ANNUAL TOWN MEETING


MARCH 12, 1962


A meeting of which the inhabitants of West Bridgewater qual- ified to vote in election were duly warned, was called to order at 7:30 p.m. by the Moderator, John C. Eldridge, at the High School Auditorium. Meeting opened with invocation by Rev. Francis S. Shea, Pastor of St. Ann's Church. The Moderator called upon Mr. William W. Noyes who expressed his appreciation for the honor conferred upon him by dedicating the Town Report to him in recognition of his 21 years of Civic Service. The Moderator an- nounced that the Problems of Democracy Class of the High School were guests in the audience. The Town Clerk then read the War-

rant. Check lists were used at the door and 166 Male and 83 Female voters checked in.


The meeting proceeded as follows:


Article 1. Moved the following be elected to the following Town Offices:


Surveyors of Lumber, Wood, and Bark: Albert Howard, Minot Edson, Alfred Gamboa. So Voted.


Field Drivers: William Johnson, Howard Anderson, Clinton Howard. So Voted.


Fence Viewers: Harry Pomeroy, Sr., Mike Pingree, Edward Hackenson. So Voted.


Article 2. Voted: That the reports of Town Officers and Committees as printed in the Town Report be Accepted.


Article 3. Voted: The Town Treasurer, with the approval of the Selectmen, be authorized to borrow from time to time, in anticipation of the revenue of the financial year beginning Jan- uary 1, 1962 and to issue a note or notes as may be given for a period of less than one year in accordance with Section 17, Chap- ter 44 of the General Laws.


Article 4. Voted: The Board of Selectmen be and hereby is authorized to enter into a contract or contracts with the Common- wealth of Massachusetts Department of Public Works, and the Plymouth County Commissioners, for the construction and main- tenance of public highways for the ensuing year.


Article 5. Voted : The sum of One Thousand Dollars ($1,000.00) be raised and appropriated to meet the Town's share of Chapter 90 Maintenance, and that in addition, the sum of Two Thousand Dollars ($2,000.00) be appropriated from Surplus Rev- enue to meet the State's and County's share of the cost of the work, reimbursement from the State and County to be restored, upon their receipt, to the Surplus Revenue Account.


Article 6. Voted: That the sum of Five Thousand Dollars ($5,000.00) be raised and appropriated to meet the Town's share

of Chapter 90, New Construction, and that in addition, the sum of Fifteen Thousand Dollars ($15,000.00) be appropriated from Surplus Revenue to meet the State's and County's share of the cost of work, reimbursement from the State and County to be restored, upon their receipt, to the Surplus Revenue Account.


Article 7. To raise such sums of money as may be necessary to defray the Town charges for the ensuing year, and to make appropriations for the same.

Voted: The sum of $1,900.00 for the year 1962 for the Sal- aries of the Board of Selectmen to be paid $800.00 for the Chair- man; $600.00 for the Clerk; $500.00 for the Associate member.


Voted: The sum of $260.00 for the Salaries of the Board of Registrars for the year 1962; each to be paid the sum of $65.00.


Voted: The sum of $5,365.00 for the Expenses of the Police Department to include $85.00 for Out of State Travel.


Voted: The sum of $7,275.00 for the Expenses of the Fire Department including $75.00 for Out of State Travel.


Voted: By show of hands of 145 Yes and 56 No, the salary of the Chief of Police for year 1962 will be $6,300.00. Amendment made was lost.


Motion made the sum of $22,172.00 be raised and appropri- ated for the Salaries of the Patrolmen to be paid as follows:


J. Sousa, hourly rate of $1.50; Howard Anderson, $1.50; Mal- colm MacLean, $1.70; Robert Anderson, $1.70; Charles Anderson, $1.90; Ervin Lothrop, $1.90; Edwin Gibson, $1.90 until April 30; Starting May 1, J. Sousa, $1.50; H. Anderson, $1.70; Malcolm MacLean, $1.70 per hour; R. Anderson, $1.80, Charles Anderson, $2.05; Ervin Lothrop, $2.20; Edwin Gibson, $2.25. Amendment made that J. Voted: The sum of $81,120.00 for the School Dept. Expense including $200.00 for Out of State Travel:


Voted: The sum of $1,000.00 for the Salaries of the Water Dept. Commissioners to be paid each at the rate of $333.33, and one $333.34.


Voted: The sum of $39,725.00 for Water Department to be taken from Water Revenue.

Article 8. Moved: That the sum of One Hundred Dollars ($100.00) be raised and appropriated for the use of Plymouth County Trustees for County Aid to Agriculture ( Plymouth County Extension ) and that Clifford E. Carlson be appointed as Director as provided in Sections 41 and 42 of Revised Chapter 128 of the General Laws.

