SPECIAL TOWN MEETING
Security Hall, Woburn St., May 1, 1935.
The meeting was called to order by the Town Clerk, Millard F.
Charles. The warrant was partially read when on motion of J. Warren Killam, Jr., it was voted to dispense with further reading of the warrant, except the Constable's Return, which was then duly read.
In the absence of the Moderator, on motion of J. Warren Killam, Jr., it was unanimously voted to appoint Samuel H. Davis as Tem- porary Moderator.
Article 1. To hear and act upon reports of Town Officers and spe- cial committees and determine what instructions will be given Town Officers and special committees.
Article 1. On motion of J. Warren Killam, Jr., it was voted to lay this article on the table.
Article 2. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow under authority of and in accordance with the provisions of Chapter 188 of the Acts of 1935, or take any action relative thereto.
Board of Selectmen.
Article 2. On motion of J. Warren Killam Jr., it was voted that the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow under authority of and in accordance with the provisions of Chapter 188 of the Acts of 1935, the sum of $33,000.00 and to issue a note or notes of the town therefor, said note or notes to be paid in not more than ten years or at such times as may be direct- ed by the Emergency Finance Board named in Chapter 49 of the Acts of 1933.
The proceeds of the loan shall be applied to meeting the appro- priations made for public welfare and the town share of the cost of Emergency Relief Administration projects.

Article 3. To see if the Town will authorize the Board of Public Works to extend the water system by the installation of an aeration and filter plant and the necessary appurtenances thereto and provide for the payment of the cost thereof, in whole or in part, by the issue of bonds and notes of the Town, or by direct appropriation, or by grant or loan under the National Industrial Recovery Act, so-called, and to see if the Town will authorize the proper officers of the Town to apply for such grant or loan and to do all things necessary to obtain

such grant or loan in accordance with the National Industrial Recovery Act, so-called, and Chapter 366 of the Acts of 1933 or any other ap- purtenant statutes, or what it will do in relation thereto.
Board of Public Works.
Article 3. On motion of Harold W. Putnam, it was voted that the sum of sixty-five thousand ($65,000.00) dollars be and the same here- by is raised and appropriated for the extension of the water system by the construction of an aeration and filter plant and the necessary appurtenances thereto, such construction and work to be performed un- der the supervision of the Board of Public Works, and that the Town Treasurer with the approval of the Board of Selectmen be and hereby is authorized to borrow such sum and to issue therefor bonds and notes of the Town in accordance with the provisions of Chapter 44 of the General Laws and acts amendatory thereof and in addition there- to, so that the whole of said loan shall be paid in not more than twenty (20) years or at such earlier time as the Treasurer and Board of Selectmen may determine, and such bonds and notes shall be signed by the Treasurer and countersigned by the Selectmen.

Article 4. To see if the Town will raise and appropriate the sum of four thousand dollars ($4,000.00) for the purpose of improving and constructing West Street from the end of the 1934 construction at Prescott Street to Woburn Street, thence easterly on Woburn Street toward Reading Square, under Section 34, Chapter 90 of the General Laws, providing the State and County appropriate eight thousand dol- lars ($8,000.00) or what it will do in relation thereto.

Article 4. On motion of Harold W. Putnam that the sum of four thousand ($4,000,00) dollars be raised and appropriated for the pur- pose of repairing, improving and constructing West Street from Pres- cott Street, being the end of the 1934 construction, to Woburn Street, thence Easterly on Woburn Street, toward Reading Square, under Sec- tion 34, Chapter 90 of the General Laws, providing the State and Coun- ty appropriate the sum of eight thousand ($8,000.00) dollars, the motion was lost.

Article 5. To see if the Town will raise and appropriate the sum of three thousand dollars ($3,000.00) for the purpose of improving and constructing a portion of Lowell Street under Section 34, Chaper 90 of the General Laws, providing the State and County appropriate six thou- sand dollars ($6,000.00), or what it will do in relation thereto.

