TOWN WARRANT
The Commonwealth of Massachusetts, Middlesex, ss.
To the Constables of the Town of Arlington, in said County :
Greeting:
In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Arlington, qualified as the Constitution requires, to vote in elections, to meet at the polling places designated for the several precincts in the said Town on Monday, the fifth day of March, 1928, at seven o'clock in the forenoon, to act on the following Articles, namely:
Article 1. To elect by ballot the following town officers: A Moderator for one year; a Selectman for three years; a mem- ber of the Board of Public Works for three years; one Assessor for three years; three members of the School Committee for three years; two Trustees of the Robbins Library for three years; one member of the Board of Health for three years; one Park Commissioner for three years; one Park Commissioner for one year; two members of the Planning Board for three years; one member of the Planning Board for one year; one Commissioner of the Sinking Fund for three years; one Trustee of the Pratt Fund for five years; one Trustee of the Edwin S. Farmer Poor Widows' Fund, and of the Edwin S. Farmer Fund for Needy Persons for five years; one Cemetery Com- missioner for three years; a Tree Warden for one year; also, in each precinct twelve Town Meeting Members for three years; one Town Meeting Member in Precinct 2 for one year; two

For these purposes, the polls will be opened at 7.00 o'clock A.M., and remain open until 8.00 o'clock P.M., at each of the polling places designated, viz .: Precinct One, in the Crosby School Building, Winter Street; Precinct Two, in the Hardy School Building, Lake Street; Precincts Three, Four, Five and Six, in the Town Hall; Precinct Seven, in the Locke School Building, Park Avenue, Heights.
You are, also, required to notify and warn the said inhab- itants to meet at the Town Hall in said Town on Wednesday, the twenty-first day of March, 1928, at eight o'clock in the evening to act on the following Articles:
Article 2. To choose and appoint all other usual town officers not hereinbefore mentioned, in such manner as the Town may determine.
Article 3. To hear and act on the reports of the com- mittee under vote of the Town passed May 28, 1925, to con- sider the amendment, alteration, repeal or revision of, or additions to the Town's By-laws; of the permanent committee under vote of the Town passed March 24, 1919, on Town Yard; of the committee under vote of the Town passed April 5, 1926, to investigate and consider the matter of additional school accommodations; of the committee under vote of the Town passed April 16, 1923, to draw up regulations relating to land acquired by the Town in connection with unpaid taxes and assessments; of the committee under vote of the Town passed March 26, 1926, for the purpose of building a Police Station House and lockup for the use of the Police Department; of the committee under vote of the Town passed January 14, 1926, to

consider the condition of Spy Pond; of the committee under vote of the Town passed January 14, 1926, to procure plans and estimates for the construction of a school building on land of the Town on Irving Street; of the committee under vote of the Town passed April 7, 1927, to investigate and make recom- mendations as to the disposition of the Old Town Hall; of the committee under vote of the Town passed April 7, 1927, to in- vestigate and report on the matter of a suitable playground at Arlington Heights; of the committee under vote of the Town, passed April 14, 1927, to make a comprehensive study of a community or other building as a memorial to commemorate the services and sacrifices of persons who served in the World War; of the committee under vote of the Town, passed Novem- ber 29, 1927, to procure plans and specifications for the con- struction of a twelve-room addition to the present Junior High School West building and also estimates of the cost of such addition and of the original equipment and furnishings thereof, and of the grading of the grounds of said school; and of other Town boards and officers and of the Finance and other com- mittees heretofore appointed.
Article 4. To make appropriations to defray interest, debt, overdrafts of 1927, and Town outlays and expenses and especially for all or any of the boards, departments and pur- poses hereinafter mentioned; determine in what manner the money shall be raised and expended; or take any action relating thereto.

Article 5. To see if the Town will make an appropriation or appropriations for the relocation, alteration, widening and construction of, and specific repairs upon, all or any part of that portion of the way called Massachusetts Avenue, extending from Central Street to Schouler Court, as now existing or as hereafter relocated, altered, or widened, including land damages, if any, under the provisions of law authorizing the assessment of betterments or otherwise; determine in what manner the money shall be raised and expended; or take any action in any way relating to all or any of the foregoing.
Article 6. To see if the Town will make an appropriation of the sum of one thousand (1000) dollars or any other sum for the employment of district or other nurses; determine in what manner the money shall be raised or expended; or take any action relating thereto.

Article 7. To see if the Town will accept Section 13A of Chapter 40 of the General Laws inserted by Chapter 234 of the Acts of 1923, relating to the establishing and maintaining of an insurance fund to pay workmen's compensation, from which any compensation payable under the provisions of Sections 69 to 75, inclusive, of Chapter 152 shall be paid; make an appro- priation to establish and maintain such insurance fund; or take any action relating thereto.

Article 8. To see if the Town will appropriate the sum of five hundred dollars or any other sum to provide for band concerts during the coming season; determine in what manner the money shall be raised and expended; or take any action relating thereto.

Article 9. To see if the Town will authorize the Assessors to procure maps and plans of the town, for the purpose of finishing the Block System already started; the work to be done under the direction of the Board of Assessors; make an appropriation therefor; or take any action relating thereto.