Article 9. Moved: That the sum of Four Thousand, Four Hundred Dollars ($4,400.00) be raised and appropriated for Phys- ical Training, Athletics, Sports and Equipment, according to Chapter 638, Acts of 1956.

Article 10. Moved: That the sum of One Hundred Fifteen Dollars ($115.00) be raised and appropriated to install new street lights, re-locate and increase size of present lights, as recom- mended by the Street Lighting Committee.

Article 11. Moved: That the sum of Two Thousand, Three Hundred Dollars ($2,300.00) be raised and appropriated to make necessary repairs to and paint the Town Hall.

Article 12. Moved: That the Town vote to authorize the Town Moderator and the Board of Selectmen to appoint a com- mittee of five to investigate the improvement of Town Office facil- ities by modification of the present Town Hall Building or by any other means that will provide adequate sanitary facilities and other features that may be deemed necessary, such committee to report their recommendations at the next annual Town Meeting.

Article 13. Moved: That the sum of One Thousand, Seven Hundred Dollars ($1,700.00) be raised and appropriated to pay land damage awards on South Street.

Article 14. Moved: That the Town vote to accept the pro- visions of the General Laws, Section 22-D, of Chapter 40 author- izing the Board of Selectmen to establish rules and regulations concerning the towing of vehicles from public highways.

Article 15. Moved: That the Town vote to accept the pro- visions of the General Laws, Section 103A of Chapter 54, allow- ing Absentee Voting in the Town Election.


So Voted.


Article 16. Moved: That the sum of One Thousand, Nine Hundred Fifty Dollars ($1,950.00) be raised and appropriated, to be expended by the Board of Selectmen, for the purchase of a station wagon type cruiser for the Police Department and the transfer of equipment to such new cruiser, and authorize and em- power the Selectmen to trade in the old Police Cruiser No. 91, and to apply the trade-in value of such old police cruiser toward the payment of the price for such new police cruiser.

Article 17. Moved: That the sum of $3,000.00 be raised and appropriated to meet the Town's share of the Civil Defense Emergency Truck and that in addition the sum of Three Thou- sand Dollars ($3,000.00) be appropriated from Surplus Revenue to meet the Massachusetts Civil Defense Agency's share of the cost of said truck, reimbursement from the Massachusetts Civil Defense Agency to be restored, upon its receipt, to the Surplus Revenue Account.


So Voted.


Article 18. Moved: That the Town vote to amend the Town By-Laws by adding to Article XIX, the following: "Section

7. No person shall hunt any form of game or wild life on private property, anywhere in the Town, or carry upon private property any shotgun, rifle, pistol, revolver, bow and arrow, or any other weapon which might be employed in the killing of game or wild- life, without the express permission of the land owner on whose premises he intends to enter."


Upon vote of show of hands of Yes 53 and No 66 motion lost.


Motion was made to adjourn the Town Meeting until 7:30 p.m. in the High School Auditorium on Tuesday, March 13, 1962. Motion carried.


ADJOURNED TOWN MEETING


MARCH 13, 1962


In the absence of a quorum at 7:30 p.m. the meeting was called to order at 8 p.m. Even then the quorum of 125 was lack- ing but the Moderator John C. Eldridge with the approval of the Town Counsel, Willis A. Downs, opened the session to consider articles which involved no appropriation of money in the amount of $1000 or over.


At 9 p.m. a quorum of 125 being present the articles involv- ing over $1000 appropriations were taken up.


Article 19. Moved: That the Town vote to transfer to the New High School Construction Account the balance of $52.49 remaining in the Elementary School Construction Account and the balance of $3.84 remaining in the Old High School Construction Account.


So Voted.


Article 20: Moved: That the sum of $4,000.00 be raised and appropriated, to be expended by the Board of Selectmen, to con- struct a sidewalk on Spring Street, starting on the northwesterly side of the bridge over Willow Brook and extending a distance of 1200 feet, more or less, on the southwesterly side of said street.


So Voted.

Article 21. Moved to pass this article without action.


Article 22. Moved: That the sum of Four Thousand Dol- lars ($4,000.00) be raised and appropriated from Water Surplus to be expended by the Board of Water Commissioners to purchase and equip a truck for the Water Department.


So Voted.


Article 23. Moved: That the Town vote to authorize the Board of Assessors to take the sum of Fifty Thousand Dollars ($50,000.00) from available funds in the Treasury, for the pur- pose of reducing the Tax Rate of the present year.


So Voted.


Article 24. Moved: That the Town vote to transfer the sum of Two Thousand Dollars ($2,000.00) from available funds in the Treasury to the Stabilization Fund.


So Voted.


Article 25. Moved: That the sum of Two Thousand, Two Hundred Dollars ($2,200.00) be raised and appropriated, to be expended by the Board of Selectmen, to purchase a sand spreader for the Highway Department.


