Article 22. To see if the Town will authorize and transfer the use of all or any part of a certain parcel of land within the Town now held by the Town by tax title; hereinafter described, for the purpose of a public playground or recreation center; determine by whom the power conferred by Section 14 of Chapter 45 of the General Laws shall be exercised; make an appropriation of money for all or any of the purposes aforesaid; determine in what manner the money shall be raised and expended; or take any action relat- ing to all or any of the foregoing.

R .; thence northwesterly along said south- westerly property line of the Boston & Maine R. R. a distance of 92.97 feet to the point of beginning, and containing 43,835 sq. ft. as shown on Block Plan No. 14 on file in the office of the Town Engineer.

Article 30. To see if the Town will acquire by purchase, emi- nent domain or otherwise, for the extension of Mt. Pleasant Ceme- tery, or for any other lawful purpose, all or any portion or portions of the land with the buildings thereon within the Town hereinafter described, any interests or easements therein, and any rights or easements of way or otherwise as appurtenant thereto, and subject to or with any reservations of any rights or easements therein; pro- vide for such acquisition by transfer from (Mt. Pleasant Cemetery) Sale of Lots and Graves Fund or otherwise; determine in what manner any appropriation of money shall be raised and expended; or take any action relating to all or any of the foregoing.
Said land is bounded and described as follows:
Beginning at a point on the division of line between premises now numbered 95-97 Mystic Street and lot 44 Mystic Street said point being 105.2 feet southeasterly of the easterly side line of Mystic Street, thence southeasterly by said premises numbered 95-97 Mystic Street a distance of 151.01 feet to an angle point, thence southwesterly by said premises a distance of 133.7 feet to a stone bound at the southeasterly corner of said premises, thence northeasterly by said premises numbered 95-97 Mystic Street and by a right of way a distance of 90.53 feet to a point on said north- easterly side line of said right of way, thence northerly through said premises numbered 95-97 Mystic Street a distance of 117.0 feet more or less to the point of beginning and containing 14,368 square feet more or less.

And by adding to the Zoning By-Law the following new Sec- tions, 15-1 to 15-4, inclusive, as follows:
RESIDENCE D DISTRICTS
SECTION 15-1 USE REGULATIONS
In Residence D districts, no new building or part thereof shall be constructed or used and no building or part thereof shall be altered, enlarged, reconstructed or used, and no land shall be used for:
(a) Any industry, trade, manufacturing or commercial purpose;
(b) Any purpose except one or more of the following:

1. Any use which is permitted in a Residence A District.
2. Apartment house.
3. Such accessory purposes as are customary or usual in con- nection with any of the foregoing purposes and are incidental thereto, including a private garage.
SECTION 15-2 BUILDING COVERAGE AND COURT REGULATIONS
1. In the Residence D districts, no building or buildings in- cluding garages shall be constructed, altered, enlarged, recon- structed or moved in such a way as to cover more than 35 per cent of the area of the lot.
2. Inner courts shall not be permitted in any building. Outer courts shall have a minimum width of 50 feet. In no case shall an outer court have a depth greater than one and one-half times its width.
SECTION 15-3 PARKING SPACES
In the Residence D districts, no parking space shall be allowed other than for the use of residents of the property in question or their guests. No parking space shall be within the front yard set back. Parking spaces where provided shall be located on the side or the rear of the principal building and shall be paved with a hard surface.
SECTION 15-4 HEIGHT AND AREA REGULATIONS
The height and area regulations in the Residence D Districts are hereby established as follows:
Height 50 feet - four stories
Front yard min. depth in feet. 35 feet
Side yard min. width in feet. 25 feet
Rear yard min. depth in feet. 25 feet
Maximum occupancy in per cent. 35 per cent
Single family houses constructed in a Residence D district shall be required to conform to the minimum area and yard require- ments of the Residence A districts.
Where a building faces one or more streets, each such face shall be considered the front in determining set back requirements.