Article 10. To see if the Town will authorize the con- veyance of all its right, title and interest in and to all or any portion of two certain parcels of land situated in Arlington, Massachusetts, described as follows: The first parcel includes with other land lots numbered 129, 130 and 131 on a plan marked "Overlook Park, Arlington Heights, Mass., owned by J. W. Wilbur, March 25, 1911, Charles J. Elliot, Engineer and Surveyor," recorded with Middlesex So. Dist. Deeds at the end of book 3630; is also shown upon a plan marked "Acceptance Plan and Profile of Florence Avenue, Arlington, Mass. Showing Land Taken. April 1, 1916, George E. Ahern, Town Engineer," recorded with said Deeds, plan book 257, plan 29, and is bounded as follows: northerly by Florence Avenue 200.35 feet; East- erly by the westerly side line of Waverly Street as shown on said last mentioned plan 112 feet more or less; southerly by lots numbered 128 and 132 on said first mentioned plan 200 feet; and westerly by Renfrew Street as shown on said last mentioned plan 122.32 feet; together with the right to use for the purposes of a way the portion of said "Waverly Street" adjacent to said parcel as shown on said last mentioned plan. The second parcel comprises the lots numbered 383 and 384 on said first mentioned plan; is also shown on said last mentioned plan; and is bounded as follows: southerly by Florence Avenue 139.25 feet; westerly by Renfrew Street as shown on said last

mentioned plan 100 feet; northerly by the lot numbered 385 on said first mentioned plan 94 feet more or less; and north- easterly by land of owners unknown 117.29 feet; or take any action relating to said parcels or the Town's right, title and interest therein.
Article 11. To see if the Town of Arlington will pay to Lester N. Hayden of Arlington expense incurred by him in replacing, repairing water supply equipment, and damage to his home caused by employees of the Water Department of the Town of Arlington while shutting off water in Park Avenue on Aug. 1, 1927. Make an appropriation for same, or take any action relating thereon.

Article 12. To see if the Town will vote to install two or more hydrants on Thesda Street; make an appropriation therefor; or take any action relating thereto.

To see if the Town will make an appropriation to pay debts and obligations incurred prior to January 1, 1928, in connection with the laying out, grading and construction of a playground at the Junior High School West; determine in what manner the money shall be raised and expended; or take any action relating thereto.
Article 14. To see if the Town will make an appropriation to pay claims in connection with the Department of Public Welfare, existing prior to January 1, 1928; determine in what manner the money shall be raised and expended; or take any action relating thereto.
Article 15. To see if the Town will make an appropriation for the installation and maintenance of police signal fixtures and lights; approve and ratify the acts of any board or com- mittee relating to such signal fixtures and lights; determine in what manner the money shall be raised and expended; or take any action relating thereto.

Article 16. To see if the Town will make an appropriation for the installation and maintenance of traffic signals and appliances; determine in what manner the money shall be raised and expended; or take any action relating thereto.
Article 17. To see if the Town will vote to make any alterations or repairs of the Old Town Hall; make an appropria- tion therefor; determine in what manner the money shall be raised and expended; or take any action relating thereto.
Article 18. To hear and act upon the report of the com- mittee appointed under vote passed May 28, 1925, to consider the Town's By-laws; to amend, alter, repeal, revise and add to the Town's By-laws and particularly the By-laws relating to Town Meetings, Buildings, Structures, Wires, Plumbing, Gas, Fees of Town Officers, and the Finance Committee; make an appropriation for the printing of such By-laws; provide for the sale of copies of all or any portion or portions of such By-laws; or to take any action relating thereto.

Article 19. To see if the Town will vote to construct a building to be used for an engine house, upon land of the Town on the northerly side of Massachusetts Avenue in said Town and now occupied by the Highland Hose House so called; make an appropriation for such construction, including the cost of original equipment and furnishings; determine in what manner the money shall be raised and expended; or take any action relating thereto.
Article 20. To see if the Town will authorize the sale, conveyance or other disposition of the present Highland Hose House, so called, situated on land of the Town on the northerly side of Massachusetts Avenue; or take any action relating thereto.
Article 21. To see if the Town will vote to construct a building or buildings to be used for the purposes of the Board

of Public Works or for any municipal purpose or purposes, upon the land of the Town, known as the Town Yard at Hobbs Court; make an appropriation for such construction, including the cost of original equipment and furnishings; determine in what manner the money shall be raised and expended; or take any action relating thereto.

Article 23. To see if the Town will vote to appropriate the sum of $5000.00 or any other sum for the grading and improvement of the school lot at the Locke School; determine in what manner the money shall be raised and expended; or take any other action relating thereto.

Article 24. To see if the Town will vote to take by pur- chase, eminent domain or otherwise a parcel of land on Tufts Street, now owned by A. M. Simmons, and more particularly described as follows: beginning at a point on the northwesterly side of Tufts Street 242.10' from Massachusetts Avenue, thence running southwesterly on the northwesterly side line of Tufts Street 34.39', thence northwesterly by land of A. M. Simmons 149' more or less, thence northeasterly by land of Irene Ger- trude Burns, 39.22', thence southeasterly by land of the Town 148.52' more or less, to point of beginning, and containing 5475 sq. ft. more or less; determine in what manner the money shall be raised and expended; or take any action relating thereto.
