TOWN WARRANT


COMMONWEALTH OF MASSACHUSETTS. MIDDLESEX, SS. To any of the Constables of the Town of Arlington, in said County:


GREETING :


In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Arlington, qualified as the Constitution requires, to vote in elections and town affairs, to assemble in the Town Hall in said town, Monday, the nineteenth day of January, 1920, at 7.30 o'clock, p.m., then and there to act on the following articles, viz:


ARTICLE 1. To choose a moderator to preside at, said meeting.


ART. 2. To hear and act on the reports of committees beretofore appointed.


ART. 3. To see if the Town will appoint a committee to investigate the question of the Town carrying its own insurance, said committee to report at the March meeting of this year, or take any action thereon.


ART. 4. To see if the Town will make an appropriation for school purposes, the same to be expended by the School Committee to increase the salaries of the educational force of the Town, such increase to take effect January 1, 1920.


ART. 5. To see if the Town will appoint a committee to procure plans and estimates for a school building on town land at the corner of Forest and Summer Streets, said committee to report at the Town Meeting in March, 1920, make an appropria- tion therefor or take any action thereon.

ART. 8. To see if the Town will appoint a committee to investigate available sites for schoolhouse purposes in the Parmenter School District, said committee to report at the Town Meeting to be held in March, 1920, make an appropria- tion for the use of the committee, or take any action thereon.

By virtue of the foregoing warrant I have notified and warned the inhabitants of the Town of Arlington, qualified to vote in elections and town affairs, to assemble in the Town Hall, in said Town on the date mentioned by causing a printed copy of the warrant to be left at every dwelling house in the Town and by posting a printed, attested copy at the doors of the Town Hall, seven days at least before said day of meeting. Pursuant to the foregoing warrant the inhabitants of the Town of Arlington qualified as the law requires to vote in elec- tions and town affairs met in the Town Hall in said Arlington on Monday, the nineteenth day of January, 1920, and were called to order at thirty minutes after seven o'clock in the evening by the Town Clerk, who read the warrant calling the meeting and the return thereof of the constable who served the same upon the inhabitants.

Jacob Bitzer was unanimously elected moderator and was sworn to the faithful performance of his duties by the Town Clerk.


Article 2 taken up. (Reports of committees.)


Before acting on reports of committees, Omar W. Whitte- more, chairman of the Board of Assessors, requested the per- mission of the meeting to announce the death of James M. Mead, a member of the Board of Assessors. Permission being granted, Mr. Whittemore presented the following resolutions, which were read by the Town Clerk and unanimously adopted by a rising vote of the meeting:


Whereas, The citizens of Arlington have learned with deep sorrow and regret of the death on Sunday, January 18, 1920, of James M. Mead, for nine years a member of the Board of Assessors, and


Whereas, In the death of James M. Mead, the Town of Arlington not only loses an official of unquestioned honesty and ability, but a citizen of the highest type, one whose kindly, courteous nature, unflinching loyalty, devotion to duty, and courageous, manly character under all circumstances endeared him to all with whom he came in contact. Be it, therefore,


Resolved, That, we, the citizens of the Town of Arlington in Town Meeting assembled, while bowing to the will of the Divine Giver of all things, desire to record our appreciation of

those high qualities of citizenship so abundantly possessed by James M. Mead, and to register, in a public manner, our sorrow and regret of his death. Be it further,


Resolved, That these resolutions be spread upon the records of the Town and a copy sent to the family of Mr. Mead.


Acting under Article 2, Frank A. O'Brien, chairman of the Finance Committee of Twenty-One, offered the following motion and it was so voted,

That the remaining articles in the warrant be now taken up in the order in which they appear and that the recommenda- tions of the committee be read by the moderator.


Article 3 taken up. (To investigate carrying Town Insur- ance.)


Voted, That a committee of five be appointed by the moder- ator to investigate the question of the Town carrying its own fire insurance, said committee to report at the March meeting of this year.

Article 4 taken up. ($15,500 appropriated for increase in school salaries.)