Article 33. To see if the Town will vote to instruct the Moderator to appoint a committee of nine persons to investigate, study, consider, and make recommendations as to the advisability of adopting another form of municipal government, or of making any reorganization of town departments that would afford a more unified, integrated, efficient and economical administration of executive functions and public services and, in general, a govern- ment better qualified to cope with the problems and promote and protect the best interests of a community with a population of the size of present day Arlington, said committee to report at the

Annual Town Meeting of 1948; appropriate a sum of money for the use of said committee; determine in what manner the money shall be raised; or take any action relating thereto.

Article 34. To see if the Town will accept Section 58A of Chapter 638 of the Acts of 1941; or take any action relating thereto.

Article 35. To see if the Town will appropriate the sum of Six Hundred Dollars ($600.00) to be expended under the direction of the Board of Selectmen for the purpose of providing headquar- ters or for the purpose of providing for suitable maintenance, al- teration, care and upkeep of the space made available at the Old Town Hall, for Arlington Post 1775, Veterans of Foreign Wars of the United States, in accordance with Chapter 40, Section 9, under the General Laws of Massachusetts, said sum to be raised by gen- eral tax.

Article 36. To see if the Town will make an appropriation of a sum of money to be expended under the direction of the Board of Selectmen for the purpose of providing suitable headquarters for the Lt. Stanley G. Benner Detachment, Marine Corps League of Arlington; determine in what manner the money shall be raised and expended; or take any action relating thereto.

And you will notify and warn the voters of the Town of Arling- ton to meet at the times and places herein specified by leaving at every dwelling house in the Town a printed copy of this Warrant, and also by posting a copy of the same at the doors of the Town Hall, and in a conspicuous place in each of the fourteen precincts of the Town, seven days at least before the day of said meeting for the election of officers.
Hereof, fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk before the day of said meeting.

By virtue of this warrant I have notified and warned the legal voters of the Town of Arlington to meet at the times and places and for the purposes herein specified by causing a printed attested copy of said warrant to be left at every dwelling house in the Town previous to the day of the meeting for the election of offi- cers and by posting an attested copy of said warrant at the doors of the Town Hall and in two or more conspicuous places in each of the fourteen precincts of the Town, seven days at least before the day of said meeting. A notice of the times, places and objects of the meetings was published in the local papers.

ANNUAL TOWN MEETING
Arlington, Mass., March 3, 1947.
In pursuance of the foregoing Warrant the legal voters of the Town of Arlington met in their respective voting places in said Town on Monday, the third day of March in the year of our Lord one thousand nine hundred and forty-seven at seven o'clock in the forenoon.
The following places were designated as the voting places for the various precincts.
Precinct One in the Crosby School Building, entrance on Winter Street; Precincts Two and Four in the Hardy School Building, entrance on Lake Street; Precincts Three and Five in the Junior High School Building East, entrance on Tufts Street; Precincts Six and Eight in the Town Hall; Precincts Seven and Nine in the Russell School, Precinct Seven entrance on Medford Street; Pre- cinct Nine entrance on Mystic Street; Precincts Ten and Twelve in the Cutter School Building, entrance on Robbins Road; Pre- cinct Eleven in the Highland Hose House, entrance on Massachu- setts Avenue; Precinct Thirteen in the Peirce School, entrance on Park Avenue North, Heights; Precinct Fourteen in the Locke School Building, entrance on Park Avenue, Heights.
The election officers, having been duly appointed by the Select- men, and sworn to the faithful performance of their duties, were assigned to the various precincts.
The necessary ballots prepared for each precinct and all other paraphernalia for the proper conduct of the election was supplied by the Town Clerk and turned over to the officers of the various precincts.
The polls were declared open in each precinct at seven o'clock in the morning and remained open until eight o'clock in the eve- ning, at which time, after due notice, they were declared closed.
The ballots were counted by the election officers and encased in boxes, which were locked and sealed, and the same delivered by direction of the Town Clerk to the Police Station where they were placed under police guard until after the expiration of the time within which a petition for recount might be filed.
The returns and keys to the ballot boxes from each precinct were turned over to the Town Clerk and with the assistance of the Registrars of Voters and Mr. Carl O. Larson, the returns were canvassed and the result announced.
