ANNUAL TOWN MEETING


Security Hall, Woburn St., March 11, 1935.


Report of Special Committee


At the special town meeting held November 27, 1934, the following vote was passed.


"That the Selectmen and Town Counsel be a Committee to investi- gate and report to the town as to whether unexpended balance cannot be transferred in some other legal way without calling a town meeting to act thereon".


The Committee reported as follows :-


"This vote refers to, special appropriations made by the town, and under the provisions of the law, the town has no right to delegate its authority to make appropriations to any of its officers.


"The unexpended balances of general appropriation are cancelled at the end of the year during which the appropriation is made, but the unexpended balances of special appropriations remain until dis- posed of by vote of the town.

"As the law does not allow the town to delegate its authority for making appropriations, unexpended balances of special appropriations can be transferred only by vote of the Town".

Article 2. On motion of J. Warren Killam, Jr., it was voted to lay Article 2 on the table.


Article 3. To choose all other necessary town officers and deter- mine what instructions shall be given town officers and special com- mittees.

Article 3. On motion of J. Warren Killam, Jr., it was voted to lay this article on the table.


Article 4. To determine how much money the Town will raise and appropriate for General Government, Protection of Persons and Property, Health and Sanitation, Highways, Sidewalks, Drainage Main- tenance, Charities, and Aid, Soldiers' Benefits, Public Schools, Public Library, Recreation, Cemeteries, Memorial Day Observance, Munici- pal Light Department, Water Department, Sewer Department, Matur- ing Debt, Interest, Insurance and General Accounts.


Article 4. On motion of Arthur W. Coolidge, as amended by Rob- ert B. Mount, it was voted that $222,658.40 be raised and appropriated for School Department as follows :

Article 4. On motion of J. Warrer Killam, Jr., it was voted to lay Article 4 on the table.


Article 5. To see if the town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year be- ginning January 1, 1935, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chap- ter 44, General Laws.

Article 5. On motion of Preston F. Nichols it was voted that the Town Treasurer, with the approval of the Selectmen, be and here- by is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1935, and to issue a note or notes therefor, payable within one year, and to re- new any notes or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


Article 6. Article 6. On motion of Preston F. Article 7. To see what sum the Town will raise and appropriate for the purpose of foreclosing in the Land Court pursuant to provisions of Section 65 of Chapter 60 of the General Laws, the right of re-

demption to any and all real estate taken by the Town for non-payment of taxes, or what it will do in relation thereto.


Town Treasurer.


Article 7. On motion of Preston F. Nichols, it was voted that the sum of five hundred ($500.00) dollars be raised and appropriated for the purpose of perfecting the titles in the Land Court by foreclosure of all rights of redemption to real estate taken by the Town for non- payment of taxes previous to the year 1933, and the Town Treasurer be and hereby is authorized and empowered to take all necessary pro- ceedings to perfect such titles in the Land Court.


Article 8. To see what sum the Town will raise and appropriate for the Reserve Fund as provided by Section 6, Chapter 40, General Laws, or what it will do in relation thereto.


Town Accountant.


Article 8. On motion of L. G. Bent, it was voted that five thou- sand dollars ($5,000.00) be raised and appropriated for the Reserve Fund, as provided by Section 6, Chapter 40 of the General Laws.


Article 9. To see if the Town will raise and appropriate the sum of eight dollars ($8.00) to balance overdraft in Old Age Assistance Agency Account, or what it will do in relation thereto.

Article 9. On motion of L. G. Bent, it was voted that eight dollars ($8.00) be raised and appropriated to balance overdraft in Old Age As- sistance Agency account.


Article 10. To see what sum the Town will raise and appropriate for the payment of unpaid bills of 1933 and 1934 or what it will do in relation thereto.


Town Accountant


Article 10. On motion of L. G. Bent, it was voted that two thou- sand eight hundred dollars ($2,800.00) be raised and appropriated for the payment of unpaid bills of 1933 and 1934.


Article 11. To see if the Town will raise and appropriate the sum of four hundred and twenty-seven dollars and ninety-five cents ($427.95) to balance overdraft in Temporary Aid Account of 1934, or what it will do in relation thereto.


Town Accountant.


Article 11. On motion of L. G. Bent, it was voted that four hundred twenty-seven dollars and ninety-five cents ($427.95) be raised and ap- propriated to balance overdraft in Temporary Aid account.


Article 12. To see if the town will raise and appropriate the sum of Four Hundred Dollars ($400.00) for the care of graves of any per- sons who have served in the Army, Navy or Marine Corps of the

United States, in time of war or insurrection, and who have been hon- orably discharged from such service, as provided by Section 22, Chapter 115, General Laws, or what it will do in relation thereto.


Board of Selectmen.


Article 12. On motion of J. Warren Killam, Jr., it was voted that the sum of Four Hundred Dollars ($400.00) be raised and appropriated for the care of graves of any persons who have served in the Army, Navy or Marine Corps of the United Staes, in time of war or insur- rection, and who have been honorably discharged from such service as provided by Section 22, Chapter 115, General Laws.
