To the Citizens of Hamilton:
I submit herewith my nineteenth annual report as Clerk of the Town of Hamilton.
During the year 1962 the elections and town meetings consisted of the Annual Town meeting, the State Primary and State Election, a detailed report of which is printed in this town report.
A list of births, marriages and deaths recorded during the year is also included as part of the Clerk's report.
I take this opportunity to express my sincere appreciation to Mrs. Barnes and Mrs. Trussell for the efficient and loyal service in their work, and to all the people of Hamilton who have assisted me in any way during the year.

The Moderator, Mr. Paul F. Perkins, opened the meeting at eight o'clock (8:00) in the evening on Monday, March 5, 1962.
Reverend Edward J. McLaughlin offered the invocation.
Moderator: "The first business of the meeting is Article 2. To choose and appoint all other Town Officers in such manner as the Town may determine."
Moved by Mr. Lawrence Stone and duly seconded: "That four field drivers and four measurers of wood, lumber and bark be elected by the meeting from the floor, and that the field drivers be nominated and elected first and the measurers of wood, lumber and bark immediately following."
Voice vote. Motion carried.
Moved by Mr. Lawrence Stone and duly seconded: "That Harold M. Dodge, George Morrow, William W. Bancroft and Ernest M. Barker be elected Field Drivers for the ensuing year."
Voice vote. Motion carried.
Moved by Mr. Lawrence Stone and duly seconded: "That Theodore E. Johnson, Ernest R. MacGregor, Ernest M. Barker and Lawrence Foster be elected Measurers of Wood, Lumber and Bark for the ensuing year."
Voice vote. Motion carried.
Article 3. Moderator: "To hear the reports of the Town Officers and of the Finance and Advisory Committee and all other committees and take any other action thereon or relative thereto."
Moved by Mr. William Mackenzie and duly seconded: "That the reports of Town Officers and of the Finance and Advisory Committee and all other committees as printed or inserted in the Town Report for 1961, be received and placed on file."
Voice vote. Motion carried.
Article 4. Moderator : "To raise and appropriate money for Schools, Highways, and all other Town expenses and determine the manner of expending the same."
Mr. Clark Sears: "Tonight we are here again to conduct our Town Meeting to vote on the special articles and appropriate the money to keep all the departments running for the ensuing year. This means that of course each department needs a certain amount of money every year to provide us with the services we, as citizens of Hamilton,. want. We shouldn't appropriate more than we need because of today's continuing rise in taxes. It is our job as citizens and our job as the Finance Committee to see to this. To make sure you people do get the services you want and

at the same time make sure that we are not overdoing it. Now, our ex- penditures this year, if you go along with the recommendations that we have made provided in the Annual Report are between $130 and $140,000 dollars than they were last year. We have carefully gone over the budget and can't see any other way but to ask you people to appro- priate this amount. As is our usual practice we have had our hearings with the heads of each department and have had public hearings on all the special articles that people have presented to the Selectmen asking for certain items. I think that some of you people don't realize that all of our hearings are public hearings. The meetings that we have had on the special articles were well attended this year. This is the first time since I have been on the Committee we have had a good sized room full of people but I wish more people would take an interest in the individual budgets of the individual departments. It is a little bit discouraging some- times to have a hearing and only have one or two people from that particu- lar department there to tell us just what they want. If more people would come it would help us in making the decision as to what the townspeople want in the way of services and how much they are willing to spend for it. All of these hearings help to cut down the discussions at your Annual Town Meeting so that I hope that in the future more people will take an interest in these meetings. Now, the increase this year in the budget is mainly in two categories. One is very small in comparison to the total increase and that is the increase that we gave to various departments to provide more and we hope better service than we have been getting. One of these services is the Police Department. We have felt for some time that we should provide the people with two officers on duty twenty-four hours a day and this year we have been able to do that through the co- operation of the Chief and our budget this year is increased to take care of, I believe it is, two additional officers so that that can be done. The other item under the first category is a small increase for all town em- ployees. I think several years ago I expressed my opinion that the wages of the employees of the Town are much lower than I thought they should be. We have tried over a period of years to bring them up to a standard somewhere near towns around the same size. The increase this year isn't as large as last year but we felt that in view of the raise that we know is coming in taxes that that is all we should do this year. The other category which caused the increase in taxes this year of course is our school system. The Regional School budget this year is $161,000 as compared to $136,000 I believe last year. I mean $36,000 last year which is an in- crease of $125,000. The budget for our own school system which is a little surprise to us, in view of the fact removing the high school system to a regional school system has almost increased by $25,000. So you see that just schools themselves as far as our budget is concerned takes care of an increase of just about $160,000. We find that there wasn't any places, in order to provide the services that you deserve where we could cut any departments. We do hope that we will at least keep the tax rate from rising too high. Whether or not I should go out on a limb and guess at the tax rate, I don't know everybody expects me to so I am going to tell you what I think. It may be right and it may be wrong. There are

two things that do affect the rate, this along the line with the budget that we have recommended, one is if the state returns to us within a reasonable amount of what they did last year, we feel the rate will be increased somewhere between $12 and $15. That is the best we can do now. Before I close, I do want to tell you that as sad as the news is that will not be the end of it. This year we are opening a Regional School in September which means that in the budget of $161,000 the Regional School only asks for an operational budget for four months. Next year the budget will include 12 months so the operational budget will be increased by at least 2/3. What that figure will be I have no idea now but I do think that you all should realize that we are going up this year, we can't help it, the minimum is $12 and in my opinion it could be $15 and you have of course an increase next year of I don't even dare to guess but I do want all of you to keep that in mind when you vote for expenditures tonight."
Moderator: "As has been our established custom I shall read the appropriations recommended by the Finance and Advisory Committee. If anybody wishes to debate or question any item he needs simply say 'Pass' and then we will take up the 'Pass' items in order after the other items have been approved as a whole. If you wish to follow me these items are set forth beginning on page 89 in the report. There are one or two items which have been changed since the report has been printed and I will mention them when I come to them."

