To the Constables of the Town of Arlington, in said County: GREETING:


In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Arlington, qualified to vote in elections, to meet at the polling places designated for the several precincts in said town on Monday, the third day of March, 1947, at seven o'clock in the forenoon, to act on the following Articles, namely:


Article 1. To elect by ballot the following Town Officers: A Moderator for three years; a Selectman for three years; a member of the Board of Public Works for three years; a member of the Board of Public Works for two years; one Assessor for three years; three members of the School Committee for three years; one mem- ber of the School Committee for one year; two Trustees of the Robbins Library for three years; one member of the Board of ilealth for three years; one Park Commissioner for three years; two members of the Planning Board for three years; one Cemetery Commissioner for three years; one Commissioner of the Sinking Fund for three years; one Trustee of the Pratt Fund for five years; one Trustee of the Edwin S. Farmer Poor Widows' Fund and Trustee of the Edwin S. Farmer Fund for Needy Persons for five years; one Trustee of the Francis E. Thompson Scholarship Fund for three years; also, in accordance with the provisions of Chapter 43A of the General Laws, in each precinct the number of Town Meeting Members as hereinafter specified: in Precinct 1, five such members for three years; in Precinct 2, seven such members for three years and two such members for two years; in Precinct 3, four such members for three years and one such member for two years; in Precinct 4, six such members for three years; in Precinct 5, five such members for three years; in Precinct 6, six such mem- bers for three years, one such member for two years and one such member for one year; in Precinct 7, six such members for three years and two such members for two years; in Precinct 8, six such members for three years and one such member for one year; in Precinct 9, five such members for three years and one such member

For these purposes, the polls will be opened at seven o'clock A.M. and remain open until eight o'clock P.M., at each of the polling places designated, viz: Precinct One, in the Crosby School Building, entrance on Winter Street; Precincts Two and Four, in the Hardy School Building, entrance on Lake Street; Precincts Three and Five, in the Junior High School Building East, entrance on Tufts Street; Precincts Six and Eight, in the Town Hall; Pre- cincts Seven and Nine, in the Russell School Building; Precinct Seven, entrance on Medford Street; Precinct Nine, entrance on Mystic Street; Precincts Ten and Twelve, in the Cutter School Building, entrance on Robbins Road; Precinct Eleven, in the High- land Hose House, entrance on Massachusetts Avenue; Precinct Thirteen, in the Peirce School Building, entrance on Park Avenue North, Heights; Precinct Fourteen, in the Locke School Building, entrance on Park Avenue, Heights.


You are, also, required to notify and warn the said inhabitants to meet at the Town Hall, in said Town on Wednesday, the twelfth day of March, 1947, at eight o'clock in the evening, at which time and place the following articles are to be acted upon and deter- mined exclusively by town meeting members, in accordance with, and subject to, the referenda provided for by Chapter 43A of the General Laws.


Article 2. To choose and appoint all other usual Town officers not hereinbefore mentioned, in such manner as the Town may determine.


Article 3. To hear and act on the reports of the permanent committee under vote of the Town passed March 24, 1919, on the Town Yard; of the committee under vote of the Town passed April 1, 1940, to study the advisability of creating a central pur- chasing department; of the committee under vote of the Town passed March 19, 1941, to study the advisability of constructing a plant to generate electricity; of the committee under vote of the Town passed March 24, 1944, on Advanced Programming and Budgeting; of the committee under vote of the Town passed March 19, 1945, to consider the erection of a suitable memorial

building for Veterans of World Wars; of the committee under vote of the Town passed March 19, 1945, to investigate and consider the construction of a Reclamation Plant or the disposal of rubbish and waste materials; of the committee under vote of the Town passed March 19, 1945, to consider a site for a new elementary school in Precinct 9; of the committee under vote of the Town passed January 2, 1946, to consider the advisability of installing voting machines; of the committee under vote of the Town passed March 15, 1946, to investigate, consider and recommend altera- tions, additions or other changes to the Building Code; of the committee under vote of the Town passed December 2, 1946, on housing for veterans of World War II; of the committee under vote of the Town passed December 2, 1946, to aid and advise the veterans housing committee in matters relating to any recom- mended program; and of other Town Boards and officers and of the Finance and other committees heretofore appointed.


Article 4. To see if the Town will make an appropriation or appropriations for the payment to the County of Middlesex of amounts assessed upon or otherwise payable by the Town under Warrant issued by the County Commissioners in accordance with Chapter 500, Section 1, of the Acts of 1943, for: (A) the Town's share of the care, maintenance and repair of Middlesex County Tuberculosis Hospital during the last preceding calendar year, in- cluding interest on temporary notes issued therefor in accordance with sections of Chapter 111 of the General Laws applicable thereto; (B) the Town's share of any and all other expenses in connection with said hospital, including expenses under section 25G (6) (a) of Chapter 32 of the General Laws inserted by Chap- ter 400 of the Acts of 1936; determine in what manner the money shall be raised and expended; or take any action relating to said hospital or any other thing therein mentioned.


