RECORDS OF WARRANTS AND PROCEEDINGS OF TOWN MEETINGS, BIRTHS, MARRIAGES AND DEATHS, WITH STATEMENT OF MONEY PAID TO THE COUNTY TREASURER ON ACCOUNT OF DOG LICENSES.


TOWN WARRANT.


Commonwealth of Massachusetts,


Middlesex, ss.


To William E. Swain, Constable of the Town of Wilmington. Greeting :


In the name of the Commonwealth of Massachusetts and in the manner provided in Sect. 2, Art. 1, of the By-Laws, you are hereby directed to notify and warn the inhabitants of the town of Wilmington qualified by law to vote in town affairs to meet and assemble at the Town Hall on Monday, the second day of March next, at nine o'clock in the forenoon, the polls to be opened at ten o'clock A. M., "and may be closed at four o'clock P. M., for the election of officers," and to act upon the following articles, namely :-


Article 1. To elect by ballot a Moderator to preside at said meeting.


Art. 2. To bring in your votes on one ballot for three Selectmen, "who shall also act as Assessors and Overseers of the Poor," Town Clerk, Treasurer, Collector of Taxes, one School Committee for three years, Constable, Auditor, three Fence Viewers, one Cemetery Committee for three years, one Cemetery Committee for two years, also to vote upon the following question, viz .: Shall licenses be granted for the sale of intoxicating liquor in this town? Yes or No.


Art. 3. To choose all other necessary town officers for the year ensuing.


Art. 4. To hear reports of committees and act thereon.


Art. 5. To see how much money the town will vote to raise and appropriate for the support of schools, for school

books and supplies, for salary of School Committee, for salary of Superintendent of Schools, for highways, roads and bridges, for support of poor, for repairs of public buildings, for care and improvement of cemeteries, for support of Public Library, for police, for salary of town officers, for removing snow, for miscellaneous expenses, for printing, for notes payable, for interest, for state and county taxes, for outstanding indebt- edness, for abatement of taxes and military aid.


Art. 6. To see how much money the town will raise and appropriate for the observance of Memorial Day, and determine how the same shall be expended.


Art 7. To see what method the town will adopt for the collection of taxes and determine the compensation of the Collector.


Art. 8. To see if the town will authorize the Treasurer, under the direction of the Selectmen, to borrow money in anticipation of taxes.


Art 9. To see if the town will vote to raise and appro- priate a sum of money for the purpose of improving the sol- diers' lot.


Art. 10. To see if the town will vote to build a new Town Hall and choose a building committee with full power to act, or do anything in relation to the same.


Art. 11. To see if the town will vote to instruct the Collector of Taxes to sell at public auction the land held by the town "beyond the redemption period" which has been sold for taxes by former Collectors.


Art. 12. To see if the town will take any action in regard to reserving the waters of Silver Lake for municipal purposes, or do anything in relation to the same.


Art. 13. To see if the town will vote to instruct the Board of Selectmen to confer with the management of the Boston & Northern Street Railway Co. in reference to the granting of free transfers from any part of Wilmington to Tewksbury Centre, and returning fom Tewksbury Centre to any part of Wilmington on the line leading from Reading to Billerica.

Art. 14. To see if the town will take any action in regard to the observance of Old Home Week, or do anything in re- lation to the same.


Art. 15. To see if the town will vote to accept the list of Jurors as revised by the Selectmen.


Hereof fail not and make due return of this Warrant with your doings thereon to the Town Clerk at time and place of said meeting.

TOWN MEETING.


RECORD OF PROCEEDINGS OF THE ANNUAL TOWN MEETING HELD MARCH 2, 1903.


In accordance to the directions of the foregoing warrant, the voters assembled on the above date; the votes taken as t declared by the Moderator are as follows :-


The meeting was called to order by the Town Clerk, the Warrant read, and Article one taken up.


Art. 1. Chester W. Clark was elected Moderator, the vote being taken by ballot and the check list being used.


Art. 2. The Moderator examined the ballot box which was found empty, the register indicated 000, the box was locked and the key delivered to the Constable. The Ballot Clerks and Tellers having been sworn by the Moderator, the official ballots were delivered to the Ballot Clerks, a receipt for the same being taken by the Town Clerk. The Moderator announced that the polls for the election of officers were open and that balloting might proceed, under this article later on it was voted that the polls for the election of officers be closed at 4.15 o'clock p. m. At the appointed time the Moderator declared the polls closed. The names checked upon the lists numbered one hundred and fifty-four, and the ballots as counted from the ballot box numbered one hundred and fifty-four, and the register also indicated one hundred and fifty-four.