"That the various appropriations recommended by the Finance and Advisory Committee, as they have just been read by the Moderator, ex- cepting the items passed, be approved and the sums recommended be and hereby are appropriated, and that the meeting now proceed to the con- sideration of the items passed."

Moderator: "The meeting will now consider the items which were passed. The first item passed is item 14-$1200.00 for Law Expenses."
Mr. Standish Bradford: "We have been opposing the overhead pow- er lines in Hamilton and the extra money has been expended for this purpose. This will no longer be necessary. I move that the amount be reduced from $1200 to $500."
Moderator: "It has been moved and seconded that item 14 for ex- penses be reduced from $1200 to $500."
Voice vote. Amendment carried.
Moderator: "The next item passed is 100. Hamilton and Wenham Regional School District Operating Expenses."
Mr. Joe Jackson: "All I have here is a figure and I wish Mr. Young and Mr. Hall would check me on this. The figure we have here is $161,263.36. Our budget calls for $161,466.85 and I would make the motion that this figure be changed to $161,466.85."
Moderator: "The motion has been made and seconded that the ap- propriation for Hamilton and Wenham Regional School District Operating Expenses be changed so that it will be $161,466.85. All those in favor of appropriating that amount say 'aye'."
Voice vote. Motion carried.
Moderator: "The next 'pass' item was 104."
Mr. Clark Sears: "Every year we have appropriated $1000 for the Legion. This year there is an article 18 asking that the town convey this property to the Legion. If you people approve that article there will be no need for appropriating $1000 so I would like to ask that we vote on item 104 after we have taken up Article 18. If you should turn down Article 18 we would then make a motion to appropriate the $1000."

Moderator: "You have heard the motion that the appropriation for the Veterans' Quarters item 104 be considered immediately after Article 18. All those in favor say 'aye'."
Voice vote. Motion carried.
Article 5. Moderator: "To see if the Town will vote to raise and ap- priate a sum of money for Chapter 90 Highway Construction, or take any other action thereon or relative thereto."
Moved by Mr. Lawrence Lamson and duly seconded: "That the Town raise and appropriate the sum of $4,750.00 for Chapter 90 High- way Construction on Bridge Street and Walnut Road to be expended for the Town's share of the work, and that available funds be used to carry on the work until the Town is reimbursed for the State and County share of the work."
Moderator: "The vote is on the motion that the town raise and ap- propriate a sum of $4,750.00 for Chapter 90 Highway Contruction on Bridge Street and Walnut Road to be expended for the Town's share of the work, and that available funds be used to carry on the work until the Town is reimbursed for the State and County share of the work."
Voice vote. Motion carried.
Article 6. Moderator: "To see if the Town will vote to raise and appropriate a sum of money for Chapter 90 Highway Maintenance, or take any other action thereon or relative thereto."
Moved by Mr. Lawrence Lamson and duly seconded: "That the Town raise and appropriate the sum of $1,000.00 for Chapter 90 High- way Maintenance on various streets, to be expended for the Town's share of the work and that available funds may be used to carry on the work until the Town is reimbursed for the State Share of the work."
Voice vote. Motion carried.
Article 7. Moderator: "To see if the Town will vote to purchase a new truck for use of the Highway Department, provide for the turning in of the present 1946 Ford dump truck toward the purchase price there- of, and to raise and appropriate a sum of money therefor, or take any other action thereon or relative thereto."
Moved by Mr. Lewis Pierce and duly seconded: "That the Town purchase a new truck with snow plowing equipment for the Highway Department and that the present 1946 Ford dump Truck be turned in toward the purchase price thereof and that the Town raise and appropriate the sum of $5,000 for the balance of the purchase price, and that the

Highway Surveyor be and hereby is authorized and empowered to take all necessary action to make such purchase on behalf of the Town."
Moderator: "The motion is that the Town purchase a new truck with snow plowing equipment for the Highway Department and that the pres- ent 1946 Ford Dump Truck be turned in toward the purchase price there- of and that the Town raise and appropriate the sum of $5,000 for the balance of the purchase price, and that the Highway Surveyor be and hereby is authorized and empowered to take all necessary action to make such purchase on behalf of the Town."

Article 8. Moderator: "To see if the Town will vote to purchase a new truck for use of the Park Department, provide for the turning in of the present Chevrolet pick-up truck toward the purchase price thereof, and to raise and appropriate a sum of money therefor, or take any other action thereon or relative thereto."
Moved by Mr. Albert Lougee and duly seconded: "That the Town purchase a new truck for use of the Park Department, and that the pres- ent pick-up truck be turned in toward the purchase price thereof and that the Town raise and appropriate the sum of $2,900 for the balance of the purchase price, and that the Board of Park Commissioners be and hereby are authorized and empowered to take all necessary action to make such purchase on behalf of the Town."
Voice vote. Motion carried.
Article 9. Moderator: "To see if the Town will vote to authorize the Selectmen to appoint an Insurance Study Committee consisting of three registered voters of the Town to examine into and study all insurance coverage of the Town and report their findings to the Selectmen on or before January 1, 1963, and to raise and appropriate a sum of money therefor, or take any action thereon or relative thereto."
Moved by Mr. Lawrence Stone and duly seconded: "That the Board of Selectmen be authorized to appoint an Insurance Study Committee consisting of three registered voters of the Town to examine into and study all insurance coverage and requirements of the Town and to report its findings to the Selectmen on or before January 1, 1963, and for the purposes of said Committee, to raise and appropriate the sum of $1,000."