Voted, That the sum of $15,500 be appropriated for school purposes, said sum to be expended under the direction of the School Committee and to be used to increase the salaries of the educational force of the Town from January 1 to April 1 of this year and that this sum be taken from the tax levy of 1920.


Articles 5, 6 and 7. (To investigate new school buildings.)


Voted, That a committee of fifteen be appointed by the moderator to procure plans and estimates for school buildings on Town Land at the corner of Forest Street and Summer Street and on Town land adjacent to Fessenden Road, also to procure plans and estimates for an addition to the present Crosby School building; said committee to consist of three representatives each from the following school districts, viz: Locke, Cutter, Crosby, Russell and Parmenter, with power to fill vacancies; and to report at the Town Meeting in March of

this year and that the sum of $1150. is hereby appropriated for the use of this committee, said sum to be taken from the tax levy of 1920.

Article 8 taken up. (School site in Parmenter School District.)


Voted, That the subject matter of this article be referred to the committee appointed under Articles 5, 6 and 7 of this warrant and said committee is hereby directed to investigate the relative cost of a new site and buildings for school purposes in the Parmenter School District as compared with the cost of a four-room addition to the present school building and that the sum of $300 be transferred from the special fund of the School Committee for investigating purposes to the use of this committee; said committee to report at the March meeting of this year.


All business calling the meeting having been transacted, the meeting was dissolved, having been in session twelve min- utes. Time of dissolving, 8.55.

Town of Arlington, qualified as the Constitution requires, to meet in their respective voting places in said Town (Precinct One) Town Hall; (Precinct Two) Crosby School Hall, Winter Street, on Monday, the first day of March, 1920, at 5.45 a.m. in Town Hall, Precinct One, and at 6.00 a.m. in Crosby School, Precinct Two, to act on the following articles, viz:


ARTICLE 1. To elect by ballot the following town officers: a Selectman for three years; a Town Clerk for one year; a Town Treasurer for one year; a Town Collector for one year; an Auditor for one year; a member of the Board of Public Works for three years; one Assessor for three years; three members of the School Committee for three years; one member of the School Committee for two years; one member of the School Committee for one year; two Trustees of the Robbins Library for three years; one member of the Board of Health for three years; one Park Commissioner for three years; two members of the Plan- ning Board for three years; one Trustee of the Pratt Fund for five years; one Commissioner of the Sinking Fund for three years; one Trustee of the Edwin S. Farmer Poor Widows Fund and the Edwin S. Farmer Fund for Needy Persons for five years; one Cemetery Commissioner for three years; a Tree Warden for one year; one or more Constables for one year. Also, on the same ballot to vote "Yes" or "No" upon the question "Shall licenses be granted for the sale of intoxicating liquors in this Town?"


The polls will open at 5.45 a.m. in Precinct One, Town Hall, and at 6.00 o'clock a.m. in Precinct Two, Crosby School- house, and will be kept open in both precincts until five o'clock p.m.


You are also required to notify and warn the inhabitants aforesaid to meet at the Town Hall in said Town on Monday, the first day of March, 1920, at six o'clock p.m. to act on the following articles:


ART. 2. To choose a moderator to preside at said meeting.


ART. 3. To choose or appoint all other usual town officers in such manner as the Town may determine.


The consideration of further business under this warrant shall be postponed until Wednesday evening, March 24, 1920, at 8 o'clock.

ART. 5. To make an appropriation for the Robbins Library for the ensuing year.


ART. 6. To make an appropriation for the public schools for the ensuing year and determine in what manner the money shall be expended.


ART. 7. To see if the Town will appropriate the sum of $350 for the proper observance of Memorial Day.


ART. 8. To see if the Town will appropriate $7,000 in accordance with the vote passed December 6, 1904, for water used for public purposes for the ensuing year.


ART. 9. To see if the Town will make an appropriation for the construction of permanent sidewalks for the ensuing year.


ART. 10. To see if the Town will make an appropriation for the maintenance of the sewerage system for the ensuing year, and determine in what manner the money shall be raised.


ART. 11. To see if the Town will make an appropriation for the extension of the sewerage system for the ensuing year, or take any action thereon.


