MARCH 7, 1931
Annual Town Meeting assembled in the Assembly Hall of the High School at one o'clock P. M. according to call of Warrant. Warrant was read by the Town Clerk, and under
Article I. To choose two or more Fence Viewers and two or more Field Drivers.
Dwight E. Bailey and James W. Cesan were chosen as Fence Viewers.
William S. Halladay and Frankie H. Campbell were chosen Field Drivers.
Article 2. To hear and act upon report of town officers.
Voted: To accept the reports of the Town Officers as printed, typographical errors and omissions excepted.
Article 3. To see what method the Town will adopt for the support of the poor for the ensuing year.
No action taken.
Article 4. To see if the Town will appropriate a sum of money for the Observance of Memorial Day, and pro- vide for its expenditure.

Voted: To appropriate the sum of one hundred and fifty dollars for the proper observance of Memorial Day, the same to be expended under the direction of the Sons of Veterans and the American Legion.
Article 5. To see if the Town will appropriate a sum of money for the payment of a proper charge of an Insur- ance Company for acting as surety on the official bond of its officers.
Voted: To appropriate the sum of six hundred dollars for surety bonds of town officials.
Article 6. To see if the Town will appropriate a sum of money for liability insurance of town employees.
Voted: To appropriate the sum of four hundred and fifty dollars for liability insurance of town employees.
Article 7. To see if the Town will appropriate the sum of four hundred dollars to be expended by the Hampden County Trustees for County Aid to Agriculture, in ac- cordance with the provisions of the laws of the Common- wealth of Massachusetts.
Voted: To appropriate the sum of four hundred dol- lars for the use of the Trustees for County Aid to Agricul- ture, to be expended for the agricultural and home economics extension service in the county and town, in accordance with the provisions of Sections 40-45, Chapter 129 of the General Laws of Massachusetts.
Article 8. To see what action the Town will take regarding the appointment of a Town Director to represent the Town as a member of the Directors for the Hampden County Improvement League, and Trustees for County Aid to Agriculture.

Voted: That Lee S. Jenks be the Town Director to represent the Town as a member of the Directors for the Hampden County Improvement League and Trustees for County Aid to Agriculture.
Article 9. To see if the Town will vote to build a sewer on any part of Suffield Street and appropriate money therefor or take any action concerning the same.
Voted: To appropriate the sum of ten thousand dol- lars for the building of a sewer on Suffield Street commenc- ing at the Agawam River.
Article IO. To see if the Town will appropriate any sum of money for permanent road work on Suffield Street.
Voted: To pass over.
Article II. To see if the Town will appropriate the sum of fifteen thousand dollars, provided the State and County will each appropriate a like amount for the purpose of continuing the construction of highway on Westfield Street commenced during the past year.
Voted: To appropriate the sum of fifteen thousand dollars provided the State and County will each appropriate a like amount for the continuation of the rebuilding of Westfield Street commenced during 1930, said sum to be raised by taxation during the current municipal year.
Article 12. To see if the Town will establish the num- ber of voters to constitute a quorum at Town Meetings.
Voted: That hereafter seventy-five (75) voters shall constitute a quorum to transact business at all town meet- ings.

Article 13. To see if the Town will instruct their Assessors to publish the valuation list of 1931.
Voted: To pass over.
Article 14. To see if the Town will appropriate any sum of money for overdrafts of 1930 and also for bills con- tracted during 1930 not presented.
Voted: That the sum of $63.00 incurred during 1930 under Soldiers Relief and the sum of $900.50 incurred dur- ing 1930 under Public Welfare be appropriated from the Overlay Reserve Fund.
Voted: That the following sums be appropriated from the Excess and Deficiency Fund to meet the bills incurred in 1930. Highways $99.75 overdraft and $286.40 paid in 1931. Street lights $135.50. Land Taking $1,000. Over- lay of 1927 $17.77. Overlay of 1928 $263.56. Total $1802.98.
Article 15. To see if the Town will appropriate any sum of money for construction of sidewalks in Town.
Voted: To appropriate the sum of two thousand ($2000) dollars for continuation of cement sidewalks commenced on Springfield Street in 1930, extending each way from the present walk, the said sum to be raised by taxation during the present municipal year. It being intend- ed an amount not exceeding one half to be assessed upon the abutting owners. The same to be built under the betterment act.
Article 16. To see if the Town will appropriate any sum of money for the care of North Cemetery.
Voted: To appropriate the sum of fifty dollars for the care of the North Cemetery.

Article 17. To see if the Town will appropriate any sum of money for the Old Age Pension Act.
Voted: To appropriate the sum of four thousand dol- lars to carry out the provisions of the Old Age Pension Act.
Article 18. To see if the Town will appropriate any sum of money for the betterment of the water service in North Street or any of its connecting streets or take any action regarding the same.
Voted: That the proper authorities be instructed to petition the Legislature of 1931 for authority to issue bonds or notes to the amount of $15,000 in addition to those al- ready authorized by previous acts of the Legislature for the extension of its water mains under Chapter 353 Acts of 1905.
Article 19. To see if the Town will authorize its Treasurer with the approval of the Selectmen to borrow during the current municipal year beginning January I, 1931, in anticipation of the revenue of said year, such sums of money as may be necessary for the current expenses of the Town.
Voted: That the Treasurer with the approval of the Selectmen be and is hereby authorized to borrow money from time to time in anticipation of the revenue of the municipal year beginning January 1, 1931, to an amount not exceeding in the aggregate the sum of the tax levy of 1930 and to issue a note or notes therefor payable in one year. Any debt or debts incurred under this vote to be paid from the revenue of said municipal year.
Article 20. To see if the Town will appropriate any sum of money for the care of the Town burial lot in the Springfield Street Cemetery.

Voted: That the Water Commissioners be hereby au- thorized to appoint one of their own members as Super- intendent for the ensuing year at a salary from water revenue not to exceed $1800.
Voted: That the Selectmen be instructed to have the Highway Department clear the sidewalks around the town park in Feeding Hills.
Voted: That the Board of Public Welfare be author- ized to employ one of their own Board as its Agent if they so desire.

Special Town Meeting
MAY 22, 193I
Article I. To see if the Town will amend its zoning By-Laws by changing from Residential A. to Business upon petition of Salvatore and Giselda Zerra, a certain parcel of land situated on Garden Street described as fol- lows: Beginning on the Northerly side of Garden Street at a point fifty feet Easterly of the easterly line of the dwelling house of the petitioners, and running thence East- erly by said Garden Street one hundred feet : thence North- erly at right angles with Garden Street, one hundred feet : thence Westerly in a line parallel with said Garden Street one hundred feet and thence Southerly one hundred feet to point of beginning.
Voted: To so amend.
Article 2. To see if the Town will amend its zoning By-Laws by changing from Residential A. to Business upon petition of Peter Barket, a certain parcel of land situ- ated on Taft Street, more particularly described as being lot No. 88 on a plan of City View Heights recorded in Hampden Registry of Deeds.
Voted : To pass over.
Article 3. To see if the Town will vote to amend its zoning By-Laws by changing from Residential A. to Busi- ness upon petitions of Victoria Lanour a certain tract of

land described as follows: Beginning at the corner of Springfield and Hastings Streets and running Southerly along Springfield one hundred fifteen and 47/100 (115.47) feet : thence Westerly parallel with Hastings Street eighty nine and 8/10 (89.8) feet: thence Northerly one hundred (100) feet and thence Easterly along Hastings Street one hundred forty-six and 82/100 (146.82) feet to place of beginning. The same being known as lots Nos. II and 12 on a plan of lots.
Voted: To so amend.
Article 4. To see if the Town will amend its zoning By-Laws by changing from Residential A. to Business up- on petition of Frank W. Kellogg a certain tract of land des- cribed as follows : Beginning at a point about four hundred and sixty five (465) feet Westerly from Westfield and the Northeast corner of lot No. 33 and running Westerly along land of Harry E. Brown to land now or formerly of one Freeland: thence Northerly, Westerly and Northerly by land of said Freeland and land now or formerly of one Anderson : thence Easterly and Northerly by land now or formerly of said Anderson to land conveyed by me to Alvin R. Kellogg to other land of said Alvin R. Kellogg: thence Southerly and Easterly by said other land of said Alvin R. Kellogg to a point which is four hundred and sixty two (462) feet from the Westerly side of Westfield Street : thence Southerly eleven hundred and 4/100 (1100.4) feet to point of beginning.
Voted: To so amend.
Article 5. To see if the Town will amend its zoning By-Laws by changing from Residential A. to Business up- on petition of Nelson G. King a certain tract of land des- cribed as follows: Beginning on the Northerly side of Southwick Street at Still Brook so called, and running Westerly along said Street, to the West corner of land of petitioner a distance of about fifteen hundred (1500) feet, and to a depth of five hundred and fifty (550) feet.

Article 6. To see if the Town will appropriate the sum of ten thousand dollars or any other sum for the extension of its Water mains of not less than six inches in diameter and provide for the raising of said sum.
Voted: To appropriate the sum of ten thousand ($10,- 000.00) dollars for the purpose of installing water mains of not less than six inches in diameter on Letendre, North and other adjacent streets in the discretion of the Water Commissioners : and of the said sum of ten thousand ($10,- 000.00) dollars the sum of twenty five hundred ($2500.00) dollars be raised by taxation during the current municipal year. And that the Treasurer with the approval of the Selectmen be and is hereby authorized to borrow the sum of seven thousand five hundred ($7500) dollars and to issue notes or bonds of the Town therefor in accordance with the provisions of the General Laws and all Acts in amendment thereof or in addition thereto, so that the whole loan shall be paid in not more than ten years from the date of issue of the first note or bond, or at such earlier date as the Treasurer and Selectmen may determine. (Unanimous vote.)

OCTOBER 2, 193I
Article I. To see if the Town will vote to amend its zoning By-Laws by changing from Residence A. to Busi- ness the following described property: Beginning at the Northeasterly corner of land of George H. Campbell on the Westerly side of River Road and against the property of Harold A. Channell, and running Westerly along property of Harold A. Channell and property of Arthur W. Chan- nell four hundred (400) feet: thence Southerly along land of George H. Campbell two hundred (200) feet: thence Easterly along land of George H. Campbell four hundred (400) feet to the River Road: thence Northerly along River Road two hundred (200) feet to point of beginning.
Voted: To so amend.
Article 2. To see if the Town will vote to amend its zoning By-Laws by changing from Residence A. to Business the following described property : a strip of land situated be- tween the River Road and the Connecticut River a distance of two hundred and fifty (250) feet, bounded Northerly by land of Harold A. Channell and Southerly by land of George H. Campbell.

Article 3. To see if the Town will vote to amend its zoning By-Laws by changing from Residence A. to Busi-

Article 4. To see if the Town will vote to amend its zoning By-Laws by changing from Residence A. to Busi- ness the following described tract of land: Commencing at the Westerly line of West Street at its intersection with Westfield Street and running in a Westerly direction along Westfield Street one hundred (100) feet : thence in a South- erly direction in a line parallel with West Street one hun- dred (100) feet: thence in an Easterly direction in a line parallel with Westfield Street one hundred (100) feet : thence in a Northerly direction along West Street one hun- dred (100) feet to point of beginning.

Article 5. To see if the Town will vote to amend its zoning By-Laws Section 4 C by inserting at the end of first paragraph after the word "govern" but in no case shall any part of a building be erected or altered so as to be nearer than fifteen (15) feet to the street line of street on which the lot faces.

Article 6. To see if the Town will appropriate the sum of fifty (50) dollars of the amount received in fines from the Agawam Center Library to the use of the Library.

Special Town Meeting
DECEMBER 22, 1931
Article I. To see if the Town will make any appro- priation for any departments and provide for the payment of the same.
Voted: To appropriate the sum of $3400 for use of the Public Welfare Department; $1700 of said amount to be transferred from receipts of the Department and $1700 from Old Age Assistance appropriation.
Voted: To appropriate the sum of $475 to Health De- partment, for Hospitals of which sum $275 to be trans- ferred from all other of said Department, and $200 from Overlay Reserve Fund.
Voted: To appropriate the sum of $150 for the use of the School Department and that said sum be taken from receipts of the said department.
Article 2. To see if the Town will authorize its Treas- urer with the approval of the Selectmen to borrow from time to time not exceeding the sum of twenty-five thousand dollars under the provision of Section 17 Chapter 44 of the General Laws as amended for the purpose of refunding a certain note of the town given in anticipation of the revenue of 1931, under authority of a vote of the town passed at its Annual Town Meeting March 7, 1931 under Article nine- teen of the warrant therefor: and to issue its note or notes therefor payable within one year of the date or dates of the original note or notes to be so refunded.

Voted: That the Town Treasurer with the approval of the Selectmen be and is hereby authorized to borrow money from time to time as may be necessary to an amount not exceeding in the aggregate the sum of twenty-five thousand dollars for the purpose of refunding Note No. 213 of twenty-five thousand dollars given under date of August 25, 1931 in anticipation of revenue: and issue a note or notes of the Town therefor payable within one year from date of original note so refunded: any debt or debts in- curred under this vote to be paid from the revenue of the municipal year 1931.
All to be done under authority of Section 17 Chapter 44 of the General Laws and amendments thereto.