Article 5. To make appropriations to defray Town obligations, liabilities, outlay and expenses and especially for or relating to all or any of the boards, departments, purposes and matters herein- after mentioned, and to provide for the disposal of motor vehicles or other personal property belonging to the Town; determine in what manner the money shall be raised and expended; or take any action relating thereto.

To see if the Town will make an appropriation to provide funds to enable the heads of departments to increase the rate of compensation for services rendered and labor performed, or to provide special compensation for elected and appointed offi- cers and employees of the Town, exclusive of school teachers; de- termine in what manner such funds shall be raised and expended; or take any action relating thereto.

Article 7. To see if the Town will authorize the Town Treas- urer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1948, and to issue a note or notes therefor, payable within one year, and to renew any note or notes that may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


Article 8. To see if the Town will make an appropriation for the Extension of the Sewerage System; determine in what manner the money shall be raised and expended; or take any action relat- ing thereto.


Article 9. To see if the Town will make an appropriation for the Extension of Water Mains; determine in what manner the money shall be raised and expended; or take any action relating thereto.


Article 10. To see if the Town will make an appropriation for the Extension of Storm Drains; determine in what manner the

money shall be raised and expended; or take any action relating thereto.


Article 11. To see if the Town will make an appropriation for the construction of permanent sidewalks and for the installing of edgestones; determine in what manner the money shall be raised; or take any action relating thereto.


Article 12. To see if the Town will make an appropriation for maintaining, repairing and improving all or any part of the ways within the town; said appropriation to be used with any sum or sums which may be allotted by the Commonwealth or the County of Middlesex or both for such purpose or purposes; determine in what manner the money shall be raised and expended; or take any action in any way relative to all or any of the foregoing.


Article 13. To see if the Town will make an appropriation for the relocation, alteration and widening, construction of, specific repairs upon and improvement of all or any part of Massachusetts Avenue, from Lowell Street westerly, within the town as now exist- ing or hereafter relocated, altered or widened, including land dam- ages, if any, under the provisions of law authorizing the assessment of betterments or otherwise; said appropriation to be used with any sum or sums which may be allotted by the Commonwealth or County of Middlesex or both for such purpose or purposes; deter- mine in what manner the money shall be raised and expended; or take any action in any way relative to all or any of the foregoing.


Article 14. To see if the Town will make an appropriation or appropriations to pay the claims or charges of Symmes Arlington Hospital, including such claims and charges for aid, relief or care furnished prior to January 1, 1947, to persons falling into distress and standing in need of immediate relief; determine in what man- ner the money shall be raised and expended; or take any action relating thereto.


Article 15. To see if the Town will accept Chapter 559 of the Acts of 1946, entitled "An Act Authorizing Increases of the Amounts of Pensions Payable to Certain Former Public Employees Who Have Been Retired," or take any action relating thereto.


Article 16. To see if the Town will make an appropriation for the use of the "Committee on Advanced Programming and Budget- ing"; determine in what manner the money shall be raised and expended; or take any action relating thereto.

Article 17. To see if the Town will vote to appoint a committee to investigate the entire question of salaries and wages for all em- ployees of the town, including the schools; recommend a just and equitable schedule of salaries and wages and such action as neces- sary to establish such schedule; appropriate a sum of money for the use of said Committee; determine in what manner the money shall be raised; or take any action relating thereto.

Article 18. To see if the Town will authorize the purchase of manually operated voting machines for use at polling places in the town as authorized by section 34 of Chapter 54 of the General Laws; make an appropriation therefor; determine in what manner the money shall be raised and expended; or take any action relat- ing thereto.

Article 19. To see if the Town will appoint a committee of five, at least one of whom shall be a member of the School Committee, to procure plans and estimates for the construction of an ele- mentary school building on land of the Town situated in the Mys- tic Street area; make an appropriation for the use of said com- mittee; determine in what manner the money shall be raised; or take any action relating thereto.

Article 20. To see if the Town will make an appropriation for the use of the School Committee in procuring architectural and engineering advice relative to future school construction; deter- mine in what manner the money shall be raised; or take any action relating thereto.

Article 21. To see if the Town will acquire by purchase, emi- nent domain or otherwise, for the purpose of a public playground or recreation center, the parcel of land hereinafter described, any portion thereof, any interest or easement therein, and any rights or easements of way or otherwise as appurtenant thereto, and sub- ject to or with reservation of any rights or easements therein; determine by whom the powers conferred by Section 14 of Chap- ter 45 of the General Laws shall be exercised; make an appropria- tion of money for the purpose aforesaid; determine in what man- ner the money shall be raised and expended; or take any action relating to any or all of the foregoing.

Beginning at a point on the southwesterly side line of Margaret Street, said point being 153.74 feet from a point of intersection of the southerly side line of Margaret Street and the southwesterly side line of Margaret Street; thence southwesterly along the south- easterly property line of Lot "B" a distance of 448.94 feet to a point on the northeasterly property line of land belonging to Thos.
