The Board of Public Works of the Town of Reading having de- termined and adjudged that common convenience and necessity re- quire the laying. out of a town way under the provisions of law auth- orizing the assessment of betterments, substantially in the location hereinafter described, having complied with all requirements of law relating to notice to the owners of land thereof and of a hearing there- on, and having met at the time and place appointed for such hearing and there heard all persons present who desired to be heard, have laid out as a town way for the use of the town running in a semi-circle off West Street, starting Easterly of No. 454 West Street, thence run- ning Southerly, Westerly and Northerly to a point again on West Street, Westerly of No. 458 West Street, substantially as and in the location of the private way known as West Hill Circle, the boundaries and measurements of said way as so laid out are as follows :

The boundaries and measurements of said public high- ways as so laid out, relocated or altered are as follows :


Beginning at a point on the Westerly side line of said Highland Street, said point being N. 26' - 47" W., measured along said Westerly side line of Highland Street, a distance of 115.33 feet from a Stone Bound set in said Westerly side line of Highland Street at the East- erly terminus of the division line between lands of E. Vernon Sillars and land now or formerly of Home Owners Loan Corp;


Thence by a curve line North, West and South having a radius of 14.50 feet, and through lands of said E. Vernon Sillars, a length of

38.36 feet, to a point of tangent on the Easterly side line of Bancroft Avenue, said point being N. 1' - 39" E., measured along said Easterly side line of Bancroft Avenue, a distance of 120.43 feet from a Stone Bound set in said Easterly side line of Bancroft Avenue at the West- erly terminus of the division line between lands of said Sillars and lands now or formerly of Home Owners Loan Corp .;

The approximate area taken is four hundred eighty (480) square feet.

We award damages sustained by reason of this taking for this alteration and relocation to E. Vernon Sillars in the sum of Fifty Dollars.


No betterments are to be assured for the improvement.


This laying out, relocation or alteration so made by us, we hereby report to the Town for acceptance and recommend that when this re- port is accepted and adopted by the Town, that said public highways shall therefore be laid out, relocated or altered in accordance with said plan, and that the sum of fifty ($50.00) dollars be raised and appropri- ated for the said laying out, alteration and construction of the inter- section of said ways.

Article 44. On motion of Hugh L. Eames it was voted that the By-Laws for the Construction of Buildings be and the same are hereby amended by inserting at the end of Section 36 a new section to be known as Section 36a as follows :


"Section 36a. New roof covering, regardless of type or composi- tion, shall not be laid over existing wood shingles. All existing wood shingles must be removed before new roofing is laid. Fire resisting roof covering may be placed over fire resisting roofing provided the existing fire resisting roofing has not been laid over wood shingles."


On motion of Carl W. Goodridge it was voted to take Article 2 from the table.

APPROVAL OF BY-LAW AMENDMENT


Reading, Massachusetts


March 24, 1941


The following amendment and addition to the By-Law for the Construction of Buildings of the Town of Reading was duly adopted at the adjourned Annual Town Meeting duly called, warned and held on March 17, 1941.


On motion of Hugh L. Eames it was voted that the By-Law for the Construction of Buildings be amended by adding at the end of Section 36, the following new section to be known as Section 36a.


"Section 36a. New roof covering, regardless of type or composition, shall not be laid over existing wood shingles. All existing wood shingles must be removed before new roofing is laid. Fire resisting roof cover- ing may be placed over fire resisting roofing provided the existing fire resisting roofing has not been laid over wood shingles."

To either of the Constables of the Town of Reading, Greeting :


In the name of the Commonwealth of Massachusetts, you are here- by required to notify and warn the inhabitants of the Town of Read- ing, qualified to vote in elections and town affairs, to meet in Security Hall, Woburn Street, in said Reading on Monday, June twenty-third, A. D. 1941 at seven forty-five o'clock in the evening, to act on the fol- lowing articles :


'Article 1. To hear and act on the reports of Town Officers and special committees and to choose all necessary committees and deter- mine what instructions if any, shall be given Town Officers and special committees.


Article 2. To see if the Town will vote to establish a committee consisting of fifteen members for the purpose of studying and investi- gating the matter of the development of low cost houses in the Town, or what it will do in relation thereto.


Finance Committee.


Article 3. To see if the Town will vote to accept the provisions of Section 16B of Chapter 147 of the General Laws as inserted by Section 2 of Chapter 426 of the Acts of 1938, being an Act providing for one day off in every six days for Police Officers or what it will do in relation thereto.


Board of Selectmen.


Article 4. To see what sum the Town will vote to appropriate from available funds and transfer to the special Drainage Construction Ac- count, or what it will do in relation thereto.


Special Drainage Committee.


Article 5. To see what sum the Town will vote to appropriate from available funds and transfer to Water Department Maintenance and Construction Account, or what it will do in relation thereto.


Board of Public Works.


Article 6. To see if the Town will vote to accept the report of the Board of Public Works upon the laying out as a public highway of a private way known as Lewis Street under the provisions of law auth- orizing the assessment of betterments, such highways being laid out in accordance with plan duly approved by the Board of Survey and filed in the Office of the Town Clerk in accordance with statutory require- ments, and to see if the Town will accept the public way and to see what sum the Town will vote to appropriate from available funds for

the said laying out and construction of said way and transfer to the Lewis Street Extension Betterment Account.

Article 7. To see if the Town will vote to accept the gift of "Secretary" made by the late Clara Pierce for the Public Library and to authorize and empower the Trustees of the Public Library to sell said "Secretary" for the sum of $25.00 and to appropriate said sum for the purchase of books for the Library, such books to be inscribed as having been purchased in memory of the late Clara Pierce, and to ratify and confirm all previous action of the Trustees in connection with the acceptance and sale of the gift of the "Secretary" or what it will do in relation thereto.

And you are directed to serve this warrant by posting an attested copy thereof in at least ten public places in the Town not less than seven days prior to June 23, 1941 the date set for the meeting in said warrant and to publish this warrant in the Reading Chronicle one day at least prior to said date. Article 1. On motion of Carl W. Goodridge it was voted to lay Article 1 on the table.


Article 2. On motion of Gardner G. Long it was voted that a com- mittee of fifteen members be and hereby is established for the purpose of studying and investigating the matter of the development of the low cost houses in the Town, such committees to consist of two members of the Planning Board, two members of the Board of Public Works, two members of the Finance Committee, one member of the Municipal Light Board, one member of the Board of Assessors, one member of the Welfare Board, one member of the Board of Selectmen, one mem- ber of the School Committee, such members to be designated and ap- pointed by their respective Boards and Committees, and a Builder, Real Estate Operator, Banker, and Architect to be appointed by the Modera- tor, within ten days from date of this meeting; such committee shall report at the next annual town meeting or at any special meeting to be held prior thereto the results of its study and investigation with defi- nite recommendations as to what action, if any, it deems necessary and proper in the premises for the best interests of the Town, together with all the necessary details to carry such recommendations into effect.
