FOR THE YEAR 1890.
To the Citizens of Norwell :
' After the annual meeting in March last, the board of selectmen, assessors, and overseers of the poor organized with Charles C. Young, Esq., as chairman, but he was permitted to be associated with us only a short time, when he was taken sick and, after a brief illness, died. His faithfulness as a public officer and the esteem he was held in by his fellow-citizens were embodied in resolutions passed by the town at the meeting of May 26.
BY-LAWS.
By-laws for the town of Norwell, that were adopted at its last annual meeting, have been examined by Judge Barker, of the Superior Court, and he suggests that they be again revised by the town before presentation to the Court. They will be presented before the town at its next annual meeting, together with the objections of Judge Barker to approving certain articles contained in them.
TOWN LANDING.
The appropriation made by the town of $50 for repairing the landing was found to be insufficient, upon receiving estimates of the cost. We think that an additional appropriation of $50 would put the landing in good condition.

SUPPORT OF POOR.
The total expenses paid the past year on account of the alms- house shows an increase, but it is only apparent, as will be seen by examining the itemized account. Some necessary repairs have been made on the rear of the almshouse, and a convenient exit from the second floor to the ground has been put on, answering all the purposes of a fire-escape.
The expense for the support of out-door poor has been largely increased on account of the long and expensive illness of the wife of George W. Smith, residing in Hanover. The case had to be treated where located, and with but little financial assistance from the husband of the unfortunate woman.
Joseph Harvey has ceased to be an expense to the town. He died at the State Farm, March 6, 1890.
REPAIRS OF HIGHWAYS.
The town raised the usual amount, $2,500, and an equal sum was received from Henry Norwell, Esq., making a total of $5,000.
The amount expended for repairs on roads and incidental expenses, including the Grove Street work, has been $4,843.93,. leaving a balance unexpended of $157.07.
