SPECIAL TOWN MEETING


Memorial High School


February 8, 1960


The meeting was called to order by the Moderator, Kenneth C. Latham, at 8:10 P. M.


The invocation was delivered by Rev. Herbert A. Jerauld.


The warrant was partially read by the Town Clerk, Boyd H. Stewart, when on motion of Lawrence Drew it was voted to dispense with further reading of the warrant except the Constable's Return which was then read by the Town Clerk.


On motion of Lawrence Drew it was voted that Article 1 be laid on the table.


ARTICLE 2. On motion of Domenick Zanni, Jr. it was voted that the sum of Eleven Thousand Dollars ($11,000.00) be transferred from Surplus Revenue and the sum of One Hundred Thousand Dollars ($100,000.00) be raised and appropriated from the tax levy, and that said sums aggregating One Hundred Eleven Thousand Dollars ($111,000.00) be appropriated for the construction of sanitary sewers, sewerage work and other sewerage facilities, such sum to be expended by and under the direction of the Board of Public Works in such loca- tions as the Board of Public Works may deem advisable and that the Town Accountant be and he hereby is authorized and instructed to transfer said sum to carry out the purpose of this vote.


ARTICE 3. On motion of Domenick Zanni, Jr. it was voted that the sum of Three Hundred Thousand Dollars ($300,000.00) be raised and ap- propriated for the purpose of constructing filter beds and buildings for pumping stations and for original pumping station equipment and to meet said appropriation the Treasurer, with the approval of the Select- men, be and he hereby is authorized, to borrow Three Hundred Thousand Dollars ($300,000.00) under authority of Chapter 44 of the General Laws and to issue bonds or notes of the Town therefore payable in not more than twenty (20) years from the date thereof or at such earlier date as the Treasurer and Selectmen may determine, and said bonds or notes shall be signed by the Treasurer and countersigned by the Selectmen and the Board of Public Works is hereby authorized to proceed with the construction of filter beds and buildings for pumping stations and the purchase and installation of original pumping station equipment, and to enter into all contracts and agreements in respect thereto and do all other acts and things necessary and proper for carry out the provisions of this vote.

Pursuant to the warrant and the Constable's Return thereon, a Town Election was held at the time and places specified in the Warrant and was called to order by the Wardens, in the precincts as follows:

ARTICLE 2. It was moved by George R. Larson, Chairman of the Finance Committee, that its report under Article 4, Public Works De- partment, Page 10, be amended by striking out the amounts for Snow and Ice Removal as follows:

PROGRESS REPORT or the BUILDING CODE STUDY COMMITTEE


The Building Code Study Committee has held fourteen (14) meet- ings during the past year, and has made substantial progress in draft- ing recommended changes in the Town Building Code.


The Committee proposes to continue its work.

On motion of Lawrence Drew it was voted that report be accepted as a Report of Progress.


On motion of Lawrence Drew it was voted to place Article 2 on the table.


ARTICLE 3. On motion of Lawrence Drew it was voted that there be and hereby is established a Special Committee to be known as the "Swimming Pool Study Committee" for the purpose of studying all mat- ters relating to the construction of a swimming pool and operation thereof in the Town, said Committee to consist of seven citizens of the Town appointed by the Board of Selectmen.


ARTICLE 3. On motion of Lawrence Drew it was voted that there be and hereby is established a Special Committee to be known as the "Fire Protection Facilities Study Committee" for the purpose of study- ing all matters relating to fire protection facilities in the northern area of the Town, including the construction of a new fire station for that area, said Committee to consist of five citizens of the Town appointed by the Board of Selectmen, with at least one member from each of the four precincts of the town.


On motion of Lawrence Drew it was voted to place Article 3 on the table.

On motion of Lawrence Drew it was voted to take Article 22 up.


ARTICLE 22. Rudolf Sussmann moved that the provisions of Sec- tion 85E of Chapter 32 of the General Laws of the Commonwealth of Massachusetts relating to the Retirement and Pensions of permanent members of the Police and Fire Departments, be and the same hereby are accepted.


This motion was lost.


On motion of Lawrence Drew it was voted to take up Article 25.


ARTICLE 25. On motion of W. Kenneth Holbrook it was voted that the motion now on the floor be amended as follows:


Delete all portions of said motion which are concerned with the proposed position of Administrative Assistant.

ARTICLE 25. On motion of William F. Murphy, as amended by W. Kenneth Holbrook it was voted that Schedule A, Job Classifications, of Article XVIII-A of the General By-Laws of the Town relating to the Wage and Hour Classification Plan, be and the same hereby is amended in the following manner:


Add to the Public Works Department after the Classification of Rodman the following new Classification:


METER SUPERVISOR


Under the direction of the Superintendent supervises all activities of the meter program and employees assigned thereto. Is responsible for reading, removing, repairing, testing and installing meters. Respon- sible for maintenance of all necessary records.


Amend Section 4, Public Works Department, of the Salary & Wage Schedule by establishing the hourly and weekly minimum and maximum rates for the new Job Classification of Meter Supervisor as follows:
