ARTICLE 1. MAJORITY COMMITTEE REPORT
The desired change may be accomplished by petitioning the Gen- eral Court for amendment of Section 3 of the special enabling act creating limited form of town meeting for Reading, amending the figure appearing therein of 180 to read 204.
The net result of the study and upon which the majority base their opinion for a desired increase from the existing 180 membership to 204,

or approximately a 13 per cent increase in the elected representatives, is as follows:
35 towns use limited form of town meeting.
Their membership ranges from 50 to 436, including ex-officio mem- bers. Note: Smaller memberships coincide with Town Manager form of government; for example: Saugus, 50 members, Danvers 101 members.
25 of the 35 towns have larger membership than Reading.
Of 11 Town Clerks reporting that they favored decreased member- ship, it is interesting to note that they all have more membership than Reading at 180 presently, or the proposed 204, plus ex-officios. Also the two Town Clerks reported favoring increase in membership have presently 186 and 200 members respectively.
The mean average of membership in limited town meeting, in- cluding ex-officio, is 235 members.
The general enabling act calls for 240 members. Note: 2 towns have accepted this.
Ex-officio membership ranges from 0 to 35. Reading's is 20.
Since 1959, Reading has had contests in all precincts each year. Mean average of 21-plus candidates yearly for each precinct.
Received approximately 5 per cent returns on questionnaires from Reading citizens. Results favored increasing the membership; 162 to 124.
While it is the general consensus of the committee that the limited form of town meeting has on the whole worked beneficially for the town, nevertheless it is the opinion of the majority that the greater interest that can be stimulated in town affairs, the better government we will have. While it is not the desire to see the membership so many that it would be cumbersome, we feel the proposed increase will afford additional interest in the elections and in the membership. City type or manager form of government apparently requires lesser citizenship participation on the basis of membership. However, it is the feeling of the majority that in the Reading form of government, more citizens should be encouraged to participate.
Of our present membership, there is a make-up which, including ex-officio, comprises 64 Town Board members, either elected or ap- pointed; only 19 of these are ex-officio. There are 10 town employees serving as members. A limited increase in membership will broaden the scope of our meeting, still make it workable, but with a broader base.
The majority also feels that the limited form of town meeting affords a good baptism to town affairs for interested citizens, and from this position should come leaders for tomorrow.
The majority recommends that in the petitioning of the Legislature it should be requested that there not again be a complete turn over of membership such as was experienced in 1959, but that on the first

election the top 17 members in each precinct be elected for a three year term, two for a two year term, two for a one year term, and then 17 elected each year thereafter.

ARTICLE 1. MINORITY REPORT
The study which your committee has just completed has naturally focused attention on the origin and development of the town meeting function itself.
Reading's growth accelerated at an increasingly rapid rate until in 1943 a representative form of town meeting was adopted. Few citizens will challenge the wisdom or judgment of the change. This was not an impulsive action but the result of a careful, deliberate study by a committee or representative and respected citizens.
When the town accepted the principle of the new form of town meeting it also adopted certain features which are generally accepted as essential to the effective functioning of this type of town govern- ment. The number of elected town meeting members has no direct re- lation to either the population or the total number of registered voters in the town.
A report on the subject prepared by the Bureau of Research of the University of Massachusetts states the problem in simple terms - "So long as the people are fully represented by members for their voting precinct there is no apparent advantage in electing many members rather than a few." Our four precincts, balanced with equal represen- tation, meets that test.
The membership as it now exists permits meetings to be con- ducted in an orderly manner without unduly long deliberation and on the occasion of the annual elections permits a ballot short enough to be carefully studied and assure intelligent selections.
Many criticisms developed through our recent questionnaire can- not be validly applied to the question of the size of our town meeting as they are aimed principally at the arrangement of the names on the ballot or at the apparent difficulty in competing with candidates for re-election. The form of the ballot is prescribed by the General Laws and town elections follow time-honored procedures. The town has no authority in the matter.
Conscientious citizens should not be easily discouraged. When success finally rewards their efforts they should experience a much greater satisfaction and respect for the position than otherwise.
It is significant that out of thirty-five town clerks in towns having our form of government 21 recommended no change in the size of the meeting membership in their towns - 12 favored decreases and only 2 favored an increase. Watertown will vote next spring on the question of reducing the size of its meeting.

In our own citizen's poll about 300 answers were received which is less than 3 per cent of the number of registered voters. The majority favored an increase but in the case of candidates for town meeting membership the following was indicated:
Successful candidates favored retaining present figure 35 to 18. Unsuccessful candidates favored an increase 25 to 7.
It is to be assumed that the balance of our voters are either satisfied or disinterested.
Much thought was given by the original town study committee when preparing the petition which formed the basis for the enabling act creating Reading's town meeting and the size of the meeting was determined only after careful consideration. It is my sincere judgment that the foresight of that group has been confirmed by the experience of twenty years and that the greatest benefits will accrue and the maximum of efficiency be attained by continuing the membership of the meeting at its present number.

ARTICLE 27. On motion of Kenneth C. Latham it was voted that the Board of Selectmen be, and they hereby are authorized, empowered and instructed to petition the General Court to amend the enabling act creating the limited form of town meeting for the Town of Reading to authorize increasing the number of elected town meeting members from each precinct from forty-five (45) to fifty-one (51), for a total of two hundred and four (204) elected members.

ARTICLE 29. On motion of Ralph J. Bens, Jr., it was voted that the sum of One Thousand Six Hundred Forty-nine and 25-100 Dollars ($1,649.25) be transferred from the Swimming Pool Study Committee Expense account and appropriated for expenses of the Swimming Pool Building Committee, including architectural, engineering and printing services and other incidental expense, and that the Town Accountant be, and he hereby is authorized, empowered and instructed to make such transfer to carry out the purpose of this vote.
On motion of Ralph J. Bens, Jr., it was voted to take Article 1 from the table.
