The Finance Committee recommended the following:
That effective April 1, 1947, there be paid to each full-time em- ployee receiving a base pay of twenty-five hundred dollars ($2,500.00) or less the sum of seventy-eight dollars ($78.00) and to each full-time employee, receiving a base pay of twenty-five hundred and one dollars ($2,501.00) to thirty-five hundred dol- lars ($3,500.00) the sum of fifty-two dollars ($52.00) as extra special compensation for the last nine months of the year 1947, to be paid pro rata of the amount earned by him, accumulative to the first payroll date after this Town Meeting and thereafter in install- ments in accordance with the various payroll periods now in effect in the Town and to each part-time or seasonal employee of the Town who was employed during the last nine months of the year 1947 and who was an employee on November 1, 1947, there be paid an amount in such proportion to the time worked as the various departments shall determine; all elected officials and school teachers are hereby specifically excluded from receiving any pay- ments hereunder; this action shall not be construed as permanently increasing salary or wages, nor shall any payments hereunder be deemed to be part of the regular compensation of any Town em- ployee or Town officer.

Article 4 taken up. (Amendment of Town By-Laws.)

That the by-laws of the Town be and hereby are amended by inserting in Article 9 a new section to be known as Section 23, to read as follows:
ARTICLE 9, SECTION 23.
(a) The Board of Selectmen is empowered to cause to be placed on any public way of the Town, at such places and in such manner as it may determine, devices known as parking meters, and shall have charge of the regulation and opera- tion thereof, shall cause to maintain such meters in good workable condition, shall establish for parking in parking meter areas a charge of not more than five cents for one hour, proportional parts of said hour to be in amounts deter- mined by said Board, shall collect or cause to be collected monies deposited in said meters and turn such monies over to the Town Treasurer.
(b) The Board of Selectmen is empowered to authorize the Treasurer to pay out of the revenue derived from said park- ing meters, from time to time, such amount or amounts on the original purchase price thereof and for such other charges and cost incidental to said meters, as said Board may deem advisable.
(c) It is the purpose of this by-law that the fees to be charged and collected by the operator of parking meters will be levied as a police regulation to cover the cost of providing parking spaces and parking areas, all lanes, lines and other markings incidental thereto, parking meters, and their in- stallation, replacement and maintenance, the cost of regula- tion and inspection thereof, the cost of operation and con- trol of traffic moving in and out of and parking in such parking spaces and parking meter areas and in the vicinity thereof, and for the cost of traffic, administration and super- vision expenses resulting from the establishment of such parking meter areas, and that it is not the purpose of the installation of such parking meters to recover any further monies for the Town or to engage in the operation of such parking spaces or areas and meters for profit.
(d) The Board of Selectmen shall have the power under this by- law to make and enforce rules and regulations relative to

such parking meters, and whoever violates such rules and regulations shall be punishable by a fine of not more than twenty dollars ($20.00) for each offense.
There being no further business under Article 4, the Moderator declared it disposed of.
Article 5 taken up. (Purchase of Parking Meters.)

Voted: That for the purpose of enforcing the Town of Arling- ton's by-laws, orders, and traffic rules and regulations the Board of Selectmen be and hereby is authorized and empowered to con- tract for and to purchase on such terms and conditions and at such time or times as said Board may deem advisable, parking meters for use on public ways within the control of the Town.
There being no further business under Article 5, the Moderator declared it disposed of.
Article 6 taken up. (Additional Appropriation for the Collec- tion of Ashes, Rubbish and Offal.)

Article 7 taken up. (Easement of Land-Town of Lexington.) The Finance Committee recommended the following:
That the Board of Public Works be and hereby is empowered on behalf of the Town of Arlington to grant to the Town of Lexing- ton an easement approximately thirty feet in width, more or less, for the purpose of laying, maintaining and repairing sewer pipes over a strip of land owned by the Town of Arlington in said Town of Lexington as more particularly described in the Warrant.
Chairman Hayes offered the following substitute motion, duly seconded,
That the Board of Public Works, as it constitutes the Board of Water Commissioners of the Town of Arlington, be and is hereby authorized to grant to the Town of Lexington as easement approx- imately thirty (30) feet in width, more or less, for the purpose of laying, maintaining and repairing sewer pipes over a strip of land owned by the Town of Arlington in said Town of Lexington, bounded and described substantially as follows:
Beginning at a point at a wire fence marking the westerly side of the Arlington Water Works land, said point being northerly and distant about 10 feet from a stone bound, thence northeasterly dis-

tant about 57 feet to a point, thence northeasterly distant about 428 feet to a point, thence northeasterly distant about 275 feet to a point, thence northwesterly distant about 332 feet to a point, thence northeasterly distant about 350 feet to a point, thence northeasterly distant about 270 feet to a point, thence northeast- erly distant about 70 feet to a point at a stone wall marking the northerly side of the Arlington Water Works land, said point being southwesterly and distant about 8 feet from a stone bound. The side lines of the proposed easement for the trunk sewer are parallel with and distant 15 feet from the above described center line. The center line for the proposed easement is shown on a plan entitled, "Lexington, Mass., Plan of Proposed Trunk Sewer Scale 1"-100', Nov. 1947, Metcalf & Eddy ,Engineers, Boston, Mass."

