WARRANT FOR ANNUAL MEETING
Article 1. To choose Town Officers for the ensuing year, not elected on the Official Ballot.
Article 2. To hear the reports of all Town Officers and Committees and act thereon.
Article 3. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1962, and to issue a note or notes as may be given for a period of less than one year in accord- ance with Section 17, Chapter 44, of the General Laws.
Recommended.
Article 4. To see if the Town will vote to authorize the Board of Selectmen to enter into a contract or contracts with the Department of Public Works and the County Commissioners for the construction and maintenance of public highways for the ensuing year.
Recommended.
Article 5. To see if the Town will vote to raise and appro- priate or transfer from available funds in the Treasury, a sum of money for Chapter 90 Maintenance, or take any action relative thereto.
The Finance Committee recommends the sum of $1,000.00 be raised and appropriated as the Town's share and the sum of $2,000.00 be transferred from Available Funds to meet the State and County's share.
Article 6. To see if the Town will vote to raise and appro- priate or transfer from available funds in the Treasury, a sum of money for Chapter 90 New Construction, or take any action rela- tive thereto.
The Finance Committee recommends the sum of $5,000.00 be raised and appropriated as the Town's share and the sum of

$15,000.00 be transferred from Available Funds to meet the State and County's share.
Article 7. To raise such sums of money as may be necessary to defray the Town charges for the ensuing year, and to make appropriations for the same.

Article 8. To see if the Town will vote to raise and appro- priate or transfer from available funds in the Treasury, the sum of $100.00 for the use of Plymouth County Trustees for County Aid to Agriculture (Plymouth County Extension Service) and choose a Town Director as provided in Sections 41 and 42 of Revised Chapter 128 of the General Laws and act thereon.
Recommended.
Article 9. To see if the Town will vote to raise and appro- priate or transfer from available funds in the Treasury, a sum of money for Physical Training, Athletics, Sports and Equipment, or take any action relative thereto.
The Finance Committee recommends the sum of $4,400.00.
Article 10. To see if the Town will vote to raise and appro- priate or transfer from available funds in the Treasury, a sum of money to install new street lights, re-locate and increase the size of present lights as recommended by the Street Lighting Commit- tee, or take any action relative thereto.
The Finance Committee recommends the sum of $115.00
Article 11. To see if the Town will vote to raise and appro- priate or transfer from available funds in the Treasury, a sum of money to make necessary repairs and to paint the Town Hall, or take any action relative thereto.
The Finance Committee recommends the sum of $2,200.00.
Article 12. To see if the Town will vote to authorize the Town Moderator and the Board of Selectmen to appoint a com- mittee of five to investigate the improvement of Town Office Fa-

cilities by modification of the present Town Hall Building or by any other means that will provide adequate office and storage space for the foreseeable future, along with adequate sanitary facilities and other features that may be deemed necessary, such committee to report their recommendations at the next annual Town Meeting.
Recommended.
Article 13. To see if the Town will vote to raise and appro- priate, or transfer from available funds in the Treasury, a sum of money to pay land damage awards on South Street, or take any action relative thereto.
The Finance Committee recommends the sum of $1,700.00.
Article 14. To see if the Town will accept the provisions of General Law, Chapter 40, Section 22-D, authorizing the Board of Selectmen to establish rules and regulations concerning the tow- ing of vehicles from public highways.
Recommended.
Article 15. To see if the Town will vote to accept Section 103 A of Chapter 54 of the General Laws, allowing Absentee Voting in the Town Election.
Recommended.
Article 16. To see if the Town will vote to raise and appro- priate or transfer from available funds in the Treasury, a sum of money to be expended by the Board of Selectmen, to purchase and equip a new station wagon type cruiser to be used by the Police Department, and will authorize and empower the Board of Selectmen to trade in the old Police Cruiser No. 91 toward the payment of the price for such new cruiser, or take any action relative thereto.
The Finance Committee recommends the sum of $1,950.00.
Article 17. To see if the Town will vote to raise and appro- priate or transfer from available funds in the Treasury, a sum of money to be expended by the Board of Selectmen, to purchase a

