REPORT OF THE BOARD OF SELECTMEN - 1960

Year after year the annual Town Report mentions the contributions to the Town by unpaid dedicated townspeople. Usually reference is made to these fine people at the end of the Selectmen's report as a sort of after thought. However, the Selectmen recognize that in our type of government scores of unpaid people are essential to the existence of the Town. This is not mere lip service by those of us who are aware of the service rendered and sacrifice made by our unpaid fellow workers, but a serious reminder to us all that there are still civic minded people. There are about thirty boards and committees staffed by unpaid townspeople. The total man hours of work involved is tre- mendous. This is Democracy at its best. The Selectmen salute them all.


Taxes are always with us and have been since the dawn of civiliza- tion. Taxes are the price of civilized society. Population growth, demands for a better life through improvements in the various aspects of health education, safety, care for the aged and ill, preservation of the natural beauties and resources of the community are all involved in the tax structure of our Town. How many of these benefits are desired and how elaborate or simple are the demands of the public, of course, determine the tax rate. At each Town Meeting the voters determine the amount of money the Town shall spend. These votes are the basis for the tax rate. Of course the citizens must depend on their elected and appointed officers for guidance. From intimate knowl- edge of the facts, the Selectmen wish to assure the citizens of Reading that the various Town boards give careful study to the importance and need for any request for tax money. The various boards and officers of the Town should be and do expect to justify the call for the expenditure of money for any project. It is our opinion that the various boards and officers of the Town have and are doing a thorough and faithful job in setting before the townspeople what they think are the essential needs for conducting the Town affairs in a proper manner.


The year 1960 saw not only the usual in Reading, and what may be considered as the normal, but also the unusual as seen in various projects undertaken.


Through the purchase of the railroad station from the Boston and Maine, Reading has gone into the real estate business to some extent. The Selectmen are in the main against the Town's becoming a landlord. However, the purchase of the railroad station and surrounding property was necessary to protect the interests of the Town and especially the commuters. The purchase of the station and adjoining land was rela- tively inexpensive, but the negotiations for the purchase were involved and long drawn out. Through the maze of court and D.P.U. negotia-

tions, the Selectmen were guided by the wise and efficient advice of the recently retired Town Counsel, Mr. Carl Amon, and his able suc- cessor, the present Town Counsel, Mr. J. Warren Killam, Jr. This is one unusual project with which the Town will not again be faced.


As this is being written, the Selectmen were notified that the new pumper for the Fire Department was on its way to Reading. When this piece of fire apparatus becomes a working part of our protection system, the Town will be well protected from serious destruction by fire.


Another unusual development this year was the creation by Town Meeting vote of the new Conservation Commission. In brief, the object of this Commission is the preservation of the natural resources of the community, streams, wild life, beauty spots, trees and other natural endowments. Efficient work by this Commission should make the Town more attractive and a better place to live. The Commission will need money to operate. However, any money spent by the Commission will be under the State's matching fund program.


The new police call system and switch board at the Police Station has been put into operation by the New England Telephone and Tele- graph Company. This system adds to the safety of the Town and is far superior to the old discarded system which was so frequently in- operative.


The Selectmen learn from the Building Inspector's office that there has been a decrease of 31.5% in home building in 1960 over 1959 and 8.3% decrease over 1958. What this means in terms of growth is prob- lematical. It may mean that Reading is reaching the saturation point in home building for some time to come. There are undoubtedly other reasons for this slow-down. There were a total of 100 building permits for dwellings granted in 1960. There were 4868 homes in Reading on January 1, 1960.


The Town Building, Police and Fire Stations, as well as the Com- munity Center, are now in good condition inside and out. No large expenditures are noted for the immediate future.


In a recent New York Times article, Nathan M. Pusey, President of Harvard College was quoted as saying,


"Government to be effective demands an understanding, coop- erative relationship among men of various educational back- grounds and experience to mount a constructive unified attack on the policy and administrative problems which the special- ists and the general administrator and politician are together called to solve."


Two years ago, 1959, the Board of Selectmen had a similar thought which was stated as follows:


"This past year the Selectmen have tried to coordinate the efforts of the various boards and departments in a manner that will benefit the Town by giving maximum results at minimum expense. This attempt at coordination has taken the form of

probing discussions between the various board chairmen to familiarize the chairmen of the plans and objectives of the other boards. The Finance Committee, which is always present at these conferences, is thus able to gain a comprehensive view of the things ahead. Thus more expeditious and effective results can be obtained."


The Selectmen have had limited success with this venture. They feel that the philosophy indicated should be further explored and the idea more strongly implemented. Would it be a good idea to have more solid and comprehensive meetings of the heads of various boards at more frequent intervals? The Selectmen think it would be. It might even be a good idea to have an early fall report to the towns- people outlining at least the major problems ahead, so that at the Annual Meeting the voters will have had time for a more thorough look at these problems of operating their Town.