Art. 4. The Chairman of the Selectmen reported in regard to the vote of the town at the November meeting, instructing the Selectmen to petition the General Court for permission to incur indebtedness beyond the limit fixed by law for the purpose of building a new Town Hall. Also on the vote in regard to replacing the town clock in the tower of the Congre- gational Church.


The following report was submitted by the Committee on the building of a new Town Hall.


To the Citizens of Wilmington :-

The Committee appointed at the last annual town meeting herewith submit the following report:


The Committee have held many meetings during the year, have visited town halls and public buildings in and out of the state, and have received eight sets of competitive plans for a new hall. From these we have selected the set submitted by Mr. Penn Varney of Lynn as being the most suitable for this town. We have consulted a contractor and builder of good reputation and have gone over with him all the plans, particu- larly the set selected.


In conclusion we recommend the building of a new Town Hall after Mr. Varney's plan, as we feel sure a building of this kind will add much to our town and supply a long felt need for many years to come.

Motion made that all the reports as printed, and those orally made be accepted.


After considerable discussion on the High School question, on motion, Mr. Cragin, Supt. of Schools was accorded the privilege of the floor to address the meeting on the subject. At the conclusion of the debate, Rev. Walter H. Rollins presented the following amendment: "That the motion be amended by inserting after the word printed," and before the words "and those orally" the following words: Excepting that part of the School Committee's report relating to the subject of the education of High School pupils in the schools of other towns. As amended the motion was declared carried by the Moderator.


Art. 5. The following appropriations were voted:

An amendment was made to the original motion that $200 be appropriated of the above amount for teaching drawing, but on request of the mover of the amendment "by unanimous consent" he was allowed to withdraw the same.


Highways, Roads and Bridges $1800 00 Repairs of Public Buldings. Motion made that $1000 be raised and appropriated. Amendment made that $500 be added to the original amount for the purpose of making an addition to the North School House. As amended the motion was carried making the amount $1,500 00

On motion of Mr. Frank E. Millett, $1200 was appropriated from the Town Treasury to pay the salary of Town Officers.


For removing snow it was voted to pay for the same from the Street Railway Tax.

On motion of Mr. Charles J. Sargent, it was voted that the unexpended balances from last year's appropriations be appropriated from the Treasury to pay miscellaneous expenses for the current year, amounting to $687.34.

Art. 6. For the observance of Memorial Day ... 125 00 And that the same be expended by a Committee appointed by the Moderator, who named the following gentlemen: Levi Swain, Rev. Walter H. Rollins and Horatio G. Littlefield.


On motion is was voted that the Selectmen be authorized to use any money remaining in the Treasury from appropria- tions not used in full, "after the purposes for which the money was raised have been accomplished," to pay any liabilities in- curred for other objects in excess of appropriations.


Art. 7. Motion made that we pay 1 1-2 per cent. for col- lecting the taxes of the present year. Amendment made that 2 per cent. be paid. The amendment prevailed, and 2 per cent. was voted.


Art. 8. Voted that the Treasurer be authorized under the direction of the Selectmen to borrow money in anticipation of taxes of the present municipal year, and to be expressly payable therefrom within one year from the incurrence of the same. The vote on the same was unanimous.


Art. 9. On motion of Rev. Walter H. Rollins it was voted that the sum of $100 be raised and appropriated for the im- provement of the "Soldiers' Lot," the same to be expended under the direction of a committee of three to be appointed by the Chair, said committee to be instructed to carry on a correspondence with the Secretary of the Navy or some such

official, to see if the town may receive the gift of either cannon or cannon balls, and report on same to the town at some future meeting. The Moderator appointed the following gentlemen on the committee: Arthur T. Bond, John W. Hath- away and Howard M. Horton.


Art. 10. Motion made and voted that the vote when taken be by yea and nay, and that the check list be used. A supple- mentary motion by the mover of the original motion that the cost of said Hall shall not exceed $30,000. By unanimous consent it was admitted so as to read as follows :- That the town build a new Town Hall and that the cost of the same shall not exceed $30,000, and that a building committee be chosen with full power to act in relation to the same. The vote on being taken was as follows :- Yes, 39; No, 70; and the Moderator declared the motion not carried.


The following motion was then submitted: That the town vote to build a Town Hall; that it decide the amount it will raise and apply to that purpose, also in deciding on site and furnishing complete; that it appoint a building committee of five, one from each of the five sections of the town with full powers. On motion it was voted that all action on said motion be indefinitely postponed.


