SPECIAL TOWN MEETING


Memorial High School


May 25, 1960


The meeting was called to order by the Moderator, Kenneth C. Latham, at 8:00 P. M.


An invocation was given by the Moderator, Kenneth C. Latham,


The warrant was partially read by the Town Clerk when, on motion of Lawrence Drew, it was voted to dispense with further reading of the warrant except the Constable's Return which was then read by the Town Clerk.


On motion of Lawrence Drew it was voted to place Article 1 on the table.


ARTICLE 2. On motion of Lawrence Drew it was voted that the Selectmen be and they are hereby authorized and instructed to execute, acknowledge and deliver in the name and behalf of the Town an instrument releasing the restriction that appears in a deed dated December 27, 1951, and recorded Middlesex (So. Dist.) Deeds Book No. 7852 Page 26, Rec. January 11, 1952, from the Town of Reading to Robert M. Graham and Hermeana E. Graham, said Restriction ap- pearing therein as follows:


"This conveyance is made subject to the restriction that no prin- cipal building shall be erected upon the granted premises unless there be provided for such building a lot area of not less than 10,000 square feet and a frontage of not less than eighty feet on Hancock St. Extension."


ARTICLE 3. On motion of Lawrence Drew it was voted that the sum of One Thousand Four Hundred Ninety Dollars ($1,490.00) be raised and appropriated for the purchase from the Boston and Maine Railroad of the following described premises on such terms and condi- tions as the Selectmen may determine and as more particularly set out in an agreement between the Boston and Maine Railroad and the Town of Reading dated February 15, 1960 and in accordance with Chapter 165 of the Acts of 1960;


The land with the buildings thereon, situated in Reading, Mid- dlesex County, Massachusetts, bounded and described as follows:


Beginning at a stone bound at the intersection of the Southeasterly side line of Woburn Street and the Northeasterly side line of Lincoln Street;


Thence N. 68° 24' 00"E., a distance of 150.38 feet to a point;


Thence turning and running S. 47° 00' 00"E. along the side line of High Street, a distance of 1,155.85 feet to a point at the intersection of High Street and Washington Street;


Thence turning and running N. 86° 05' 20" W. along the side line of Washington Street a distance of 174.51 ft. to a point;


Thence turning and running N. 47° 00' 00" W. along the side line of Lincoln Street, a distance of 575.04 feet to a point;


Thence N. 53º 14' 44" W., still along the side line of Lincoln Street, a distance of 237.29 feet to a point;

Thence N. 47° 00' 00" W., still along the side line of Lincoln Street, a distance of 274.00 feet to the point of beginning of this description.


Said above-described parcel contains 3.04 acres more or less.


And that the Selectmen be and they are hereby authorized, em- powered and instructed to execute, acknowledge and deliver in the name and behalf of the Town such instruments and convenants as may be necessary to carry out the terms of the agreement dated February 15, 1960 and Chapter 165 of the Acts of 1960 and that the Selectmen be and they are hereby authorized and instructed to ex- ercise the option as set out in the aforementioned agreement before July 1, 1960.

ARTICLE 4. On motion of Donald E. Florence it was voted that the sum of Three Hundred Forty-nine Dollars and forty-seven cents ($349.47) be transferred from the Mineral Street Bridge Repairs Salaries account and the sum of Two Dollars and Seventy Cents ($2.70) be transferred from the Mineral Street Bridge Repairs Expense account and the sum of Twelve Thousand Six Hunded Forty-seven Dollars and eighty-three cents ($12,647.83) be transferred from Surplus Revenue Account and that the aggregate sum in the amount of Thirteen Thou- sand Dollars ($13,000.00) be appropriated for the purpose of repairing, rebuilding or remodeling the bridge over the Boston and Maine Rail- road tracks at Mineral Street and that the Town Accountant be and he hereby is authorized and instructed to make such transfers.


ARTICLE 5. On motion of Donald E. Florence it was moved that the sum of Nine Thousand Dollars ($9,000.00) be raised from the tax levy and appropriated for the purpose of constructing a sidewalk adjacent to and abutting the bridge over the Boston and Maine Rail- road tracks at Mineral Street.

