MARCH 12, 1932
Annual Town Meeting assembled in the Auditorium of the High School at one o'clock P.M. according to call of the Warrant, which was read by the Town Clerk, and under
Article I. To choose two or more Fence Viewers and two or more Field Drivers.
Dwight E. Bailey and James W. Cesan were chosen as Fence Viewers.
William S. Halladay and Frankie H. Campbell were chosen as Field Drivers.
Article 2. To hear and act upon report of town officers.
Voted: To accept the reports of the Town Officers as printed, typographical errors and omissions excepted.
Article 3. To see what method the Town will adopt for the support of the poor for the ensuing year.
Voted: To leave the care of the poor for the ensuing year in the hands of the Board of Public Welfare.
Article 4. To see if the Town will appropriate a sum of money for the Observance of Memorial Day and pro- vide for its expenditure.
Voted: To appropriate the sum of one hundred and sixty-two dollars for the observance of Memorial Day.

Article 5. To see if the Town will appropriate a sum of money for the payment of a proper charge of an Insurance Company for acting as surety on the official bond of its officers.
Voted: To appropriate the sum of six hundred dollars for the proper charge of an Insurance Company for acting as surety on the official bond of its officers.
Article 6. To see if the Town will appropriate a sum of money for liability insurance of town employees.
Voted: To appropriate the sum of seven hundred dol- lars for liability insurance of its employees.
Article 7. To see if the Town will appropriate the sum of three hundred dollars to be expended by the Hampden County Trustees for County Aid to Agriculture in the Town in accordance with the provisions of the Laws of the Commonwealth of Massachusetts.
Voted: To so appropriate the sum of two hundred and fifty dollars.
Article 8. To see if the Town will appropriate the sum of fourteen thousand dollars provided the State and County shall each appropriate a like amount for the purpose of finishing the construction of Westfield Street.
Voted: To appropriate the sum of fourteen thousand dollars provided the State and County appropriate a like amount for the purpose of finishing the construction of Westfield Street. This vote being contingent upon the Town having charge of said work.
Article 9. To see if the Town will appropriate any sum of money for construction of sidewalks.

Article 10. To see if the Town will appropriate any sum of money for the care of North Cemetery.
Voted : To pass over.
Article II. To see if the Town will appropriate any sum of money for the Old Age Pension Act.
Voted: To appropriate the sum of eight thousand dol- lars to be used under the Old Age Pension Act.
Article 12. To see if the Town will appropriate any sum of money for the care of the Town burial lot in the Springfield Street Cemetery.
Voted : To pass over.
Article 13. To see if the Town will vote to make any changes in the officers to be elected annually by ballot hereafter.
Voted: That in the year 1933 there shall be elected upon the regular ballot at Election a Board of six men to serve as a Finance Committee for the term of three years. This Board shall serve with the Town Clerk ex-officio with- out pay. All previous votes of the Town inconsistent here- with are hereby revoked.
Article 14. To see if the Town will appropriate a sum of money for the extension of its water system in Cooper and Suffield Streets.
Voted: To pass over.

Article 15. To see if the Town desires to take any ex- pression as to its favoring the continuance of the Old Age Assistance Law in Massachusetts in its present form of operation.
Voted : To pass over.
Article 16. To see if the Town will appropriate the sum of ninety dollars for the purpose of suitably marking the graves of soldiers of the War of the American Revolu- tion in the Town of Agawam under the provisions of Law.
Voted: To appropriate the sum of ninety dollars for said purpose.
Article 17. To see if the Town will appoint a com- mittee to work out a program for the proper observance of the 200th birthday of George Washington, and appropriate any sum of money therefor or for the purpose of placing a fitting tablet to his memory.
Voted: That a committee of five be appointed by the Moderator to serve in the observance of the 200th anni- versary of the birthday of George Washington, and that we appropriate the sum of one hundred and fifty dollars for the purpose of placing a tablet to his memory. (Charles W. Hull, Grace B. Reed, Emile A. Roy, Sydney F. Atwood and Clayton M. Smith appointed.)
Article 18. To see if the Town will vote to amend its zoning by-laws by changing from Residence A to Business its following described premises.