Art. 11. Voted that the Collector of Taxes be instructed to sell at public auction the land referred to in the article.


Art. 12. Voted to pass the Article.


'Art. 13. Voted that the Board of Selectmen be instructed to comply with the request contained in the Article.


Art. 14. Voted to pass the Article.


Art 15. William L. Kelley asked to have his name taken from the Jury List. His request was granted. The name of Joseph M. Foley was substituted. As then revised it was accepted.

On motion it was voted to reconsider the motion made and carried under Article 9 of the Warrant. Voted that said motion be amended by striking out the words "and report on same to the town at some future meeting." As amended the original motion was then carried.


After the declaration of the vote for town officers under Article 2 of the Warrant by the Moderator, and the sealing of the ballots and check lists, it was voted to dissolve the meeting.

Art. 1. To elect by ballot a Moderator to preside at said meeting.


Art. 2. To see if the town will increase the amount appropriated at the annual town meeting, March 2, 1903, "as a part of the appropriation for the improvement and repairs of public buildings," for an addition to the North School House.


Art. 3. To see if the town will vote to appropriate $25.000 for the purpose of purchasing a site and building a new Town Hall, and appoint a building committee of five, or do anything in relation to the same.


Art. 4. To see if the town will vote to borrow the sum of $25,000 for the purpose of purchasing a site and building the Town Hall "referred to in Art. 3," and issue bonds, notes or

script therefor, and establish a sinking fund for payment of same, also choose a Sinking Fund Commission, all in accord- ance with Chapter 27 of the Revised Laws, or do anything in relation to the subject.


Art. 5. To see if the town will vote to have the office of Trustee of the Public Library placed upon the official ballot.


Hereof fail not and make due return of this Warrant with your doings thereon to the Town Clerk at time and place of said meeting.

The meeting was called to order by the Town Clerk, the Warrant read, and Article 1 in regard to the election of Mod- erator was then acted upon. John W. Hathaway was elected.


Art. 2. Motion made to pass the Article. Amendment made calling for the appointment of a committee to consider the matter of building a new school house and report at a future meeting. Point of order raised that under the Article no such action could be taken. The Moderater decided the point well taken, and ruled the amendment not in order. The motion was then acted upon, and it was voted to pass the Article.


Art. 3. Voted to pass the Article on a standing vote. 80 yea; 32 nay.


Art. 4. Voted to pass the Article.


Art. 5. Voted that the names be placed upon the official ballot.


Voted to dissolve the meeting.

Art. 1. To elect by ballot a Moderator to preside at said meeting.


Art. 2. To see if the town will vote to purchase a site and erect a new school house thereon for the accommodation of that section of the town north of the Town Hall, choose a building committee for that purpose and appropriate money therefor, or do anything in relation to the same.


Art. 3. To see if the town will provide the money that may be appropriated under Article 2, by borrowing the same; and if so, to dertermine the length of time of the loan and arrange for the payment of the same, or do anything in re- lation to the subject.


Art. 4. To see if the town will vote to reconsider the vote passed at the annual meeting, March 2, 1903, whereby it was voted to raise and appropriate $1,500 for repairs of

public buildings, $500 of which was for making an addition to the North School House, or do anything in relation to said appropriation.


Art. 5. To see if the town will vote to increase the amount appropriated at the annual town meeting, March 2, 1903, for police, for the purpose of having an officer on duty Saturday evenings and Sundays through the summer months, or do anything in relation to the subject.

RECORD OF PROCEEDINGS.


The Warrant was read by the Town Clerk, and Art. 1,. in regard to the election of Moderator acted upon. Chester W. Clark was elected Moderator by ballot.


Art. 2. On motion made by Mr. Wm. E. Gowing, it was voted that the town build a four-room school house north of the Town Hall.


Motion made that a committee of five be selected, with authority to purchase a site and build thereon said school house. The motion was carried.


Motion made that a committee of three be appointed to retire and bring in a list of nominations for said building com- mittee. The motion was carried. The Moderator appointed Joseph Stack, Eugene G. Shaw and Arthur O. Buck as said committee, who retired and submitted the following list of names: William E. Gowing, Charles J. Sargent, Howard M. Horton, Joseph Stack and Chester W. Clark. Mr. Clark de- clined and the Committee substituted the name of James E. Kelley. The list as revised was presented to the meeting and unanimously elected as building committee.


Motion by Mr. Arthur T. Bond "that the town appropriate the sum of ten thousand dollars for the purchase of land, and the building and furnishing of the four-room school house that the town has voted to erect. Unanimously carried.
