REPORT OF PLANNING BOARD
ORGANIZATION
The Board organized for the year 1920 by electing H. B. S. Prescott as chairman, to succeed H. W. Hayes who declined to serve again as chairman. Jacob Bitzer was appointed secretary.
ROLL OF HONOR
Following out the report of last year, the Board held hear- ings attended by the parties most interested, including mem- bers of the local post of the American Legion, and as a result made recommendation, which was adopted by the Town Meet- ing, that this project could better be carried out in connection with a home for the Legion.
SENIOR HIGH SCHOOL PLAYGROUND
No more economical way for developing the usefulness of the land in the rear of the Senior High School can be devised than by depositing the ashes which are collected by the Town. A small annual appropriation to defray the extra cost of cartage would in a few years make this land of value for the purposes of playground or public park. This Board, therefore, recommends that such an appropriation be added to the budget of the Board of Public Works, as in their judgment would be neces- sary to accomplish this.
BILLBOARDS
An act to regulate billboards is now in force and the State control provides for further regulation by cities and towns. The Planning Board attended various hearings held at the State House on this subject and indorsed this legislation. As this should properly be a part of the Town by-laws the whole matter was referred to the Committee on Town By-Laws.

LEXINGTON GREAT MEADOWS
As a result of conferences between various boards of Lexington and Arlington, representatives of the former Town presented a proposal to take over the Great Meadows and sur- rounding property now owned by Arlington, for development as a public park. In view of the fact that control of this tract is under the Board of Public Works and the Town interests represented by the Selectmen, this was referred to the Joint Board for consideration.
In order to preserve the rights of the Town of Arlington in the water basin and to avoid any water damages for which Arlington might be liable, if the basin was flooded, the Town of Lexington was asked to submit a revised proposition, which as yet has not been done.
It was the'sentiment of the Arlington Boards that some solution of the problem was desirable for the best interests of both Towns and undoubtedly a way will be found to accom- plish the result and at the same time protect mutual interests.
ZONING BILL
New legislation has made it possible for the Town to restrict certain types of buildings to specific districts. The present period of restricted building would seem to be the most opportune time to safeguard the Town against the future erection of garages and industrial plants where they would be hazardous and detrimental to surrounding property.
BUILDING LINES
Further consideration of the establishment of building lines at the junction of Medford Street and Broadway are highly important as an economic necessity. If this should be deferred until after the construction of sizable buildings in this neighbor- hood, which construction is probable in the no distant future, the enforcement of such lines would entail additional damage to the property owners which would have to be adjusted by the Town.

CONCLUSION
In conclusion, the Board desires to express its appreciation of the assistance given by the officials in the various matters which have come before it. Realizing that it has no authority for action, the citizens should feel, however, that it is ready and willing to consider and use its influence to advance any project brought to its attention, which will help the future development of the Town.

REPORT OF BOARD OF PARK COMMISSIONERS
FOR THE TOWN OF ARLINGTON
During the past year the Park Commission has undertaken no special work. The various grass plots have been trimmed and Menotomy Rocks Park has been policed and cared for as usual. There is an increasing number of people making use of the Park and the day will come when some more money should be spent there for planting, seats, etc.
Another matter which should have attention is the new boulevard from Mystic Street to Medford Street. Many people use this boulevard and the situation should be so treated as to make it attractive, hiding, if possible, the dump in some way or other.
The Commission has tried to spend as little money as possible this year, owing to the general financial condition, but this should not be taken as a model for all years, which would result in the neglect of the various parts. The mere question of upkeep is not enough. Money should soon be made avail- able for something in the way of improvement each year.

REPORT OF TREE WARDEN
I herewith submit my report as Tree Warden for the year ending December 31, 1920:
Municipal trees have an exceedingly heavy burden to bear, and it is often amazing to note the progress which they make. What farmer would grow the same crops in the same soil during a period of fifty or one hundred years without cultivating or fertilizing the soil? Still that is the condition under which our street trees have to maintain themselves. Not only that the necessary air and water are shut off and drained away by hard surfaced streets and sidewalks, but many are injured by careless drivers and also by the mischievousness of boys. A large strip of bark is usually bruised or torn off. The result is a wound which will take years to heal and unless particular care is given to that wound insects and fungus enemies gain entrance, and in a short time the tree is gone forever. What would our streets look like without trees? In order to preserve what we have and to keep replaced those that are gone, and remove those in a dangerous condition this can only be accomplished by the co-operation of the citizens with the Tree Warden. With the appropriation given the Tree Warden only the abso- lutely necessary work can be done. The care of the parks and the lawns of the Unitarian Church, Misses Robbins Estate, and trimming on several estates, also the care of the Town Hall grounds has been done by this department, thereby making it possible for me to give the men steady work, and employ experienced men. I wish to thank the Honorable Board of Selectmen, and all the citizens for their co-operation with me. The following is a statement of receipts and expenses.

REPORT OF TOWN COUNSEL
To the Honorable, the Joint Board of Selectmen and Board of Public Works.
Gentlemen:
On October 5, 1920, you appointed me as Town Counsel to fill the vacancy caused by the resignation of Philip A. Hendrick, Esq., who had served the Town long and well. This report covers the remainder of the year ending December 31, 1920 ..
With the approval of the Board of Selectmen, all matters in the hands of Mr. Hendrick at the time of his resignation were left in his charge.
A claim against the Boston Elevated Railway for damages to the Town's fire ladder truck is pending.
With the approval of the Board of Selectmen, three actions relating to betterment assessments in connection with Park Avenue Extension were referred to Mr. Hendrick, as he was already in charge of another action relating to similar assess- ments.
The action of Richard F. Kelley against the Town for damage to his house, 913 Massachusetts Avenue, by steam roller, October 8, 1920, is pending.
The claims of Lillian W. Billman and Elizabeth T. Liver- more in connection with an automobile accident on Mystic Street, December 6, 1920, are pending.
Several small claims under the Workmen's Compensation Act have been disposed of, and others are pending.
With other citizens of Arlington and at the request of the Board of Selectmen the Town Counsel appeared at a hearing before the Cambridge Board of Health relative to a proposed rendering plant in Cambridge near Alewife Brook. The peti- tioners were afterwards given leave to withdraw.

ARLINGTON, MASS., December 31, 1920.
The Registrars of Voters herewith submit a brief summary of the work done during 1920.
Numerous meeting's have been held by the Board as required by law.
By the adoption of the Nineteenth Amendment to the Constitution, granting full suffrage to women, an immense amount of work was placed on the Registrars. During August (before the State Primaries) and during October (before the State Election) 3551 women were registered.
In the latter part of the year, a Committee appointed by the Town, reported in favor of a bill providing for the repre- sentative or limited Town Meeting form of government. As this additional work seems to be assured, the report of the Board this year will give only the number of registered voters on December 31, 1920, not classified as to sex, as the law requires that all are now on an equal basis and shall be contained in one list.
