Article 16. To see if the Town will vote to raise and appro- priate or transfer from available funds in the Treasury, a sum of money to be expended by the War Memorial Committee to erect a World War II Memorial Boulder at a location in the War Memorial Park.

Article 17. To see if the Town will vote to have the Town Moderator and Board of Selectmen appoint a committee of five

Article 18. To see if the Town will vote to amend the Town By-Laws by striking out Article 1, Section 4, and substitute the following in its place:
"No vote shall be passed at a Town Meeting, appropriating more than One Thousand Dollars ($1,000.00) unless there shall be present at least 125 legal voters of the Town."

Article 19. To see if the Town will vote to raise and appro- priate the sum of $8,000.00 for test well investigation for the purpose of locating an additional ground water source of supply, and determine whether the money shall be provided therefor by taxation, or by transfer from available funds in the Treasury; or take any action relative thereto.
The Finance Committee recommends the adoption of this article, and that $8,000.00 be transferred from available funds in the Treasury.
Article 20. To see if the Town will vote to raise and ap- propriate a sum of money to relay 600 ft. of Main in West Center Street with 8" pipe and extend the Water Main in Pleasant Street with 250 ft. of 8" pipe and extend the water system in West Street a distance of 1700 ft. of 12" pipe, and determine whether the money shall be provided therefor by taxation, or by transfer from available funds in the Treasury; or take any action relative thereto.
The Finance Committee recommends the adoption of this article and that the sum of $20,000.00 be transferred from avail- able funds in the Treasury.
Article 21. To see if the Town will vote to authorize the Assessors to take from available funds in the Treasury, a sum of

money to be used for the purpose of reducing the Tax Rate for the current year; or take any action relative thereto.

The 10th Annual Town Report Cover Contest was sponsored by the Board of Selectmen and conducted by the School Depart- ment under the supervision of William Rathbun.
After careful consideration, the Board awarded first prize to the entry of Meryl Snell, whose design appears on the front cover of this Report. Second prize went to Joseph Norris whose original drawing is on the back cover. Students of West Bridgewater High School and their director are commended for the artistic interpre- tation of chosen subjects. Other than the prize winners, those who submitted entries were: Mary Ann Martelli, Chris Slater, Eric Greene, Joanne Kaminsky, Patricia Morse, Lorraine Bernier, Eleanor Richmond, Sally Anne Russo, Janice Erbeck and Kitty Berry.

BOARD OF SELECTMEN
The Board of Selectmen presents herewith the 140th Annual Report of the Town of West Bridgewater. We hope that you will study it carefully and thoroughly.
The year 1961 has been a year of growth for the Town. This is evident not only from a reading of this report, but also from the physical evidence throughout the Town.
Your Board of Selectmen has held 50 regular meetings plus special sessions and hearings. We have regularly attended meet- ings of the Finance Committee and have conferred as necessary with the Board of Health. Several field trips were taken with the Planning Board to inspect areas regarding soil removal. We have attended a series of seminars for Selectmen conducted in Middle- borough by the Government Research Bureau of the University of Massachusetts. We also testified at a hearing held at the State House on the proposed land taking in Hockomock Swamp.
The tense international situation has intensified interest in the Civil Defense Program. Your board has spent considerable time on this, conferring with our Civil Defense Director Charles S. Millet as well as attending Civil Defense meetings in Boston, Bridgewater and Middleborough.
Through the efforts of our Town Counsel, Willis Downs, it now appears that we have at last arrived at a satisfactory con- clusion to our litigation regarding the construction difficulties in the High School.
You will note that we have inserted an article in the Warrant calling for painting and making some necessary repairs at the Town Hall. It will be necessary in the near future to consider a renovation of this building if it is to continue to be used for town offices. The lack of space in the offices for working and storage continues to be a problem, a solution for which must be found sooner rather than later. Particularly abominable are the men's toilet facilities which appear to predate the stone age. We, there-

