Report of The Town Clerk Town Warrant for Annual Town Meeting Seal
Commonwealth of Massachusetts, Middlesex, ss.
To either of the Constables of the Town of Reading, Greeting :
In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Reading, qualified to vote in elections and town affairs, to meet in Security Hall, Woburn Street in said Reading on
Monday, the Third Day of March, A. D. 1941
at seven o'clock in the forenoon to act on the following, viz :
Article 1. To bring in their votes on one ballot for Moderator for one year; Town Clerk for one year; one member of the Board of Se- lectmen for three years; one member of the Board of Public Welfare for three years; one member of the Board of Public Welfare for one year ; one member of the Board of Assessors for three years; Treasurer for one year ; Collector of taxes for one year ; one member of the Board of Public Works for three years; one member of the Board of Public Works for two years; two Constables for one year; Tree Warden for three years; one member of the Municipal Light Board for three years ; one member of the Board of Health for three years; two members of the School Committee for three years; two Trustees of the Public Li- brary for three years; two members of the Planning Board for three years; two members of the Board of Cemetery Trustees for three years.
And to meet in Security Hall, Woburn St., on Monday the Tenth Day of March, A. D. 1941 at seven forty-five in the evening to act on the following Articles :
Article 2. To hear and act on the reports of the Board of Select- men, Town Accountant, Treasurer, Collector of Taxes, Board of As- sessors, Board of Public Works, Town Clerk, Tree Warden, Board of Health, Board of Public Welfare, School Committee, Public Library Trustees, Municipal Light Board, Cemetery Trustees, Planning Board, Finance Committee, Contributory Retirement Board and any other Boards and Special Committees.
Article 3. To choose all other necessary town officers and special committees and determine what instructions shall be given town officers and special committees.
Article 4. To determine how much money the Town will raise and appropriate for General Government, Protection of Persons and Prop- erty, Health and Sanitation, Board of Public Works, including High- ways, Sidewalks, Drainage, Common, Parks and Supervised Play, Water Department and Sewer Department, Public Dumps, Charities and Aid, Soldier's Benefits, Public Schools, Public Library, Cemeteries, Memo-

rial Day Observance, Municipal Light Department, Street Lighting, Maturing Debt, Interest, Insurance, Contributory Retirement System, and General Accounts.
Article 5. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year begin- ning January 1, 1942, and to issue a note or notes therefor payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.

To see what sum the Town will raise by borrowing or otherwise under authority of Chapter 458 of the Acts of 1939, or any amendment thereof and appropriate for the construction of a system of drainage for draining the lowlands located in the Town adjacent to Lake Quannapowitt, and to authorize and empower the Town Treasurer to pay such sum so raised by borrowing or otherwise into the State Treasury for the construction of such system as provided in said Act, or what it will do in relation thereto.

Article 7. To see what sum the Town will raise and appropriate for the Reserve Fund as provided in. Section 6, Chapter 40, General Laws, or what it will do in relation thereto.

Article 8. To see what sum the Town will raise and appropriate for the purpose of foreclosing in the Land Court pursuant to provisions of Section 65 of Chapter 60, of the General Laws, the right of redemp- tion to any and all real estate taken by the Town for non-payment of taxes, or what it will do in relation thereto.

Article 9. To see if the Town will raise and appropriate the sum of six hundred dollars ($600.00) for the care of graves of any persons who have served in the Army, Navy, or Marine Corps of the United States, in time of war or insurrection, and who have been honorably discharged from such service, as provided by Section 22, Chapter 115, General Laws, or what it will do in relation thereto.

Article 10. To see if the Town will appropriate a sum sufficient to pay the County of Middlesex as required by law on account of assess- ments levied on the town for its share of the principal of the Middle- sex County Tuberculosis Hospital Funding Loan, Act of 1932, bonds maturing in 1941, issued in compliance with Chapter 10, Acts of 1932, also for any other indebtedness incurred and outstanding under said Chapter 10, also for the town's share of the cost and interest on said

bonds due in 1941, also for care, maintenance, and repair of said hospi- tal for 1940, and including interest on Temporary Notes, issued there- for in accordance with sections of Chapter 111 of the General Laws applicable therefor, and for all other expenses in connection therewith, including Chapter 400, Section 25G (6a) of the Acts of 1936, determine how the money shall be raised or in any way act thereon.

Article 11. To see if the Town will vote to accept the devise of real estate under the will of the late Frank G. Jones, and to authorize and empower the Board of Selectmen to execute any and all documents which may be necessary in connection therewith in the name and be- half of the Town, or what it will do in relation thereto.

Article 12. To see if the Town will authorize and empower the Board of Selectmen to sell upon such terms and conditions as they may determine, the real estate situated on Line Road and acquired by the Town by devise under the will of the late Frank G. Jones and to sign, seal, acknowledge and deliver in the name and in behalf of the Town the deed and such other instruments which may be necessary conveying such property to the purchaser thereof, or what it will do in relation thereto.

Article 13. To see if the Town will authorize and empower the Board of Selectmen to sell upon such terms and conditions as they may determine the real estate owned by the Town and situated on the west- erly side of School Street and consisting of approximately nine thous- and and ten (9,010) square feet of land together with the building thereon known as the Channel House, and to sign, seal, acknowledge and deliver in the name and behalf of the Town, the deed and such other instruments as may be necessary, conveying such property to the purchaser thereof, or what it will do in relation thereto.

Article 14. To see if the Town will vote to accept the voluntary gift of $1,000 from Marion H. Raymond and to hold such fund when received for the purchase of educational literature and books for the Library in the Senior High School as provided by the terms of said gift and to authorize the Town Treasurer to receipt for such fund when received, and to execute any and all documents which may be necessary in connection therewith in the name and behalf of the Town, or what it will do in relation thereto.

Article 15. To see what sum the Town will vote to raise by bor- rowing or otherwise, and appropriate for W. P. A. expense, including

Administrative, Truck Hire, Equipment and materials, or what it will do in relation thereto.

Article 16. To see what sum the Town will raise and appropriate for the preparation and printing of a Street List for the year 1941, or what it will do in relation thereto.

Article 17. To see what action the Town will take regarding the installation of additional street lights on the public streets during the year 1941, or what it will do in relation thereto.

Article 18. To see what sum the Town will raise by borrowing or otherwise, and appropriate for the construction of an addition to the Municipal Light Garage and Stockroom at the Plant on Ash Street, or what it will do in relation thereto.

Article 19. To see what sum the Town will raise by borrowing or otherwise and appropriate for the extension of the underground system of the Municipal Light Plant by the installation of cables, switches, and transformers in the underground ducts on High and Lowell Streets and to connect Street Light Posts and services therewith, or what it will do in relation thereto.

Article 20. To see what sum the Town will raise by borrowing or otherwise and appropriate for the purchase of material and equipment to be used in co-operation with the Federal Government for a W. P. A. Project for the extension of the underground system of the Municipal Light Plant on the following streets : Lincoln Street, Prescott Street, Summer Avenue, and Temple Street, or what it will do in relation thereto.

Article 21. To see what sum the Town will vote to appropriate from the Cemetery Reserve for the permanent development of Laurel Hill and Forest Glen Cemeteries, or what it will do in relation thereto. Cemetery Trustees.
Article 22. To see what sum the Town will raise and appropriate for the transportation of school children for the year 1941, or what it will do in relation thereto.
School Committee.
Article 23. To see if the Town will vote to authorize and empower the Board of Health to enter into a contract for the collection and disposal of garbage for a term of three years, and upon such other and further terms and conditions as they may determine and to see what