truck for the Fire Department to be used as an Emergency Truck and will authorize and empower the Board of Selectmen to trade in the old Emergency Truck toward the payment of the price for such new truck or authorize the Board of Selectmen to otherwise dispose of the old Emergency Truck to the best advantage of the Town, or take any action relative thereto.
The Finance Committee recommends the purchase of a used truck, complete with new equipment for the sum of $3,000.00
Article 18. To see if the Town will vote to amend the Town By-Laws by adding to Article XIX, the following: "Section 7. No person shall hunt any form of game or wildlife on private property, anywhere in the Town, or carry upon private property any shot-gun, rifle, pistol, revolver, bow, and arrow, or any other weapon which might be employed in the killing of game or wild- life, without the express permission of the land owner on whose premises he intends to enter.
The Finance Committee recommends no hunting without per- mission.
Article 19. To see if the Town will vote to transfer the bal- ances remaining in the Elementary School Construction Account and the old High School Construction Account to the new High School Construction Account, or take any action relative thereto.
Recommended.
Article 20. To see if the Town will vote to raise and appro- priate or transfer from available funds in the Treasury, a sum of money to construct a sidewalk on Spring Street, starting on the northwesterly side of the bridge over Willow Brook and extending a distance of 1200 feet more or less, on the southwesterly side of said street, or take any action relative thereto.
The Finance Committee recommends the sum of $4,000.00.
Article 21. To see if the Town will vote to transfer to avail- able funds in the Treasury, the unexpended balance remaining in the account known as the "West Center Street Water Construc- tion," or take any action relative thereto.

Article 22. To see if the Town will vote to raise and appro- priate or transfer from available funds in the Treasury, a sum of money to be expended by the Board of Water Commissioners to purchase and equip a truck for the Water Department, or take any action relative thereto.

Article 23. To see if the Town will vote to authorize the Assessors to take from available funds in the Treasury, a sum of money to be used for the purpose of reducing the Tax Rate for the current year, or take any action relative thereto.

Article 24. To see if the Town will vote to transfer a sum of money from available funds in the Treasury, to the Stabilization Fund.

Article 25. To see if the Town will vote to raise and appro- priate or transfer from Available Funds in the Treasury, a sum of money to be expended by the Board of Selectmen to purchase a Sand Spreader for the Highway Department, or take any action relative thereto.
The Finance Committee recommends the sum of $2,200.00.
AMENDMENT TO ZONING BY-LAW #26 (Section 3)
Article 26. To see if the Town will vote to amend the "Zon- ing By-Law" adopted at an adjourned Town Meeting on March 13, 1957, as amended, to wit:
By adding to Section 5 - "BUSINESS DISTRICTS" - as sub-sections L, M, N, O, P, and Q the following:
(L) Area Regulation: No building, structure, or part thereof shall be erected, altered or placed upon a lot having an area of less than eighteen thousand, seven hundred and fifty (18,750) square feet, and a street frontage of one hundred twenty five (125) feet, except as herein otherwise provided.
(M) Set Back: No building and/or accessory buildings shall be erected or placed within thirty-five (35) feet of a street line, nor within twenty (20) feet of a side lot line, nor within thirty-five (35) feet of a rear lot line.
(N) Exception to Area Regulation: A single building and its accessory build- ings may be erected or placed on any plot, held in single ownership at the

time this By-Law is adopted, which cannot be made to conform to the area requirements of sub-section L. The provisions of sub-section M shall apply to such plot.
(O) Off Street Parking: Adequate off-street parking area(s) shall be provided to service all business requirements, and shall be drawn to scale on the plot plan accompanying the application for a building permit.
(P) Erection of Business Property on Lots abutting Private Dwellings: When business structures are erected or placed on lots abutting existing dwellings within a business zone there shall be established and maintained on said lot(s) a dense screen of evergreen trees or tall shrubs or an opaque stockade fence not less than six (6) feet in height, nor less than the height required to screen objectionable features. All areas, where refuse is gathered, shall be adequately screened from view from the street or adjacent dwellings.
On side lines, said screen shall be as near the line of the street as the foundation of either dwelling or business structure, whichever is nearest, and shall extend along the side lot line a distance of not less than thirty-five (35) feet, nor less than the full length of the business structure. On the rear lot line, said screen shall extend the distance necessary to screen from the view of abutting residences.
(Q) No automobile graveyard, so-called, or junk yard shall be operated or maintained anywhere in the Town."
By adding to Section 6 - "INDUSTRIAL DISTRICTS" - as sub- sections C, D, E, F, G, H, I and J, the following:
(C) Area Regulations: No building, structure or part thereof shall be erected, altered or placed upon a lot having an area of less than two (2) Acres and a Street Frontage of less than Two Hundred and Fifty (250) Feet.
(D) Buildings and/or structures shall not cover more than one-fourth (1/4) of the gross area on which they stand, except as herein otherwise provided.
(E) Set Back: No building and/or structure shall be erected, altered or placed within fifty (50) feet of any street line, nor within forty (40) feet of a side line, nor within forty (40) feet of a rear lot line.
(F) Exceptions: When denial of a building permit, for extension of existing buildings, shall result in substantial hardship, the Board of Appeals, after public hearing and legal approval by the Town Counsel, may grant a vari- ance permitting extension to said building of up to thirty-five (35) per cent of the gross lot area, provided such variance shall not reduce the area re- quired for loading platform and off street parking areas.
(G) Off Strect Parking and Loading Platform: Adequate on the lot, off street parking arcas, loading and unloading platforms, sufficient to meet the needs resulting from all reasonably expected business and personnel, must be pro- vided, and shall be drawn to scale on the plot plan accompanying the appli- cation for a building permit.
(II) Erection of Industrial Buildings on Lots Abutting Private Dwellings: When industrial buildings or structures are erected or placed on lots abut-

