Article 6 taken up. (Increase or Special Compensation for Town Officers and Employees.)
The Finance Committee recommended the following:
That effective January 1, 1947, there be paid to full time em- ployees of the Town, exclusive of school teachers, the sum of two hundred and eight (208.00) dollars as special compensation for the year 1947, to be paid pro rata of amount earned, in install- ments in accordance with the various payroll periods now in effect in the Town, part-time employees to be paid an amount in such proportion to the time worked as the various departments shall determine; the total payments to any individual shall not exceed two hundred and eight (208.00) dollars for the calendar year 1947; all elected officials are hereby specifically excluded from receiving any payments hereunder except the Town Clerk and the Town Treasurer; this action shall not be construed as permanently increasing salary or wages, nor shall any payments hereunder be deemed to be part of the regular compensation of any Town em- ployee.
That the sum of one hundred thousand (100,000.00) dollars be and hereby is appropriated for the purpose of this article, said sum to be raised by general tax and expended under the direction of the various Boards and Heads of Departments of the Town and charged to the appropriation made under this article.
Mr. Harold O'Brien of Precinct 13, offered the following sub- stitute motion, duly seconded:
Moved, that effective January 1, 1947, the sum of $140,000.00 to be raised by general tax, be and is hereby appropriated to in- crease the base pay of appointed officers and regular employees of the Town whose principal source of income is salary or wages paid by the Town, and who were regularly employed by the Town on January 1, 1947, and elected officers of the Town who devote all their time exclusively to the service of the Town, provided, that no money shall be expended under this article to increase the pay of school teachers.
The increases authorized hereby shall be allocated and expended under the direction of the various Town Boards and Department Heads and shall be such percentage of the regular base pay, exclu- sive of overtime, in effect on January 1, 1947, as is set forth in the following schedule:

That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money on and after January 1, 1947, in anticipation of the revenue of the financial year begin- ning January 1, 1947, and to issue a note or notes therefor, pay- able within one year, and to renew such note or notes as may be given for a period of less than one year in accordance with Section 17 of Chapter 44 of the General Laws and any amendments thereof; any debt or debts incurred under this vote to be paid from the revenue of the financial year beginning January 1, 1947.

Voted: That the sum of seven thousand (7,000.00) dollars be and hereby is appropriated for the relocation, alteration and widening, construction of, specific repairs upon and improvement of all or any part of Massachusetts Avenue from Lowell Street, westerly, within the Town as now existing or hereafter relocated, altered or widened, including land damages, if any, under the provisions of law authorizing the assessment of betterments or otherwise; said appropriation to be used with any sum or sums which may be allotted by the Commonwealth or County of Mid- dlesex or both for such purpose or purposes; said sum to be taken from available funds now in the Treasury and expended under the direction of the Board of Public Works.

Article 14 taken up. (Claims or Charges of Symmes Arlington Hospital.)

Article 17 taken up. (Appointment of Committee-Re Salaries and Wages of Town Employees.)
The Finance Committee recommended the following:
That the Moderator be and hereby is instructed to appoint a committee of seven, consisting of one member of the Board of Selectmen, one member of the Board of Public Works, one mem- ber of the School Committee, one Town Employee and three mem- bers at large, to investigate the entire question of salaries and wages for all employees of the Town, including the schools; said Committee to recommend a just and equitable schedule of salaries and wages and such action as necessary to establish such schedule; said committee to report its recommendations to the Town at the next special Town meeting, if any, but not later than the Annual Town Meeting of 1948; and that the sum of one thousand five hundred (1,500.00) dollars be and hereby is appropriated for the necessary expenses to be incurred by said committee; said sum to be raised by general tax.
Mr. Harris moved, and it was seconded, to amend by changing "seven" to "eight" and by changing "one Town employee" to "'two non-supervisory Town employees," and being voted upon it was carried.
Thereupon on motion duly made and seconded; it was
Voted: That the Moderator be and hereby is instructed to ap- point a committee of eight, consisting of one member of the Board of Selectmen, one member of the Board of Public Works, one mem- ber of the School Committee, two non-supervisory Town employ- ees and three members at large, to investigate the entire question of salaries and wages for all employees of the Town, including the schools; said Committee to recommend a just and equitable sched- ule of salaries and wages and such action as necessary to establish such schedule; said committee to report its recommendations to the Town at the next special Town meeting, if any, but not later than the Annual Town Meeting of 1948; and that the sum of one thousand five hundred (1,500.00) dollars be and hereby is ap-

Article 18 taken up. (Purchase of Voting Machines.)
The Finance Committee recommended the following:
That no action be taken under Article 18 of the Warrant.
Chairman Murphy of the Voting Machines Committee stated that in view of the appropriations already voted he considered it unwise to ask that Voting Machines be purchased. He stated that if such a motion were presented he would vote against it.
There being no further business under Article 18, the Moderator declared it disposed of.
Article 19 taken up. (Appointment of Committee-Re Plans for Construction of New School Building.)
The Finance Committee recommended the following:
That the Moderator be and hereby is instructed to appoint a committee of five, at least one of whom shall be a member of the School Committee, to procure plans and estimates for the con- struction of an elementary school building on land of the Town situated in the Mystic Street area; and that the sum of ten thou- sand (10,000.00) dollars be and hereby is appropriated for the necessary expenses to be incurred by said committee; said sum to be raised by general tax.
Mr. Ames moved to amend, by striking out "to be raised by gen- eral tax" and inserting in place thereof "to be taken from available funds in the treasury" and
Mr. Barker moved to strike out "ten thousand (10,000.00)" and inserting in place thereof "one thousand (1,000.00)."
There was lengthy discussion about the $10,000.00. Mr. Mur- phy believed it was not only too much but unnecessary. Mr. Wash- burn stated that architect's fees were in two classifications, 5% and 3%; he suggested the 3% would furnish the necessary in- formation in this matter, and Mr. Murphy suggested $6,000.00 be appropriated. Mr. Harris preferred the $10,000.00, and being told by the Moderator that that sum could not now be named, he was for $9,999.00.
Thereupon it was moved and seconded that $6,000.00 be appro- priated and taken from available funds in the treasury. Further discussion ensued, and the previous question was moved, seconded and Voted.
Thereupon the Moderator called for a vote amending the recom- mendation of the Finance Committee by striking out "ten thousand (10,000.00)" and inserting in place thereof "six thousand
