weeks at one of our schools, the only visitor was a member of your committee, who called twice. It seems to us very strange that, as interested as some people seem to be in the education of their children, they never go to see where or how it is done. We think we can almost hear you say, "Oh, we can judge from what the children say about the school," and " We question them at home." Yes, you do question them, but on what? You ask them something that you say they OUGHT to know ; some practical ques- tion, as you call it. Just stop a bit : did you learn the answer to that practical question in your school-days? Could you measure boards and wood, carpet floors, or do examples in interest as fast as a cierk in a bank ? And still you think your children should do it; and declare, if they can't, that they don't learn a thing, and you should think the committee would employ a different teacher. Now, we have no such trouble ; when we visit the schools we intend to ask questions on work which the children have studied ; making our practical questions apply to their work, and not dis- courage them by asking something of which they have never heard. And then by listening to every little complaint that your children may make, causes much trouble. You know it is often said that there are two sides to a story ; if you could only hear both sides, how many times your opinions would change.


Last year we were told that our schools had improved, and this year we know they are still better, but the end has not come yet. Parents, friends, work with us, until we can say there are no bet- ter schools than ours in Massachusetts.

FORTY-SECOND ANNUAL REPORT


OF THE


TOWN OFFICERS OF NORWELL,


FOR THE YEAR 1891.


To the Citizens of Norwell :


We hand you the forty-second annual reports of your several official boards and officers for the year 1891, including the receipts and expenditures of the several departments, which, as a whole, present a satisfactory showing as compared with similar state- ments of recent years. We have endeavored to make the financial part of the report plain by placing expenditures for any particular object outside of the usual departments under a separate heading.


SUPPORT OF POOR.


At the commencement of the superintendent's year, April 1, we considered it best to make a change in the superintendency of the almshouse. And after receiving and examining many applications for the position, considered ourselves fortunate in securing the services of Mr. Orlando H. Lake and wife to take charge of the institution. The faithfulness, industry and economy they have everywhere manifested are certainly appreciated by us, and the welfare of the inmates have been carefully looked after. There has been the past year considerable sickness in the house, which of necessity creates additional expense.


We have quite thoroughly recarpeted with oilcloth carpeting the floors on the first story, and repainted the woodwork and white- washed the ceilings in most of the rooms throughout the house. The drainage from the sink being in a very unsatisfactory condi- tion we had it taken up, relaid and extended, all of which was necessary in order that the house might present a tidy appearance

and be comfortable. The almshouse and surrounding buildings are now in very fair condition with the exception of exterior paint- ing, which it would be wise policy on the part of the town to attend to before long as a matter of economy in preserving the buildings. The State Board of Lunacy and Charity in their last printed report have this to say regarding the visit made to our almshouse Sept. 22, 1891: " In this almshouse various improvements have been made and the house is in good order and clean. The water sup- ply and drainage are good."


Our expenses for the support of poor, outside the almshouse and soldiers' relief, shows a large reduction from that of last year ; this, in connection with the fact that we have had to make addi- tions during the year to the number of patients in the Taunton Hospital, is indeed gratifying to all concerned. The net cost to the town during the year 1890 for this department was $1,926.52. The past year the net cost has been for outside aid and soldiers' relief $1,371.64. a reduction of $554.88 from cost of 1890.


REPAIRS OF HIGHWAYS.


Our roads are constantly improving under the liberal appropri- ations of the town and the generous contributions of Henry Nor- well, Esq. With our roads in their present good condition and the large amount of money we have annually to expend, could not a portion be used to make some permanent and lasting improvement, such as reducing the grade on some of our prominent hills, and thus render a lasting benefit to ourselves and those that come after us ?


The town raised $2,500 and Henry Norwell, Esq., contributed the same amount, making a total of $5,000. There has been paid for repairs on roads, and incidental expenses, $4,797.55, leaving a balance unexpended of $202.45.


TOWN LANDING.


The town landing has been repaired the past year by Mr. John Turner in an acceptable manner, and within the appropriation made by the town at its annual meeting in March last, as the financial statement in the report will show.