That the Town do not amend its Zoning By-Law by altering the Zoning Map therein referred to so as to include in the Business A District the area as described in Article 8 of the Warrant for the Special Town Meeting, Monday, November 17, 1947.
Mr. Roderick Peters offered the following substitute motion, duly seconded :
That the Town amend its Zoning Map and its Zoning By-Laws by extending the Business A District so as to include in the Busi- ness A District, the area now included partly in the Business A District and partly in the Residence B District, as set forth in Article 8, of the Warrant for the Special Town Meeting, Monday evening, November 17, 1947, and more particularly described as follows:
Beginning at a point on the northeasterly side line of Broadway, said point being 110.87 ft. northwesterly of the point of intersec- tion of said northeasterly side line of Broadway and the north- westerly side line of Sunnyside Avenue, thence northwesterly on said northeasterly side line of Broadway a distance of 203.25 ft. to a point on said northeasterly side line of Broadway at the southeasterly boundary line of Lot 16, thence northeasterly by lots 16, 15, 14, 13, 12, 11, 10 and 9, a distance of 438.38 feet to an angle point on the southwesterly boundary line of lot 17, thence southeasterly by lots 17, 21, R, 35 and 39, a distance of 212.75 ft. to an angle point at the division line between lot 50 and lot C, thence southwesterly by lots C, an unnumbered lot, A, and No. 19- 23 Broadway a distance of 403.45 ft. to the point of beginning and containing 87,120 sq. ft. more or less as shown on Block Plan No. 33 on file in the office of the Town Engineer, Arlington, Mass.
After lengthy discussion, Mr. Cutler moved the Previous Ques- tion, which was seconded, and Voted.
Thereupon a rising vote was taken, with the result that the sub- stitute motion was declared lost, the Moderator stating 38 voted YES and 116 NO.
Thereupon on motion duly made and seconded, it was
Voted: That the Town do not amend its Zoning By-Laws by altering the Zoning Map therein referred to so as to include in the Business A District the area as described in Article 8 of the War- rant for the Special Town Meeting, Monday, November 17, 1947.
There being no further business under Article 8, the Moderator declared it disposed of.

Voted: That the sum of twenty thousand ($20,000.00) dollars be and hereby is appropriated for the purpose of making neces- sary repairs, alterations or renovations, to the basement of the George H. Lowe, Jr., Auditorium as may be required by the state and local building departments; said sum to be taken from avail- able funds now in the treasury and expended under the direction of the School Committee.
NOTE: The School Committee expects to return about fifty thousand dollars to free cash from the amount appropriated for In- structional Service at the March Town Meeting.

Article 10 taken up. (Disposal of Shed on School Land.)

Voted: That the School Committee be, and hereby is authorized and empowered in the name and on behalf of the Town to sell in- tact or to demolish and sell the materials of a certain shed on Town owned land adjacent to Arlington High School, being in the rear of premises known as No. 849 Massachusetts Avenue, said land being under the control of the School Department; that the sum of five hundred ($500.00) dollars be and hereby is appropriated for said purpose, including the filling and grading of said premises, said sum to be taken from available funds now in the treasury and expended under the direction of the School Committee.
There being no further business under Article 10, the Moderator declared it disposed of.

REPORT OF BOARD OF REGISTRARS OF VOTERS
Honorable Board of Selectmen
Arlington, Mass.
Gentlemen:
We beg to submit our report for the year 1947:
On January 1st the Board appointed Assistant Registrars to take a census of all persons in the Town twenty years of age and over. The list was duly prepared and printed according to law.
In February the Board held five evening sessions for registering voters prior to the Town Election, at which time 143 persons qualified to appear on the voting list; on April 9th a special regis- tration was held prior to the referendum to be voted on May 20th, at which time 124 persons qualified as voters. Throughout the year, during regular business hours, 221 additional persons were registered as voters by the Town Clerk's department. The total number of persons registered during the year was 488.
A recount of the votes cast at the Town Election, held March 3rd, for the office of Assessor and for the office of Town Meeting Member in Precinct One, was held in the Robbins Memorial Town Hall on Wednesday evening, March 19th, at 7 p.m. and concluded at 10:30 o'clock.
Below is a list showing a total of 21,720 registered voters in the fourteen precincts, revision of 1947.