Security Hall, Woburn St., August 19, 1935.
A Town meeting was held at time and place called in the warrant and was called to order by the Town Clerk, Millard F. Charles in the absence of the Moderator. Samuel H. Davis was duly elected Mod- erator. The warrant was partially read by the Town Clerk when it was voted to dispense with further reading except the Constables' Return, which was duly read. Then the meeting proceeded to act on the following articles.

Article 1. On motion of Newell H. Morton, it was voted to lay this article on the table.
Article 2. To see if the Town will vote to authorize the Select- men to sell on such terms and conditions as they may determine, any and all real estate acquired by the Town for taxes, wherein such title has been duly perfected as provided by law, and to sign, seal, acknow- ledge and deliver in the name and behalf of the Town, deeds and such other instruments which may be necessary, conveying such property to the purchasers thereof, or what it will do in relation thereto.

Article 2. On motion of Newell H. To see if the Town will vote to rescind the vote passed on May 1, 1935, under Article 3 in the Special Town Warrant with reference to raising and appropriating the sum of $65,000 for the pur- pose of extending the water system by the installation of an aeration and filter plant and the necessary appurtenances thereto, or what it will do in relation thereto.

Article 3. On motion of Harold W. Putnam, it was voted that the vote passed on May 1, 1935, under Article 3 in the Special Town War- rant relative to raising and appropriating the sum of $65,000.00 for the purpose of extending the water system by the installation of an aeration and filter plant, be and the same is hereby rescinded.
Article 4. To see what sum the Town will raise and appropriate for the purpose of extending the water system by the installation of an aeration and filter plant, and the necessary appurtenances thereto, and to see if the Town will authorize the Board of Public Works to petition the Federal Government for a grant of money under the Emergency Relief Appropriation Act of 1935 for said purpose and to accept such grant and to authorize the Treasurer, with the approval of the Select- men, to borrow such sums as may be necessary to meet any appropria- tion made therefor, or what it will do in relation thereto.

Article 4. On motion of Harold W. Putnam, it was voted that the sum of $94,250.00 be and the same is raised and appropriated for the purpose of extending the water system by the installation of an aera- tion and filter plant, and the necessary appurtenances thereto, in co- operation with the Federal Government under the National Industrial Recovery Act or the Emergency Relief Appropriation Act of 1935, and the Treasurer with the approval of the Selectmen be and hereby is authorized to borrow the sum of $94,250.00, and to issue bonds and notes of the Town therefor, under authority of and in accordance with the provisions of Chapter 404 of the Acts of 1935 and the Federal Act applicable thereto, said bonds and notes to be payable in not more than twenty years or at such term and maximum rate of in- terest as may be fixed by the Emergency Finance Board.
All money received from the Federal Government on account of this project shall be applied to meet the cost of said project or to the loan herein authorized or the amount to be borrowed shall be reduced by the amount of the grant received and applied to the cost of the

project and the Board of Public Works be and hereby are authorized to take such action as may be necessary to secure from the Federal Government a grant of money under the Emergency Relief Appropri- ation Act of 1935 for the above purpose and the Town hereby accepts such grant subject to applicable Federal regulations.
Twenty eight (28) voted "Yes" and nine (9) voted "No".
Voted to adjourn sine die.

Your Attention is Called to the Section Below Taken from the Revised Laws-Blank Forms for Return of Births Can Be Obtained of the Town Clerk
SECTION 3, CHAPTER 444, ACTS 1897
Section 3. Physicians and Midwives shall on or before the fifth day of each month report to the clerk of each city or town a correct list of all children born therein during the month next preceding, at

whose birth they were present, stating the date and place of each birth, the name of the child, if it has any, the sex and color of the child, the name, place of birth and residence of the parents, the maiden name of the mother, and occupation of the father. If the child is illegitimate the name of the father shall not be stated, unless at the joint request in writing of both father and mother, which requests shall be filed with the returns of births. The fee of the physicians or midwives shall be twenty-five cents for each birth so reported and shall be paid by the. city or town in which the deport is made, upon presentation of certi- ficate from the city or town clerk, stating that said births have been reported in conformity with the requirements of this section. Any physician or midwife neglecting to report such list for ten days after it is due shall for each offense forfeit a sum not exceeding twenty-five- dollars.