So Voted.


Article 26. Moved: That the Town vote to amend Zoning By-Laws No. 26, Section 5 "Business Districts" and Section 7, "Industrial Districts," as printed in the Annual Town Report for the year 1961.


Upon vote of 94 Yes and 3 No the motion was carried.


Article 27. Moved: That the Town vote to amend the "Trailer Regulation By-Law" adopted at an adjourned Town Meeting on March 17, 1957, by repealing the same and inserting in place thereof the following, to wit:


Section 1. Except when lawfully placed in a "Trailer Coach Park," or authorized by Article 2, Section 4, of the Building By- Law, no Trailer Coach shall be occupied for living or business pur- poses on any land in the Town.

Section 2. Penalty for Violation: Whoever violates any pro- vision of this By-Law shall be subject to such penalities as may be prescribed by the General Laws of the Commonwealth for the time being in force. Each day during which any violation hereof continues shall, for the purpose of this By-Law, be considered a separate offense.


Motion amended by adding (after the phrase "on any land in the Town") except such trailer coaches, currently in use, for which permits were issued prior to this By-Law. Vote on amend- ment carried.


Motion made to further amend original motion by adding Section 1-A. Except when used by land owner for living purposes of his adult legal dependents, but not necessarily financially de- pendent, Selectmen may issue permit on an annual basis until quarters are no longer used by original permittee, such permit to be issued to both land owner and tenant of proposed living space. Vote on amendment carried.


Upon vote on original motion and amendments the motion was defeated by a majority vote.


Article 28. Motion made and seconded that the Town Clerk be instructed to write letters of Town welcome to the J. J. Taylor Distributors Cc., Imperial Millwork Co., and Hockomock Farms. Motion carried.


Motion made that a vote of thanks and appreciation to the Finance Committee for their many hours of work in preparing their report and recommendations.


A vote of thanks was also given to Mr. Frank LeBaron for providing and manning the public address system.


Article 29. Moved: That this meeting be adjourned to the Spring Street Elementary School, Saturday, March 17, 1962 at 9:00 A.M. for the Election of the following officials by ballot: One Moderator for one year, One Assessor for three years, One Select- man and Member of the Board of Public Welfare for three years, Two Trustees of Public Library for three years, Two School Com- mittee Members for three years, One Water Commissioner for

three years, One Planning Board Member for five years, One Planning Board Member for one year, One Tree Warden for three years, Two Constables for three years, One Board of Health Member for three years, and One Board of Health Member for one year.


Motion carried. Meeting adjourned at 9:45 P. M.

The meeting was called to order by the Warden, Charles L. Hill, in the absence of the Moderator. Motion was made to dis- pense with the reading of the warrant and proceed with the voting. Polls were declared open for voting.


The ballot box was inspected by the Police Officer in charge and found to be empty. The ballot box register was set at zero. 2000 ballots were delivered by the Town Clerk to the Warden and receipt given for same.


The election officers were then sworn in by the Town Clerk to the faithful performance of their duties, and were Loretta Burque, Karolyn Boyd, Anna O'Shaughnessy, Jennie Andrade, Frank Dufault.


At 8:00 p.m. the polls were declared closed. 976 Ballots were cast-487 female and 489 male checked as having voted. The Counters and Observers were sworn and were: Emma Marzelli, Helen Lydon, Beulah Alger, Mary Perry, Irma Lothrop, Adeline McGrath, Shirley Bowman, Eleanor Brown, Agnes Miller, Alberta Wardwell, Dorothy Holmgren, Eleanor Mahoney. At 11:15 p.m. Town Clerk announced the following results.

Polls were opened at 10 A.M. by the Warden, Frank S. Miller. Election Officers were sworn in by the Town Clerk to the faithful performance of their duties and were: Anna O'Shaughnessy, Kar- olyn Boyd, Eleanor Mahoney, Frank Dufault, Marjorie Soderholm.

The ballot box was inspected by the Warden and Police Of- ficer and found to be empty. The register was set at 0000. 2945 Ballots were given to the Warden, 2230 Republican and 715 Dem- ocratic and receipt given for same.


At 8 p.m. the polls were closed by the Warden. The register on the Ballot Box showed that 1220 ballots had been cast. Of these 957 were Republican and 263 Democratic.


The Counters and Observers then proceeded to count the votes. Counters and Observers were: Albert Wardwell, Emma Marzelli, Emma Pagani, Dorothy Holmgren, Eleanor Brown, Lil- lian Cheyunski, Mary Perry, Helen Lydon, Irma Lothrop, Shirley Bowman, Adeline McGrath, Agnes Miller; with Total Tally, Jennie Andrade, Dorothy Williams.