fore, have inserted an article in the Warrant requesting that a study committee be appointed to report their findings at the annual Town Meeting in 1963.
The year 1961 has seen the first results of six years of work by the Industrial Development Commission, the facts being more fully detailed in their report. Welcome to our new neighbors!
Building permits issued denote a favorable balance between residences and business or industrial structures. Estimated valua- tion of the 25 new homes is $375,000 with alterations or additions increasing the amount to $411,000. New business and industrial building permits, plus additions to those previously in operation, have an approximated total valuation of $650,000. Two of these are currently under construction with an expected completion date this spring. Of great importance in the over-all picture is the ad- dition to the Junior-Senior High School as well as the new Public Library. The open winter-to date-has allowed excellent prog- ress on both of these much-needed buildings.
We wish to express our appreciation to all individuals, depart- ments, committees or boards who have strived during the past year, many without reward or even recognition, to make West Bridgewater a better place in which to live.
In conclusion we appreciate the opportunity of having been able to serve you, hoping that your faith in us has not been misplaced.

ANNUAL TOWN MEETING
MARCH 13, 1961
A meeting of which the inhabitants of West Bridgewater qual- ified to vote in election were duly warned, was called to order at 7:30 p.m. by the Moderator, John C. Eldridge, at the High School Auditorium. Meeting opened with invocation by Rev. Nelson Cheney, Minister of the First Unitarian-Congregational Church. Mrs. Marjorie MacDonald presented Mr. Noyes, retiring Select-

man, with a Civic Service Award for 18 years of service as Select- man. He was given a rising vote of thanks for his contribution as a Selectman to the Town of West Bridgewater. The Warrant was then read by the Town Clerk, Anna E. Brown. It was an- nounced that the Problems of Democracy class from the High School and a group of Girl Scouts were guests in the audience. Check lists were used at the door and 159 Male and 65 Female voters checked in.
The meeting proceeded as follows:
Article 1. To choose Town Officers for the ensuing year not elected on the Official Ballot.
Surveyors of Lumber, Wood & Bark: Albert Howard, Alfred Gamboa, Minot Edson. So Voted.
Field Drivers: Howard Anderson, Shagbark Rd., Clinton Howard, Joseph Souza. So Voted.
Fence Viewers: Harry Pomeroy, Sr., Dr. Patrick McDonough, Arthur Pagani. So Voted.
Article 2. To hear the reports of all Town Officers and Com- mittees, and act thereon.
Moved: That the reports of the Town Officers and Commit- tees as printed in the Town Report be accepted.
So Voted.
Article 3. Voted: That the Town Treasurer, with the ap- proval of the Selectmen, be authorized to borrow from time to time in anticipation of the revenue of the financial year beginning January 1, 1961, and to issue a note or notes as may be given for a period of less than one year in accordance with Section 17, Chap- ter 44, General Laws.
Article 4: Moved: That the Board of Selectmen be auth- orized to enter a contract or contracts with the Department of Public Works and the County Commissioners for the construc- tion and maintenance of public highways for the ensuing year.

Article 5. Moved: That the sum of Fifteen Hundred Dol- lars ($1500.00) be raised and appropriated for the Town's share of Chapter 90 Maintenance, and that Three Thousand Dollars ($3,000.00) be transferred from Surplus Revenue to meet the State's and County's share of the cost of the work, reimbursement from State and County to be restored, upon their receipt, to the Surplus Revenue Account.
Upon vote motion carried.
Article 6. Moved: That the sum of Four Thousand, Seven Hundred Fifty Dollars ($4,750.00) be raised and appropriated for the Town's share of Chapter 90, New Construction, and that the sum of Fourteen Thousand, Two Hundred and Fifty ($14,250.00) be transferred from Surplus Revenue to meet the State's and County's share of the cost of the work, reimbursement from the State and County to be restored, upon their receipt, to the Sur- plus Revenue Account.
