ARTICLE 4. On motion of Lawrence Drew it was voted that the sum of Forty Thousand Two Hundred Eighty-Nine and 83/100 dollars ($40,289.83) be raised and appropriated for all insurance except Group Insurance of Town Employees.

The meeting was called to order by the Moderator, Kenneth C. Latham at 8:00 P. M.


The invocation was given by Msgr. William F. Reilly.


The warrant was partially read by the Town Clerk when, on motion of Lawrence Drew, it was voted to dispense with further reading of the warrant except the Constable's Return which was then read by the Town Clerk.


ARTICLE 1. On motion of Lawrence Drew it was voted to place Article 1 on the table.


ARTICLE 2. On motion of Lawrence Drew it was voted that the provisions of Chapter 165 of the Acts of 1960, an Act authorizing the Town of Reading to purchase or take by eminent domain for any public purpose including the construction and maintenance thereon of a pub- lic waiting room, public parking area, a public storage building, and related facilities, the land with the buildings thereon now owned by the Boston and Maine Railroad and located on the southwesterly side of High Street, and containing approximately three acres, and bounded by High Street, Woburn Street, Lincoln Street and Washington Street, said land being shown on a plan entitled "Compiled Plan of Reading Railroad Station Area, Reading, Massachusetts, December, 1955" by Board of Public Works, James T. Putnam, Superintendent, said plan being on file with the Town Clerk, be and the same hereby are accepted, and the Board of Selectmen are hereby authorized to enter into all contracts and agreements for the purpose of acquiring title to the afore- said land.

ARTICLE 4. On motion of Philip O. Ahlin, Jr. it was voted that there be included in the tax levy, for electricity used for street lights, the sum of Twenty-two Thousand Dollars ($22,000.00) and that said sum and the income from sales of electricity to private consumers and for electricity supplies to municipal buildings, and for municipal power, and from sales of appliances and jobbing during the current fiscal year be appropriated for the Municipal Light Plant, and that the sum of Twelve Thousand Dollars ($12,000.) be appropriated from the said re- ceipts of the department for the sale, installation and servicing of mer- chandise, equipment, utensils, and chattels, as provided in Section 34 of Chapter 164 of the General Laws, said appropriations to be expended by the Manager of the Municipal Lighting Plant under the direction and control of the Municipal Light Board, for the expense of the plant, including payments of Bonds and Notes, the sale, installation and serv- icing of merchandise, equipment, utensils and chattels, as defined in Chapter 164, Section 57 of the General Laws, or any amendments thereof or addition thereto, and that if said sum of Twenty-two Thousand Dollars ($22,000.00) and said income shall exceed said expense for said fiscal year, such excess up to the amount of 212% of the primary cost of Plant and General Equipment as of December 31st of the preceding year plus 10% of the net profit for the preceding year as defined in Chapter 164 of the General Laws, such amount shall be paid into the Town Treasury, and the balance, if any. shall be transferred to the Construction Fund of said Plant and appropriated and used for such additions thereto as may thereafter be authorized by the Municipal Light Board.


ARTICLE 4. On motion of Preston F. Nichols it was voted that the sum of Two Hundred Fifteen Thousand Dollars ($215,000.00) be raised and appropriated for Maturing Debt, not including light and water, as follows:

ARTICLE 4. On motion of George R. Larson it was voted that the sum of Twenty-five Thousand Dollars ($25,000.00) be appropriated by transferring said sum from the Overlay Surplus Reserve Fund to the Reserve Fund, and that the Town Accountant be and he hereby is authorized and instructed to transfer said sum to carry out the purpose of this vote.

ARTICLE 5. On motion of Preston F. Nichols it was voted that the Town Treasurer be and he hereby is authorized with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1961, and to issue a note or notes therefor, payable within one (1) year, and to renew any note or notes as may be given for a period of less than one (1) year in accordance with Section 4 and 17 of Chapter 44 of the General Laws.


ARTICLE 6. On motion of Preston F. Nichols it was voted that the sum of Two Hundred Dollars (200.00) be raised and appropriated for the purpose of foreclosing in the land court pursuant to provisions of Section 65 of Chapter 60 of the General Laws, the right of redemption to any and all real estate taken by the Town for non-payment of taxes.


ARTICLE 7. On motion of Preston F. Nichols it was voted that the sum of Three Thousand Dollars ($3,000.00) be transferred from Sur- plus Revenue and appropriated for the maintenance of various streets previously constructed under Chapter 90 of the General Laws; and that the further sum of Twenty-two Thousand Five Hundred Dollars ($22,500.00) be transferred from Surplus Revenue and appropriated for the construction under Chapter 90 of the General Laws of a portion of West Street from Summer Avenue to the Wilmington-Reading town line, provided however, that such sums received as reimbursement from the Commonwealth of Massachusetts and County of Middlesex shall be credited to Surplus Revenue, and that the Town Accountant be and he hereby is authorized and instructed to transfer said sums to carry out the purpose of this vote.

ARTICLE 8. On motion of Lawrence Drew it was voted that the Board of Selectmen be and they hereby are authorized and empowered to sell or exchange upon such terms and conditions as they may deter- mine, the two (2) 1959 Ford Police Cruising Cars used by the Police Department, and the sum of Three Thousand Dollars ($3,000.00) to- gether with the proceeds from such sale or exchange be raised and appropriated for the purchase of two (2) new Cruising Cars for the Police Department.


