From and after the first day of January, one thousand eight hundred and ninety-nine, the wheels of all draft vehicles, not hung upon springs, passing over or upon any highway of, and owned in this town, shall have tires as follows : If

of four wheels, not less than three inches in width, and if of two wheels, not less than four inches in width.


The owner and driver of any draft vehicle owned in this town who shall drive or suffer the same to be driven over any highway in this town with tires contrary to these provis- ions, shall be punished by a fine of not less than five or more than twenty dollars for each offence.


Art. 25. Will the town instruct the Selectmen to peti- tion for a State highway in town.


Art. 26. Or act or do anything relative to the above.


Citizens desiring aditional articles in the warrant will pre- sent them to the Selectmen on or before Feb. 20, 1896.

FORTY-SEVENTH ANNUAL REPORT


OF THE


TOWN OFFICERS OF NORWELL,


FOR THE YEAR 1896.


To the Citizens of the Town of Norwell :


The Selectmen respectfully submit their report upon the financial condition of the town, together with a report of its various officers intrusted with the management of town af- fairs.


As voted at the last annual meeting the Selectmen peti- tioned the Hon. County Commissioners to view Main street from the foot of Jones' hill to Jordan lane (so called ), and widen, straighten and grade as in their judgment seemed necessary. The view was made and an order of notice has been received, accompanied with plan, ordering the work to be done by July 1897. Messrs. Briggs and Hammond, Road Commissioners, have expended $747.00 on this work as shown in their report.


As instructed by vote of the town we petitioned the Mass- achusetts Highway Commission as a State highway,-a road leading from the Scituate line on Main street in said town, continue through said Main street to the corner of Bridge and Main sts. We caused a survey to be made with a plan and profile to accompany the petition at an expense of $52.


They acknowledged the receipt of our petition, and later. informed us that the appropriation was exhausted and that nothing could be done in our town at present.

A franchise has been granted the Directors of the Norwell and Scituate Street Railway Company to construct and oper- ate a street railway through Main street.


We have received from Thomas Gaffield, Esq., a deed of the Gaffield Park property and the same has been duly re- corded at Plymouth.


Mr. George B. Rolf and wife have continued in charge of the almshouse during the year, thus completing one year and nine months of most faithful and efficient service to the town. On Jan. 1, they left to assume charge of the alms- house at Weymouth. We were sorry to lose the services of these, who had so successfully conducted the affairs of the house to the satisfaction of the board and townspeople. We wish them success in their present undertaking in a larger field. Mr. Francis L. Smith and wife assumed charge of the almshouse January 1st.


The expense for support of poor at the almshouse was $2,001.09. There was expended outside, $1,381.00, making a total of $2,382.09, as compared with $2,729.22 in 1895, shows a decrease of $347.13. The almshouse has now four inmates ; one has died during the year, namely, Morris Gam- mon.


For soldier's relief we have had to increase our expendi- tures over that of last year, partly on account of Mrs. Thos. Mee, who was a great sufferer until released by death.


We would again emphasize the importance of using the strictest economy in making appropriations for 1897. By death and removals from town our credit from the State on account of National Bank and Corporation taxes are gradual- ly lessening, while our appropriations made in 1896 exceed any of late years. Has not the time arrived, considering the general depression of business and the great effort some of our taxpayers have to make to meet this demand, that a reduc- tion be made in raising money for some of the departments rather than an annual increase, thus making it necessary to raise the tax rate annually.
