ADJOURNED TOWN MEETING, APRIL 27, 1920
Pursuant to adjournment the inhabitants of the Town of Arlington, qualified to vote in elections and town affairs, met in the Town Hall and were called to order at eight o'clock, on the evening of Tuesday, April 27, 1920, by Moderator Bitzer.
On motion of Frank A. O'Brien, chairman of the Finance Committee, Article 32 was taken from the table.
On motion of Mr. O'Brien the vote passed at the meeting held March 24 under Article 32 was reconsidered. In explana- tion, Mr. O'Brien stated that it was found that the sum appro- priated on March 24 under this article, viz: $4500, was not sufficient at this time, to purchase the building desired. On his motion it was, therefore,
Voted, That the figures appropriated on March 24 under Article 32, viz: $4500, be stricken out and the figures $6000 be inserted, making the appropriation under Article 32 $6000, instead of $4500.
Article 31 taken from the table. The Finance Committee of Twenty-One submitted a supplementary report on the sub- ject matter of this article, and submitted the motion as con- tained in that report. The motion called for an appropriation of $230,000 for the erection of a school building on land owned by the Town adjacent to Fessenden Road. The subject was discussed by various citizens, lantern slides were shown on the screen and numerous plans suggested to meet the situation. On the question being called for, the moderator stated that he had received a petition signed by fourteen citizens, requesting that the check list be used in taking the vote under this article. The moderator appointed the following citizens to serve as tellers: Messrs. Hodgkins, Ryder Kenney, Higgins, Shirley

and Schnetzer. During the balloting and while the vote was being tabulated, Article 31 was laid on the table.
Article 4 (Reports of Committees) taken up.
Under this article William S. Fairchild made the following report for the Committee appointed to investigate and report on Town Yard.
"Your committee appointed to investigate and make recommendations as to the Town Yard wish at this time to report progress only. It is the opinion of your committee that for the immediate future, at least, it would not be advisable to recommend the expenditure of so large a sum as would be necessary for a proper undertaking along the lines contemplated.
"Your committee therefore requests that this report be accepted as one of progress."
The report was received and accepted as progressive.
The tellers appointed to receive, sort and count the ballots cast under Article 31 having completed their work, that article was taken from the table.
Article 31 (Vote on new school building) taken from table.
The Moderator announced that the vote cast on the motion submitted by the Finance Committee under this Article was as follows:
Whole number voting, 818
Number voting "yes" 573
Number voting "no," 245
Necessary for two-thirds, 546
and declaration was made that the following vote was passed by more than two-thirds of the citizens present and voting:
Voted, That there be appropriated the sum of two hundred thirty thousand dollars ($230,000) for the purpose of construct- ing a school building on land now owned by the Town adjacent to Fessenden Road; and for the purpose of meeting said appro- priation that the Treasurer, with the approval of the Select- men, be, and hereby is authorized to borrow a sum not exceeding $230,000 and to issue notes or bonds of the Town therefor, said notes or bonds to be payable in accordance with the provisions of Section 14 of Chapter 719 of the Acts of 1913 or any Act in addition or amendment thereto, so that the whole loan shall be

paid in not more than twenty years from the date of issue of the first note or bond, or at such earlier dates as the Treasurer and the Selectmen may determine.
Voted, That a committee of five be appointed by the moder- ator, to consist of a member of the School Committee, a member of the Board of Selectmen, and three citizens of the Town with full authority to construct said building and grade the lot on which it will stand, within the sum herein appropriated, sub- stantially in accordance with plans reported at this meeting.
The moderator appointed the following committee to serve under the foregoing vote, John R. Foster, Charles B. Dever- eaux, Frank A. O'Brien, Myron W. Dole and Clinton W. Schwamb. Mr. Foster, being unable to serve, Mr. William W. Crosby was appointed in his place and the committee organized with William W. Crosby as chairman and Myron W. Dole as secretary.
All business calling the meeting having been transacted and all articles in the warrant disposed of, the meeting adjournd at thirty minutes after eleven o'clock.
The number of citizens attending the meeting, as deter- mined by the constables in charge of the turnstiles was ten hundred and fifty-three (1053).
The meeting adjourned at 11.30 p.m.

Arlington, April 24, 1920.
MIDDLESEX COUNTY
In pursuance of the foregoing warrant the inhabitants of the town of Arlington, qualified as the law directs to vote in elections and primaries, met at the polling places designated for the two precincts in said Arlington on Tuesday, the twenty- seventh day of April, 1920, at the time stated in the warrant.
The polling places designated were as follows: Precinct One, Town Hall; Precinct Two, Crosby School building.
The following election officers were appointed by the Selectmen and served at the primaries as follows:
Precinct One: George H. Peirce, Warden; George McK. Richardson, Clerk.
Tellers: Frank Y. Wellington, David T. Dale, James G. Moir, George C. Tewksbury, Arthur J. Hendrick, Frank E. Kenney, Chester E. Hoyt, Joseph W. Moore and William D. Grannan.
Precinct Two, Harry S. Smith, Warden; George H. Lowe, Clerk.

ART. 3. To see if the Town will vote to authorize the Board of Selectmen to sell, or otherwise dispose of certain parcels of land acquired by the Town by the non-payment of taxes, or to make regulations for the custody, management and sale of such land, or take any action thereon.
ART. 4. To see if the Town will vote to accept the pro- visions of Sections 102 to 105, both inclusive, of Chapter 576 of the Acts of the year 1907, being an act to enable cities and towns to establish and maintain municipal building insurance funds, or take any action thereon.
ART. 5. To see if the Town will vote to make an appro- priation for sewer extensions, determine in what manner the money shall be raised, or take any action thereon.
Hereof, fail not, and make due return of this warrant, with your doings thereon, to the Selectmen, on or before said day and hour of meeting.

CONSTABLE'S RETURN
Arlington, September 14, 1920.
MIDDLESEX COUNTY
By virtue of the foregoing warrant I have notified and warned the inhabitants of the Town of Arlington, qualified to vote in elections and town affairs to assemble in Robbins Memorial Town Hall for the purposes herein named by causing printed attested copy of the same to be left at every dwelling: house in the Town, and also by posting attested copies in five conspicuous places in each precinct, by posting attested copy at the entrance to the voting place and by causing a notice of said meeting to be published in the Arlington Advocate and the Arlington Weekly News seven days at least before said meeting.

In pursuance of the foregoing warrant the inhabitants of the Town of Arlington, qualified to vote in elections and Town affairs, met in the Town Hall on Thursday the sixteenth day of September, 1920, and were called to order at eight o'clock in the evening by the Town Clerk, who read the warrant calling the meeting and the return thereon of the constable who served the same upon the inhabitants:
Article 1 (Choice of Moderator) taken up.
Jacob Bitzer was elected moderator and was sworn to the faithful performance of his duties by the Town Clerk.
Article 2 (Ratification of vote on school loan) taken up.
Voted by unanimous vote, That the vote passed at the Adjourned Town Meeting held April 27, 1920, under Article 31 of the warrant for said meeting, which vote read as follows: "Voted, That there be appropriated the sum of $230,000 for the purpose of constructing a school building on land now owned by the Town, adjacent to Fessenden Road; and for the purpose of meeting said appropriation the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow a sum not exceeding $230,000, and to issue notes or bonds therefor, said notes or bonds to be payable in accordance with the pro- visions of Section 14 of Chapter 719 of the Acts of 1913, or any