ARTICLE 9. On motion of Lawrence Drew it was voted that the Board of Selectmen be and they hereby are authorized and empowered to sell or exchange upon such terms and conditions as they may deter- mine, the 1956 Chevrolet Sedan used by the Fire Department, and the sum of Nineteen Hundred Dollars ($1900.00) together with the proceeds from such sale or exchange be raised and appropriated for the purchase of a new automobile for the Fire Department.


ARTICLE 10. On motion of Ronald A. Winslow it was voted that the sum of Two Thousand Two Hundred Fifty Dollars ($2,250.00) be raised and appropriated for the purchase of uniforms for members of the Police Department.


ARTICLE 11. On motion of Ronald A. Winslow it was voted that the sum of One Thousand Two Hundred Dollars ($1,200.00) be raised and appropriated for the purchase of uniforms for members of the Fire Department.


ARTICLE 12. On motion of Lawrence Drew it was voted that the sum of Twenty-five Thousand Dollars ($25,000.00) be transferred from the Stabilization Fund and appropriated for the purchase of a new fire truck equipped with a one-thousand gallon per minute pumping engine, and that the Town Accountant be, and he hereby is, authorized and instructed to transfer said sum to carry out the purpose of this vote.

ARTICLE 13. On motion of Rudolf Sussmann it was voted that the sum of One Thousand Dollars ($1,000.00) be raised and appropriated for the further development and maintenance of the Town Forest.


ARTICLE 14. On motion of Ronald A. Winslow it was voted that the sum of Thirteen Hundred Dollars ($1,300.00) be raised and appro- priated for the care of Veteran's graves as provided by Section 9 of Chapter 115 of the General Laws.


ARTICLE 15. On motion of Lawrence Drew it was voted that the sum of Sixty-three Hundred Dollars ($6,300.00) be raised and appro- priated for the rental of a helicopter and for labor and material used in connection therewith for spraying trees in the Town by the Moth Department.


ARTICLE 16. On motion of Rudolf Sussmann it was voted that the sum of One Thousand Six Hundred Dollars ($1,600.00) be raised and appropriated for Civil Defense, which appropriation is to be added to the previous appropriation for Civil Defense.

ARTICLE 24. On motion of Lawrence Drew it was voted that the General By-Laws of the Town be amended by inserting after Article XVIII-A the following new Article XVIII-B.


ARTICLE XVIII-B


Physical Qualifications for Town Employees.


General physical qualifications for employment by the Town may be prescribed by the Board of Selectmen. Additional special physical qualifications for a particular position may be prescribed by the officer or board having authority to employ, subject to the approval of the Board of Selectmen.


This By-Law shall not apply to elected offices or members of the Police Department who have passed civil service examinations.


Section 1. Every person hereafter employed by the Town except (a) elected officials, (b) members of the Police Department who have passed an examination by the Civil Service Commission, and (c) occa- sional or substitute employees shall first be certified by a physician, approved by the Board of Selectmen, as physically fit and without congenital or chronic disease or disability that could interfere with reasonably continuous performance of the duties of the position and also that the applicant conforms to the particular requirements of the position, if there are any such in force. This by-law shall include all employees of the Municipal Light Department.


Section 2. The cost of all examinations under this by-law shall be paid in full by the Town Department to which the application for em- ployment is made.


Section 3. The regularly appointed school physician is approved for examination of School Department employees.


Section 4. The examination shall be recorded on a prescribed form, and the details shall, subject to the provisions hereof, be confidential to the applicant and the examiner. The record in a sealed envelope, shall be deposited with the Board of Selectmen or Contributory Retire- ment Board for safekeeping, the contents subject to future reference only by a physician designated by the Board of Selectmen or Contribu- tory Retirement Board or School Committee.

Section 5. The examiner shall file with the Board of Selectmen, the Town department under which the applicant is to be employed, and the Town Accountant a certificate of findings in accordance with Section 1, or a statement that the prospective employee does meet the required physical standards.


Section 6. The medical examiner may request clinical consulta- tion or laboratory work beyond that specified in the examination form, if in his opinion such information is necessary or advisable.


Section 7. A reasonable interval shall be allowed between the time of examination and certification or rejection for the purpose of allowing the applicant to effect such correction as would make him employable under the regulations.


Section 8. If rejected, the applicant shall be informed by the medical examiner of the cause or causes of his rejection. Appeal from the findings of the medical examiner may be made in writing to the Board of Selectmen, or, in the case of employees in the School Depart- ment, to the Chairman of the School Committee, one other member of the School Committee to be appointed by the School Committee and the Superintendent of Schools sitting as a Board of Appeals, within one week of the filing of the results of the examination. This appeal shall specifically authorize the medical examiner to disclose the details of the physical examination to the Board to which the appeal is taken, which may then order such further examination as they deem advisable, and the Board's decision shall be final.


Section 9. The record of the examination shall include a report of an X-Ray of the lungs by a recognized Roentgenologist, hospital, labo- ratory or clinic. It shall also include the information that a Hinton or similar blood test has been done by a recognized qualified laboratory. In the event of a positive blood test, the medical examiner shall allow a reasonable interval during which the applicant may undertake treat- ment satisfactory to the examiner and sufficient for his safe employ- ment.
