SPECIAL TOWN MEETING
Memorial High School
February 18, 1963
The meeting was called to order by the Moderator, Kenneth C. Latham, at 8:00 P.M.
The invocation was given by Rev. Paul E. Sheldon.
The warrant was partially read by the Town Clerk when on motion of Ronald A. Winslow it was voted to dispense with further reading of the warrant except the Constable's return, which was then read by the Town Clerk.
ARTICLE 1. The following report was read by William F. Murphy, Chairman, Personnel Board:
On motion of Robert M. Graham it was voted that the Personnel Board be instructed to bring into the annual or special town meeting within a year from this date, administrative, interpretive and applicable regulations of the Classification Plan.
Under Section 1 of Article XVIIIA, it is stated that there shall be established in the Town an official classification plan for positions in the service of the Town, classifying certain employees, other than those filled by popular election and those under the direction and con- trol of the School Committee, into groups and classes doing substantial- ly similar work or having substantially equal responsibilities. Like- wise under Section 15, it is stated that every fifth year the Personnel Board shall review the Schedule and make such recommendations for revisions and amendments to the Schedule as they may determine.
In the Special Town Meeting of February 12, 1962, the Personnel Board followed these instructions, modifying classifications as request- ed by certain department heads and also reviewing the wage and salary schedule.
On motion of Ronald A. Winslow it was voted that the report be accepted as a report of progress and placed on file.
ARTICLE 1. The following report was read by C. Dewey Smith, Chairman, Planning Board:
Report of Public Hearing
On January 15, 1963, at 8 P.M., your Planning Board held a Public Hearing in the Reading Community Center concerning a proposed sign ordinance for the Town of Reading. The Hearing was well attend- ed and there was considerable discussion concerning the proposal.
A representative of the Chamber of Commerce registered their op- position and further opposition was voiced by many of those present. The general feeling was the ordinance as proposed was too restrictive, however, there seemed to be a pretty general agreement the Town of Reading should adopt a less restrictive ordinance governing the regu- lation and use of signs in the Town as, at present, there is no such ordinance in effect.

The Chamber of Commerce offered their services in an effort to work out an ordinance that would be acceptable to all that will be affected by it. The Hearing was adjourned after a request by those in attendance to poll the group. This was done and practically everyone present regis- tered opposition to the amendment to the Zoning By-Law as proposed.
The Planning Board subsequently discussed the Hearing and agreed they would not go forward and place the article on the Town Warrant to be acted upon by the Town Meeting Members, rather they would ac- cept the offer of the Chamber of Commerce. To this end, discussion was held with the Chamber of Commerce, and a letter written soliciting their assistance. As a result, on February 19, 1963, the Planning Board will meet with the representatives of the Chamber of Commerce. It is hoped this meeting will be the beginning of a series that will culminate in an ordinance satisfactory to everyone concerned and one that will be to the benefit of the Town of Reading.