ting existing dwelling within an industrial zone, there shall be established and maintained on said lot(s) a dense screen of evergreen trees or tall shrubs, or an opaque stockade fence not less than six (6) feet in height, no less than the height and/or length required to screen objectionable features from abutting residences.
(I) Signs, illuminated or not, shall display only the name of the person or company operating the business, and the trade mark, if any, of such person or company. Illuminated signs shall be permitted subject to the following restrictions and prohibitions:
No sign shall be erected or used which is of the travelling light, ani- mated or flashing light types.
(J) Signs other than above or in addition thereto, shall be permissible only if approved by the Board of Selectmen.
PROPOSED AMENDMENT TO TRAILER "REGULATION BY-LAW" #28
Article 27. To see if the Town will vote to amend the "Trailer Regulation By-Law" adopted at an adjourned Town Meeting on March 17, 1957, by repealing the same and inserting in place thereof the following, to wit:
Section 1. Except when lawfully placed in a "Trailer Coach Park," or author- ized by Article 2, Section 4, of the Building By-Law, no Trailer Coach shall be occupied for living or business purposes on any land in the Town.
Section 2. Penalty for Violation: Whoever violates any provision of this By- Law shall be subject to such penalties as may be prescribed by the General Laws of the Commonwealth for the time being in force. Each day during which any violation hereof continues shall, for the purpose of this By-Law, be considered a separate offense.
Article 28. To transact any other business that may legally come before the meeting.
Article 29. To elect the following Town Officers by Official Ballot: One Moderator for one year, One Assessor for three years, One Selectman and Member of the Board of Public Welfare for three years, Two Trustees of Public Library for three years, two School Committee Members for three years, one Water Commis- sioner for three years, one Planning Board Member for five years, one Planning Board Member for one year, one Tree Warden for three years, two Constables for three years, one Board of Health Member for three years, and one Board of Health Member for one year.

BOARD OF SELECTMEN
The Board of Selectmen presents herewith the 141st Annual Report of the Town of West Bridgewater.
The year 1962 has seen a continued growth of the Town. The addition to our high school and the construction of a new library has been accomplished.
During 1962 we issued 35 permits for new homes on which the builders placed a value of $396,000.00; permits were also issued for home additions or alterations amounting to $56,118.00. In the commercial and industrial category we issued permits for a total of $199,100.00 and also other permits for miscellaneous items amounting to $10,500.00 making a total of all permits issued of $661,718.00.
The recent Cuban crisis focused considerable attention on the matter of Civil Defense, as a result of this we have increased our Civil Defense budget for this year, one-half of which we expect will be reimbursed by the Federal Government. We wish to thank Mr. Charles Millet, former Civil Defense Director, for his many efforts on behalf of Civil Defense. Mr. Millet, because of business pressures, found it necessary to resign as Director and we ap- pointed Robert W. Anderson as the new Director. At the time of this writing our new emergency vehicle, to be partly paid by Civil Defense matching funds, had arrived and should shortly be in commission.
Your Board, in addition to holding 50 regularly scheduled meetings and also numerous special meetings, has attended meet- ings of the Finance Committee and Planning Board, appeared at hearings of the Appeal Board and conferred with other Boards whenever necessary. We have attended meetings of Civil Defense in Bridgewater and Boston. We appreciate the opportunity of having been able to attend the annual convention of the Massa- chusetts Selectmens Association held in Provincetown.
Elsewhere in this Town Report is a report of the Town Office Facilities Committee. We urge you to study carefully this report, and its recommendations.

We have inserted in the warrant an article calling for the pur- chase of a new truck for the Highway Department without trading in one of our older trucks. It appears for the foreseeable future that the Chapter 90 construction work will have to be done by "force account," that is by our own department, this being required by the Massachusetts Department of Public Works. The year 1963 will see the completion of Chapter 90 construction on South Street and in consequence thereof, we have petitioned the County Commissioners for a new layout of Walnut Street from the Brock- ton line to Route 24.
