SPECIAL TOWN MEETING
Memorial High School
January 26, 1959
The meeting was called to order by the Moderator, Kenneth C. Latham, at 8:00 P. M.
The invocation was given by Reverend John Snook, Jr. of the Methodist Church.
The warrant was partially read by the Town Clerk when, on mo- tion of Lawrence Drew, it was voted to dispense with further reading of the warrant, except the Constable's Return, which was then read by the Town Clerk.
ARTICLE 1. The report of the Junior High School Building Com. mittee was read by Lawrence A. Partelow.
On motion of Oliver G. Brown it was voted that Report be accepted as a report of progress and placed on file.
On motion of Lawrence Drew it was voted that Article 1 be laid on the table.
ARTICLE 2. Lawrence A. Partelow moved that the sum of One Million, Three Hundred Twenty Thousand Dollars ($1,320,000.00) be raised and appropriated for the purpose of constructing a new Junior High School Building on land owned by the Town situated on the north- erly side of Birch Meadow Drive and for originally equipping and fur- nishing the said building; and to meet said appropriation Seven Hun- dred Fifty-five and 16/100 Dollars ($755.16) be appropriated by trans- ferring said sum from the Post War Rehabilitation Fund, the sum of Two Thousand Six Hundred Forty-one and 28/100 Dollars ($2,641.28) be appropriated by transferring said sum from the Real Estate Account, and the sum of Sixteen Thousand Six Hundred Three and 56/100 Dollars ($16,603.56) be appropriated by transferring said sum from Surplus Revenue, and the Town Accountant be and he hereby is authorized and empowered to transfer said sums aggregating Twenty Thousand Dol- lars ($20,000.00) to carry out the purpose of this vote, and that the Town Treasurer, with the approval of the Selectmen, be and he hereby is authorized to borrow the sum of One Million Three Hundred Thou- sand Dollars ($1,300,000.00), Six Hundred Thousand Dollars ($600,000.00) to be borrowed in excess of the statutory limit as authorized under Chap- ter 645 of the Acts of 1948, as amended by Chapter 528 of the Acts of 1950, and Seven Hundred Thousand Dollars ($700,000.00) to be bor- rowed within the statutory limit under authority of Chapter 44 of the General Laws, and to issue Bonds or Notes of the Town for the said One Million Three Hundred Thousand Dollars ($1,300,000.00) payable in accordance with the provisions of said Chapter 44 of the General Laws so that the whole loan shall be paid in not more than twenty (20) years from the date of issue of the first Bond or Note or at such earlier time as the Treasurer and Selectmen may determine, and said Bonds or Notes shall be signed by the Treasurer and countersigned by the Se- lectmen, and the Junior High School Building Committee established under the vote of the Town at the Annual Town Meeting held on March 25, 1957, is hereby authorized to proceed with the construction of the

said Building and to enter into all contracts and agreements in respect thereto and to do all other acts and things necessary or proper for carry- ing out the provisions of this vote.
On motion of Robert M. Graham it was voted to take Roll Call vote.
Vote 85 Yes 78 No
This motion was lost since a two-thirds vote is required by law. On motion of Lawrence Drew it was voted to take Article 1 from the table.
Lawrence A. Partelow moved that the Junior High School Building Committee be dismissed.
This motion was lost.
On motion of William H. Diamond it was voted that the Junior High School Building Committee, in its next report, supply a more detailed break-down on the propositions studied.
On motion of Lawrence Drew it was voted that Article 1 be indefi- nitely postponed.
On motion of Lawrence Drew it was voted to adjourn, sine die, at 11:45 P. M.
165 Town Meeting Members were present.

Pursuant to the warrant and the Constable's Return thereon, a Town Election was held at the time and places specified in the War- rant and was called to order by the Wardens, in the precincts as fol- lows:

who then partially read the Warrant, when on motion of Thomas R. Browne, Precinct 1; Arthur L. Harris, Precinct 2; William F. Jones, Precinct 3 and John J. Walsh, Precinct 4, it was voted to dispense with the further reading of the warrant except the Constable's Return, which was then read by the Wardens in charge.
The ballot boxes were examined by the Warden in charge and each found to be empty and all registered 000.