Beginning at a point on Main Street at the intersection of property of Joseph and Ida Williams and the property of Florence Williams and running Southerly on Main Street 45 feet : thence Westerly across property of Joseph and Ida Williams 75 feet: thence Northerly across property of Joseph and Ida Williams 45 feet: thence Easterly along property of Florence Williams 75 feet to point of beginning.
Voted: To so amend the zoning by-laws.
Article 19. To see if the Town will appoint a com- mittee to revise the by-laws of the Town and report a codi- fied set with needed additions at some future town meeting.
Voted: That a committee of five be appointed by the Moderator to revise the by-laws of the Town and report a codified set with needed additions at some future town meeting. (H. O. Eberhardt, George W. Porter, H. Preston Worden, Nelson G. King and Thomas H. Stapleton, com- mittee appointed.)
Article 20. To see if the Town will authorize its Treas- urer with the approval of the Selectmen to borrow during the current municipal year beginning January 1, 1932 in anticipation of the revenue of said year such sums of money as may be necessary for the current expenses of the town.
Voted: That the Treasurer with the approval of the Selectmen be and is hereby authorized to borrow money from time to time in anticipation of the revenue of the municipal year beginning January I, 1932 to an amount not exceeding in the aggregate the sum of the tax levy and the income tax of 1931, and to issue a note or notes therefor payable in one year. Any debt or debts incurred under this vote to be paid from the revenue of said municipal year.
Article 21. To make the necessary appropriations for the ensuing year.

Article 22. To see if the Town will give a deed to Paper Makers Chemical Corporation, a corporation duly or- ganized by law, and having its usual place of business in Chicopee in this County, releasing all aqueduct and other rights acquired by the Town by virtue of a vote passed by it on May 26, 1920, for the taking of land of Walter S. Barr, which taking was dated June 1, 1920 and recorded in Hamp- den Registry of Deeds, Book 1053, Page 195. Said rights being set forth in an instrument recorded in said Registry Book 294, Page 515.
Voted: That the Selectmen be authorized to sign a deed of release to the Paper Makers Chemical Corporation, of all aqueduct and other rights which the town may have acquired through the taking of land now occupied as a High School.

Voted: That the Town appropriate the sum of Twenty- five thousand dollars from Water Revenue for the expense of the Water Department for the ensuing year.
Voted: That the Water Commissioners be hereby au- thorized to appoint one of their own members as Super- intendent for the ensuing year at a salary not to exceed $1,400.

Article I. To see if the Town will make an appropria- tion for Liability Insurance.
Voted: To appropriate six hundred dollars.
Article 2. To see if the Town will make an appropria- tion for Public Welfare.
Voted: To appropriate the sum of twenty thousand dollars.
Article 3. To see if the Town will make an appropria- tion for Soldiers Relief.
Voted: To appropriate the sum of three thousand dollars.
Article 4. To see if the Town will make an appropria- tion for Street Lights.
Voted: To appropriate the sum of twelve hundred dol- lars for Street Lights.
Article 5. To see if the Town will make an appropria- tion for Revenue Interest.

Voted: To appropriate the sum of fifteen hundred dol- lars for the extension of the water system on Suffield Street from the foot of Bailey Hill to Cooper Street, a dis- tance of 1250 to 1300 feet.
Article 7. To see if the Town will make an appropria- tion for the Dental Clinic.

Article 8. To see if the Town will vote to approve an extension of the Agawam Cemetery.
Voted: That the Town hereby approves of the Aga- wam Cemetery association enlarging their present Ceme- tery by adding thereto a strip of land in the rear thereof belonging to Jay W. Phillips. Said tract is more particu- larly described as follows: being all that land belonging to said Phillips situated Southerly and Westerly of a line parallel with the Westerly line of said Cemetery from a stone monument situated 303 feet Westerly of Main Street. Said tract contains about 3/4 of an acre.

DECEMBER 28, 1932
Article 1. To see if the Town will vote to appropriate any sums of money for various departments of the town to meet necessary expenses of the current municipal year, and provide for the payment of the same by notes or otherwise.
Voted: That there be appropriated the sum of $3.300 for Soldiers Relief, the sum of $3.000 for Interest-Revenue loans, the sum of $1,000 for Highways, the sum of $530. for accounting. The said sums to be appropriated from excess estimated receipts. Also there be appropriated the sum of $30,000 for Public Welfare of which amount the sum of $6,000 be appropriated from excess estimated receipts, and the treasurer with the approval of the Selectmen be and is hereby authorized to borrow the sum of $24,000 under au- thority of and in accordance with the provisions of clause 9, section 8, Chapter 44 of the General Laws.
Article 2. To transact any other business that may legally come before said meeting.
