of water for domestic and

other uses, vote to raise and appropriate the sum of Fifteen Thousand Dollars ($15,000.00) and to meet said appropriation, the sum of Fifteen Thousand Dollars ($15,000.00) be transferred from available funds in the Treasury, to be expended by the Water Commissioners for installing, erecting, constructing and maintain- ing pipes and mains for the transmission of water, in a strip of land of the uniform width of twenty (20) feet extending in a northeasterly direction between Maolis Avenue and Copeland Street as presently located, to Copeland Street, a distance of twelve hundred feet, owned by Pine Hill Cemetery Association and im- mediately adjacent to its northwesterly boundary line, upon the conveyance to the Town of the title of said twenty (20) foot strip of land by the said Association.
Article 24. Voted: The Town vote to abandon so much of its water pipes and mains extending from Maolis Avenue to Cope- land Street as presently traverse the land of the Pine Hill Ceme- tery Association, upon the re-location of said pipes and mains up- on land to be conveyed to said Town by said Association with the proviso that an agreement be entered into and approved by said Association, permitting the salvage by the Town of the pipes and mains abandoned, at such time as the said Association lowers the grade of the land to permit its use for cemetery purposes.
Article 25. Voted to pass without action.
Article 26. Voted: The sum of Three Thousand Dollars ($3,000.00) be raised and appropriated to be expended for sidewalk construction on Spring Street, under the supervision of the Board of Selectmen.
Article 27. Moved: That the Town vote to authorize and empower the Board of Selectmen to lease, demise and let to such person or persons, for such price or consideration, for such term or terms or provisos and conditions as they may deem reasonable, adequate and proper the building formerly known as "Matfield School" located upon a certain parcel of land situate on the north- westerly side of Matfield Street, and bounded and described as fol- lows, to wit:
Beginning at a point in the northwesterly side line of said Matfield Street, at the southeasterly corner of land formerly of Howard B. Wilbur, now owned by said Town, thence running

northwesterly two hundred twenty-one and nincty-one one hun- dredths (221.91) feet by land of the Town to land now or formerly of Levi F. Nute; thence turning and running southeasterly by land of said Nute, seventy-five (75) feet to other land of said Nute, onc hundred ten (110) feet to other land of said Nute, thence turning and running southeasterly two hundred six (206) feet by land of said Nute to the northwesterly line of Matfield Street, thence turn- ing and running southwesterly in the northwesterly line of said Matfield Street, one hundred eighty-five (185) feet to the point of beginning, containing sixty-four one hundredths (0.64) of an acre.