ARTICLE 6. On motion of Robert N. Chanonhouse it was voted that the sum of Forty-five Hundred Dollars ($4,500.00) be transferred from Surplus Revenue Account and appropriated for expenses of the Swimming Pool Study Committee, including architectural, engineering and printing services; for transportation, postage and other in- cidental expense, and that the Town Accountant be and he hereby is authorized and instructed to make such transfer.


On motion of Lawrence Drew it was voted to take Article 1 from the table.


On motion of Lawrence Drew it was voted that Article 1 be indefinitely postponed.


On motion of Lawrence Drew it was voted to adjourn sine die at 9:00 P .- M.

Beginning at the intersection of the Northeasterly side line of Woburn Street and the Southwesterly side line of High Street;


Thence S. 68° 24' 00" W., along the side line of Woburn Street, a distance of 22.10 feet to a point;


Thence N. 46° 47' 20" W., a distance of 390.59 feet to a point;


Thence N. 43° 12' 40" E., a distance of 20.00 feet to a point on the Southwesterly side line of High Street;


Thence S. 46° 47' 20" E., along the said Southwesterly side line of High Street, a distance of 400.00 feet to the point of beginning of this description.


Said above described parcel contains 0.18 acres more or less. 122 Voted in the affirmative

ARTICLE 3. On motion of Lawrence Drew it was voted that the Selectmen be and they are hereby authorized, empowered and in- structed to sell for such sums and on such terms and conditions as they shall determine one 11/2 ton chassis 1932 Chevrolet Model No. NB Serial No. 3141380, Engine No. 2NB035-876 now out of service of the Fire Department, proceeds to the Town Treasury Surplus Revenue Ac- count, and to execute, acknowledge and deliver all instruments neces- sary to effect such sale.

SPECIAL TOWN MEETING


October 24, 1960


The meeting was called to order by the Moderator, Kenneth C. Latham, at 8:00 P. M.


The invocation was given by Herbert A. Jerauld.


The warrant was partially read by the Town Clerk when, on motion of Lawrence Drew, it was voted to dispense with further reading of the warrant except the Constable's Return which was then read by the Town Clerk.


ARTICLE 1. COMMITTEE ASSIGNMENT


At the adjourned Annual Town Meeting held March 28, 1960, it was voted: That there be and hereby is established a Special Committee to be known as the "Committee to Determine Personnel Needs of the Board of Selectmen" for the purpose of studying the need for an Administrative Assistant or other personnel changes and additions for the Board of Selectmen and any increase in the number of members of the Board of Selectmen, said Committee to consist of three citizens of the Town to be appointed by the Moderator and to report not later than October 15, 1960.


RECOMMENDATIONS:


1. That the three man Board of Selectmen be retained.


2. That the Board of Selectmen employ a full time secretary.


STUDY and FINDINGS:


During the months of April, May and June, your committee has held many meetings and has consulted with many citizens, among them being the present and past Boards of Selectmen, Town Ac- countant, Town Counsel. We have also visited with the Selectmen of neighboring towns. In this way we believe we have secured first hand information, experiences, suggestions and recommendations.


Our town like a great many others, has had a rapid growth during the past few years and has of necessity increased the work load of many of our Town Officers. The Town of Needham in 1959 made a survey of 59 Towns regarding the number of persons on the Boards of Selectmen and reported as follows:

If any conclusion is to be arrived at from the basis of these statistics, and our own investigations, it would seem that as the towns grow, the number constituting the Board of Selectmen also has a tendency to grow. Some of our neighboring Town Boards that have increased from three to five members have all indicated that the increase has resulted in a better allocation of the work, provided a broader viewpoint, and given a greater depth of experience. A 3-year term seemed to predominate which concluded that it was more important for Selectmen to stay in office for a sufficient period so that the town could benefit from the knowledge and experience they would gain by longer service. However, the real test is not the number of members but the calibre of the man in office.
