Art. 3. Motion made that the Chair appoint a committee of three to present a proper motion or motions for action under the Article. Supplementary motion that the Moderator be added to said committee. Motion carried The Chairman named as said committee, John W. Hathaway, Howard M. Horton and James E. Kelley, who with the Chairman prepared and presented the following motions .-

First. That the town provide for raising the sum of ten thousand dollars, appropriated under Article 2 of this Warrant, by borrowing the same, or by a sale of its bonds, notes or scrip, as hereinafter provided, the debt to be payable in ten years, with interest payable semi-annually at a rate not exceeding four per centum, per annum and by issuing therefor or making sale of either bonds, notes or scrip, according to the discretion of the Selectmen, the same to be signed by the Treasurer and countersigned by a majority of the Selectmen.
On the foregoing motion forty-four voted in the affirmative and none in the negative.
Second. That the town provide for liquidation of the debt to be incurred in raising the ten thousand dollars men- tioned in the vote just taken under this article by establishing a sinking fund in accordance with the provisions of Chapter 27 of the Revised Laws, to be used for no other purpose than the payment of such debt, and that the town annually raise by taxation and contribute thereto not less than eight per cent. of the principal in any year, and raise the interest on said debt annually and pay the same semi-annually.
On the foregoing motion forty voted in the affirmative and none in the negative.
Third. That the town choose by ballot three Sinking Fund Commissioners to have charge of the sinking fund provided for under this article.
The foregoing motion was carried.
Fourth. That the Chair appoint a committee of three to retire and bring in a list of nominations for Sinking Fund Com- missioners.
The motion was carried and the Chair appointed as such committee, Herbert N. Buck, Walter G. Frazee and Caleb S. Harriman.
The said committee having conferred together reported the following nominations for Sinking Fund Commissioners, to wit: For three years, Frank E. Millett; for two years, John T. Wild; for one year, Edward N. Eames.

The meeting then proceeded to ballot for the election of Sinking Fund Commissioners. All the ballots cast were for the persons nominated by said committee and they were de- clared elected, namely, Frank E. Millett for three years, John T. Wild for two years, and Edward N. Eames for one year.
Art. 4. Motion made that the vote referred to in the article be reconsidered. Motion was carried.
Motion made that $1,000 be raised and appropriated for repairs of public buildings. Moderator decided that the motion was not in order.
Motion made to reconsider the vote by which the original motion was amended by adding $500 thereto. Motion was carried. The question was then taken on the amendment and declared in the negative. The question then recurred on the original motion, which was carried, and $1,000 for repairs of public buildings was voted.
Art 5. No action on the Article taken.
Motion made that the meeting adjourn, which was carried.

In the name of the Commonwealth of Massachusetts, and in the manner provided in Sect. 2, Art. 1, of the By-Laws, you are hereby directed to notify and warn the inhabitants of the Town of Wilmington qualified by law to vote in town affairs, to meet and assemble at the Town Hall, on Monday, the thirteenth day of July, 1903, at 7.45 o'clock p. m., to act upon the following articles, namely :-
Art. 1. To elect by ballot a Moderator to preside at said meeting.
Art. 2. To see if the town will vote to purchase fire apparatus, with all the necessary appliances, or do anything in relation to the same.
Art. 3. To see if the town will vote to authorize 'the; Selectmen, to borrow on the town's note, a sum of money sufficient to pay for the fire apparatus, etc., referred to in Article 2, or do anything in relation to the same.
Hereof fail not and make due return of this Warrant with your doings thereon to the Town Clerk at time and place of said meeting.

RECORD OF PROCEEDINGS.
Meeting at the appointed time was called to order by the Town Clerk, the Warrant read and action under Article 1, for the election of Moderator called for.
Art. 1. John W. Hathaway was elected Moderator.
Art. 2. Motion made that the report of a Committee appointed at a citizens' meeting be heard. The motion was carried. Messrs. Charles B. Osbon, Milton T. Holt and Caleb S. Harriman reported what information they had obtained on the subject.
Motion made that the town purchase two Howe Com- bination Engines "No. 38;" sixteen hundred feet of 2-inch rubber lined hose; two combination hose and ladder wagons: hand chemicals and necessary appliances, and erect buildings for housing the same. Amended by adding the words, "also suitable wells and a proper system of fire alarm signals." The amendment was then read, and the meeting voted not to include wells and signals.
Motion that when the vote on the original motion be taken it be by a rising vote. Motion carried.
The motion was then read, and on a rising vote 40 voted in the affirmative and 1 in the negative. The Moderator de- clared the motion carried. After considerable discussion on who should purchase the apparatus, the following motion was made and carried, the check list being used and the vote being taken by yea and nay. Motion: That the town appropriate the sum of $2,500 for the purchase of the articles named in a previous motion, and that a committee composed of Charles

B. Osbon, Charles E. Carter, Charles J. Sargent, Caleb S. Harriman and Milton T. Holt be authorized to purchase the same at a cost not to exceed the sum of $2,500. An amendment was made that the committee act under the direction of the Selectmen. The amendment was voted down. The vote on the original motion was, yes, 42; no, 1.
Art. 3. Motioned: That the Selectmen be authorized to borrow the sum of $2,500, and to give for the same the note of the town, said note to be dated September 1st, 1903, and to be payable in ten annual payments of $250 each, with interest at a rate not to exceed five per cent. per annum.
The vote was taken by yea and nay, and the result was as follows: Yes, 25; no, 1.
Voted to adjourn.

The meeting was called to order by the Town Clerk, the Warrant read, and Article 1 taken up.
Art. 1. Chester W. Clark was elected Moderator, the vote being taken by ballot.
Art. 2. A motion was made and carried "that the petitioners for the meeting explain the object or reason for calling the same." No one responding the Chairman of the Building Committee gave the desired information. Two other members of the Committee spoke on the question, after which a motion was made that the sum of $2,500 be appropriated and added to the appropriation already made for purchasing a lot and building and furnishing a four-room school house. The motion was then put before the meeting, and the vote on the same was declared in the negative.
Motion made to adjourn, which was carried.

In the name of the Commonwealth of Massachusetts, and in accordance with the By-Laws, you are hereby directed to notify and warn the inhabitants of the Town of Wilmington qualified by law to vote in state and town affairs, to meet and assemble at the Town Hall, on Tuesday, the (3rd) third day of November next, "it being the Tuesday after the first Monday in said month, "at six o'clock in the forenoon, then and there to bring in their votes on one ballot to the Selectmen for Governor, Lieutenant-Governor, Secretary, Treasurer, Auditor, Attorney- General, Councillor, Sixth District; Senator, Sixth Middlesex District; two Representatives in the General Court, Twenty- seventh Middlesex District; County Commissioner, Middlesex; Register of Probate and Insolvency; Register of Deeds, North- ern District; County Treasurer; also to see if the town will vote to accept the provisions of Chapter 454, Acts of 1903. entitled, "An Act to Provide for Joint Caucuses or Primaries of all Political and Municipal Parties." Yes or no.
And you are further required by the authority aforesaid, to notify and warn the inhabitants aforesaid, to meet and assemble at the same place, on the same day, at ten o'clock a. m., to act upon the following articles, namely :-

At ten o'clock a. m., the hour named in the Warrant for the town meeting having arrived, the meeting was called to order by the Town Clerk, and the portion of the Warrant applying thereto read, and under Article 1, ballots for the election of Moderator were called for.
Art. 1. The first ballot resulted in a tie vote for Joseph Patchett and Warren Eames. On the second ballot Warren Eames was elected.

SELECTMEN'S REPORT.
To the Inhabitants of the Town of Wilmington :-
In submitting our report for 1903, we call your attention to the large amount paid for fighting fires. These fires caused a property loss of thousands of dollars, but with our fire apparatus and two fire companies we are now well protected.
Our streets are in the usual good condition. We have this year built Clark street, between Church street and Middlesex avenue, graded Cross street, and built some sidewalks, paying for the same from the Street Railway Tax.
By order of the County Commissioners, Middlesex avenue must be graded, and a sidewalk built its entire length before January 1, 1905. As this street extends from Main to Andover streets, a distance of two miles, the expense will be heavy, but can be taken from the Street Railway Tax.
Following is our account of expenditures in detail:
