FEBRUARY 10, 1934


Annual Town Meeting assembled in the Auditorium of the High School at one o'clock P.M. according to call of the Warrant, which was read by the Town Clerk, and under


Article 1. To choose two or more Fence Viewers and two or more Field Drivers.


Dwight E. Bailey and James W. Cesan were elected Fence Viewers.


William S. Halladay and Charles W. Hull were elected Field Drivers.


Article 2. To hear and act upon the reports of the town officers.


Voted: To accept the town reports as printed, typo- graphical errors and omissions excepted.


Article 3. To see if the town will vote to instruct the Board of Welfare to employ an agent outside of their own Board. ·


Voted: To instruct the Welfare Board to appoint an agent to care for the welfare work for the ensuing year.


Article 4. To see what method the Town will adopt for the support of public welfare for the ensuing year.


Voted: To pass over.

Article 5. To see if the Town will appropriate a sum of money for the proper Observance of Memorial Day and provide for its expenditure.


Voted: To appropriate the sum of $150 for Memorial Day Observance.


Article 6. To see if the Town will appropriate a sum of money for the payment of a proper charge of an Insur- ance Company for acting as surety on the official bond of its officers.


Voted: To appropriate the sum of $600 for payment of sureties on bonds of its officers.


Article 7. To see if the Town will appropriate any sum of money for liability insurance of its employees.


Voted: To appropriate the sum of $700 for liability in- surance of the town employees.


Article 8. To see if the Town will appropriate any sum of money for the continuance of the construction of Suf- field Street, providing the State and County will each ap- propriate a like sum.


Voted: To appropriate the sum of $5,000, provided the State and County each appropriate a like amount for the purpose of rebuilding a portion of Suffield Street, begin- ning where work of 1933 ceased, proceeding Southerly along said street. This vote being contingent upon the town having charge of the work.


Article 9. To see if the Town will take proper action to elect their Board of Selectmen, one each year, for a term of three years.

Article 10. To see if the Town will vote an appropria- tion to establish proper fire protection for Leonard Street, and provide for the payment of the same.

Article 11. To see if the Town will vote an appropria- tion to establish proper fire protection for Adams Street, and provide for the payment of the same.

Article 12. To see if the Town will appoint a committee to consider the advisability of adopting a modified town meeting government, said committee to report at some future town meeting.

Article 13. Shall primaries for the nomination of can- didates to be voted for at Town elections, be held in this town hereafter?


No action taken.


Article 14. To see if the Town will vote to authorize its Treasurer with the approval of the selectmen to borrow money for general municipal purposes under authority of, and in accordance with the provision of Chapter 49, Acts of 1933, or take any action relative thereof.


Voted: That the treasurer, with the approval of the selectmen, be authorized to borrow money for general municipal purposes under authority of and in accordance with the provision of Chapter 49, Acts of 1933.


Article 15. To see if the Town will authorize its Treas- urer with the approval of the Selectmen to borrow during the current municipal year beginning January 1, 1934, in anticipation of the revenue of said year, such sums of money as may be necessary for the current expenses of the Town.


Voted: That the Treasurer, with the approval of the Selectmen, be and is hereby authorized to borrow money

from time to time in anticipation of the revenue of the mu- nicipal year beginning January 1, 1934, to an amount not exceeding in the aggregate the sum of the tax levy and the income tax of 1933 and to issue a note or notes therefor payable in one year. Any debt or debts incurred under this vote to be paid from the revenue of said municipal year.


Article 16. To see if the town will appropriate any sum of money for continuance of C. W. A. projects.

Voted: That it is the sense of this meeting that the Town will appropriate any reasonable sum of money to- wards C. W. A. projects which may be approved by the Civil Works Administration.


Article 17. To see if the Town will appropriate any sum of money for the permanent surfacing of any part of South Street.

Article 18. To see if the Town will appropriate any sum of money for the permanent surfacing of any part of West Street.


Voted : To pass over.


Article 19. To see if the Town will appropriate any sum of money for the permanent work on any streets of the Town.

Article 20. To see if the Town will vote to employ a district nurse and appropriate money for the same.

Article 21. To see if the Town will vote to change from Residence A. Zone to Business the following described property :


Lot No. 14 on Scherpa Brothers' plan of lots, owned by Clarence A. Duclos. Bounded North East on Ellington St. fifty-five feet: North West by Scherpa Brothers 222.69 feet : South West by land formerly of George D. Cooley Est. 53.09 feet : South East on Joseph Delucchi 240.53 feet.


Voted: That the following described property be changed from Residence A. Zone to that of Business Zone.


Article 22. To see if the Town will vote to change from Residence A. Zone to Business Zone, the following de- scribed property :


Commencing at a point about 800 feet from the present business location-Mill and Suffield Streets and running Northerly along Suffield Street about 600 feet to land of one Calabrese : Westerly about 872 feet along land of said Calabrese : South Westerly about 957 feet along land of one Russo: Easterly about 1330 feet to place of beginning.


Voted: To so change.


Article 23. To see if the Town will vote to change from Residence A to Business Zone the following de- scribed property :


Commencing at the intersection of Westfield Street and West Street, running one hundred forty feet in West Street to a point bounded by the north fork and south fork of West Street. Hence along south fork and Westfield Street. Hence along Westfield Street one hundred forty feet to point of beginning.


Voted : To pass over.

Voted: It is to be the sense of this meeting that the Town Reports and the Finance Committee's recommenda- tions be printed so they will be available to the voters of the Town at least five days prior to our annual town meet- ing.


Voted: That the Selectmen be and hereby are instruct- ed to restore the surface of the sidewalk on the west side of Main Street, from the Post Office to Fremont King's, and on the East side from Bailey's to Melrose Place, to at least as smooth condition as it was before the cinders were laid.

Article 11. To see if the Town will vote to change from Residence A. Zone to Business upon the petition of Wil- liam J. Crowley the following described premises.


Beginning at a point in the Easterly line of land of W. J. Crowley at a point 718 feet south-easterly, measured by said Easterly line from a right of way running south westerly from the old Stage Coach Road between land of said Crowley and land of one Woodworth: thence south- easterly, in the division line between land of said Crowley and land of one Leonard, a distance of 250 feet: thence south-westerly by other land of said Crowley, and by a line of right angles with the course just described, a dis- tance of 310 feet: thence north-westerly by land of one Crowley a distance of 265 feet : thence north-easterly by other land of said Crowley a distance of 303 feet to the point of beginning : together with a passage-way 20 feet in width, extending south-easterly from the above mentioned right of way a distance of 650 feet to the above described parcel. The north-easterly corner of said passage-way 143 feet south-westerly measured along the southerly line of right of way from the north-easterly corner of land of said Crowley at land of said Leonard.


Voted : That the above described parcel of property be changed from Residence A. Zone to that of Business.


Article 12. To see if the Town will authorize the Treas- urer with the approval of the Selectmen to borrow a sum of money not to exceed the sum of $25,000.00 for payment of current municipal purposes under the provisions of Chapter 49, Acts of 1933.

Article 13. To see if the voters will appropriate a sum of money for a Fire Whistle for the North Agawam District.


Voted: To pass over.


Article 14. To see what action the voters will take for the protection of the school children at O'Brien's Corner.


Voted: To leave the Agent of Welfare, Chief of Police, and the Selectmen to work out some systems of relief.


Article 15. To see if the Town will appropriate a certain sum of money to reimburse holders of beer licenses, which have been surrendered.


Voted: That the matter be left to the Selectmen to re- imburse such funds when the proper time arrives.


Article 16. To transact any other business that may legally come before said meeting.


Voted: That a committee of six disinterested persons be appointed to consider the matter of approval of streets called for under the first seven articles of the warrant and report their findings to the next annual town meeting, and also to the petitioners.