ART. 12. To see if the Town will make an appropriation for the extension of water mains the ensuing year, or take any action thereon.


ART. 13. To see if the Town will make an appropriation for the use of the Highway Division, and determine in what manner the money shall be raised.


ART. 14. To see if the Town will make an appropriation for street lighting.


ART. 15. To see if the Town will make an appropriation to be expended for suppressing the gypsy and brown-tail moths, in accordance with the provisions of Chapter 381 of the Acts of 1905 and amendments thereto, and determine in what manner the money shall be raised.


ART. 16. To see if the Town will make an appropriation for the planting of trees, removal of dead and dangerous trees and for the trimming and general care of existing trees, the same' to be expended under the direction of the Tree Warden.

ART. 17. To see if the Town will make an appropriation for the removal of snow and ice from the highways, or take any action thereon.


ART. 18. To see if the Town will make an appropriation for the engineering work of the Town, or take any action thereon.


ART. 19. To see if the Town will make an appropriation for the extension of storm drains, or take any action thereon.


ART. 20. To see if the Town will make an appropriation for the maintenance and improvement of the public parks of the Town, determine in what manner the money shall be raised, or take any action thereon.


ART. 21. To see if the Town will appropriate the sum of $500 for the maintenance of a free bed in the Symmes Arlington Hospital said bed to be for the care and treatment of residents of the Town who are unable to pay for such care and treatment, in accordance with the provisions of Chapter 44 of the General Acts of 1915, or take action thereon.


ART. 22. To see what action the Town will take in regard to the payment of pensions to such employees of the Town en- titled to such pensions under the provisions of law accepted by the Town, make an appropriation therefor, or take any action thereon.


ART. 23. To determine in what manner the townways, highways and bridges shall be repaired during the ensuing year.


ART: 24. To see if the Town will appoint the Selectmen agents of the Town to institute and prosecute in favor of the Town, and appear and defend suits and legal proceedings against or involving the interests of the Town, with power to employ counsel therein, and when necessary in all other legal matters and business appertaining to town affairs during the year com- mencing March 1, 1920.


ART. 25. To see if the Town will vote to transfer to the 1919 overlay account the available balances of the 1917 and 1918 overlayings, or take any action thereon.


ART. 26. To see if the Town will authorize the Town Treasurer, under the direction of the Selectmen, to borrow money for any necessary purpose, in anticipation of the revenue for the year 1920, the same to be repaid directly from the pro- ceeds of said revenue.

ART. 27. To see if the Town will vote to authorize its Collector of Taxes to use all means of collecting taxes for the year 1920 which a Town Treasurer may use when appointed a Collector of Taxes.


ART. 28. To see what action the Town will take in relation to the appointment or election of a Finance Committee of Twenty-One citizens for the ensuing year.


ART. 29. To see if the Town will vote to accept the pro- visions of Chapter 240 of the Acts of the year 1916, being "an Act relative to the hours of labor of public employees and persons employed on Public Works "

ART. 30. To see if the Town will appoint a committee to consider the "Limited Town Meeting," so called, and to report at the first meeting of the Town to be held after October 1, 1920, a draft of legislation to provide for limited Town Meetings, or take any other action thereon.

ART. 31. To see if the Town will appoint a committee to erect a school building on Town land adjacent to Fessenden Road, make an appropriation therefor, or take any action thereon.

ART. 32. To see if the Town will make an appropriation for the purchase of portable school buildings, said appropriation to be expended under the direction of the School Committee, or take any action thereon.

ART. 33. To see if the Town will vote to authorize the Board of Selectmen to acquire by purchase or otherwise, for municipal purposes, a certain parcel of land, situated on Tufts Street and bounded and described as follows:


Beginning at a point on the southwesterly side line of Tufts Street, said point being N. 58 degrees, 43' 53" E. and a distance of 312.79 feet from the intersection of the said southwesterly side line of Tufts Street and the northwesterly side line of Massachusetts Avenue, thence N. 31 degrees, 16' 3" W. by land now or formerly of Ethel E. Tappan 147.46 feet to land
