summarized below which was approved by the General Court in a joint session of the two branches held May 13, 1959, received 143 votes in the affirmative and 118 in the negative, and in joint session of the two branches held March 29, 1961, received 144 votes in the affirmative and 121 in the negative?


SUMMARY


The proposed amendment imposes no new taxes but gives the General Court the power to pass an income tax at graduated or proportioned rates and is a change in the constitutional limitations now in effect on the power of the General Court to pass tax measures. The proposed amend- ment would add a new article to the Constitution of the Commonwealth by which full power and authority is granted to the General Court, in the alternative to the power and authority to tax incomes in the manner pro- vided in Article XLIV of the Amendments to the Constitution, to impose a tax on incomes at rates which are proportioned or graduated according to the amount of income received, irrespective of the source from which it may be derived, and to grant reasonable exemptions, deductions and abatements. It further provides that any property the income of which is taxed under the provisions of the proposed Article may be exempted from the imposition and levying of proportional and reasonable assessments, rates and taxes as at present authorized by the Constitution, and that the Article shall not be construed to limit the power of the General Court to impose and levy reasonable duties and exercises.

This act increases the compensation each member of the General Court shall receive for each regular annual session from fifty-two hundred dol- lars to sixty-seven hundred dollars and increases the additional compen- sation the President of the Senate and the Speaker of the House of Repre- sentatives shall receive from fifty-two hundred dollars to sixty-seven hun- dred dollars. The act also increases the additional compensation the floor leaders of the major political parties in the Senate and House of Repre- sentatives, the Chairman of the Senate Committee on Ways and Means and the Chairman and Vice-Chairman of the House Committee on Ways and Means shall receive from twenty-six hundred dollars to thirty-three hundred and fifty dollars, and provides that a member of the General Court chosen to fill a vacancy, or who resigns his seat during a regular

REPORT OF THE PARK COMMISSIONERS


To the Citizens of the Town of Hamilton:


The Board of Park Commissioners herein submit its Annual Report for the year ending December 31, 1962.


Under the supervision of Superintendent Henry Stelline, with the assistance of Bill Poor, the department maintained the parks of the Town and the grounds of the three schools and the library.


The playground season ran for eight weeks with a large attendance. The program was under the supervision of instructors, Stephanie Row- lands, Sara Jane O'Hara, Bonita Higgins and Robert Widdowson Jr. At the close of the season, the department with the Mothters Club and Recre- ation Committee, gave all the children of the town a picnic at Patton Park.


The new swimming pool at Patton Park, a generous gift from the A. P. Gardner Post 194 American Legion, was opened June 24th with appropriate ceremonies. The pool was open for ten weeks, with free swimming and instruction for the children under the park program in the morning and open to the public afternoons and evenings for a nomi- nal charge. Attendance at the pool afternoons was excellent, with the children of the town enjoying themselves immensely. The unseasonably cool evenings however, kept the overall attendance figures below expecta- tions. The Board turned over $1570.75 to the Town Treasurer which represented the total receipts from the pool. Your commissioners feel that with normal weather and the experience gained this first season, the goal of making the pool self supporting may yet be attained. A word of thanks goes to the following life guards, Paul Blackhall, Stephanie Rowlands, Larry Bonney and Richard Johnson for maintaining excellent safety meas- ures with the children. A fine job was also done by Sigrid Johnson, the pool admission clerk.


Each year finds more activity at Patton Park. Providing facilities for swimming, baseball, basketball, tennis, archery, ice skating, picnics and a supervised program for children in the summer, it has become a center of activity for the people of the town. To keep up with this growth your commissioners feel that more area must be obtained in the near future.


The Town beach at Chebacco continues to be maintained, but leaves much to be desired. Your Board feels that more parking room and super- vision must be had here if the townspeople are to enjoy it. The buildings at Patton Park were painted the same color this past year and present a much better appearance.


The four-wheel-drive truck, voted at the last town meeting, was purchased in April from the Hamilton-Wenham garage. It has been a great help to the department, both in moving its mowing equipment and in snow removal work.

REPORT OF THE HIGHWAY SURVEYOR


To the Citizens of the Town of Hamilton:


I herewith submit my report of the Highway Department of the year ending December 31, 1962.


Spring Cleaning was carried out in the usual manner, roadsides were mowed at different times throughout the summer, posts replaced and painted.


Necessary patching and general maintenance work on streets was carried on throughout the year. Chapter 90 Maintenance work was in- stalling a new culvert on Highland Street to replace the old one.


Drainage work, cleaning out storm drains and clearing outlets was done, and new drains added to the system.


A new Ford truck was purchased as was a vote of the Town.


The system of cooperation between departments is still being used very successfully and is a great savings to the taxpayers.


I extend my sincere appreciation to the citizens of Hamilton and all Town Officials and Departments and the Highway employees that have assisted me in the past year.

REPORT OF THE WATER SUPERINTENDENT


To the Board of Water Commissioners:


GENTLEMEN:


I herewith submit my Annual Report as Superintendent of the Water Department for the year 1962.


The continuation of the extension of mains on Highland Street was completed to Goodhue Street involving the installation of two hydrants and twenty-one hundred feet of eight inch pipe.


The installations of new services were less than last year because of the decline in new building.


The demand for water increased this year by twenty million gallons. As our facilities were inadequate to meet the requirements it was necessary to take four million from the Town of Essex.


Water samples have been taken periodically and sent to the State Department of Public Health for bacteria and fluoride analysis.
