RECORDS OF WARRANTS AND PROCEEDINGS OF TOWN MEETINGS, BIRTHS, MARRIAGES AND DEATHS, WITH STATEMENT OF MONEY PAID TO THE COUNTY TREASURER ON ACCOUNT OF DOG LICENSES.
TOWN WARRANT
Commonwealth of Massachusetts,
Middlesex, ss.
To William E. Swain, Constable of the Town of Wilmington :- Greeting :
In the name of the Commonwealth of Massachusetts, and in the manner provided in Sect. 2, Art. 1 of the By-Laws, you are hereby directed to notify and warn the inhabitants of the Town of Wilmington qualified by law to vote in town affairs to meet and assemble at the Town Hall on Monday, the sixth day of March next, at nine o'clock in the forenoon, the polls to be opened at ten o'clock a. m., "and may be closed at four o'clock p. m. for the election of officers," and to act upon the following articles, namely :
Art. 1. To elect by ballot a Moderator to preside at said meeting.
Art. 2. To bring in your votes on one ballot for three Select- men "who shall also act as Assessors and Overseers of the Poor," Town Clerk, Treasurer, Collector of Taxes, one School Committee for three years, Constable, Auditor, three Fence Viewers, one Cemetery Committee for three years, one Sinking Fund Commis- sioner for three years, one Sinking Fund Commissioner for two years, two Trustees of the Public Library for three years ; also to vote upon the following question, viz : "Shall license be granted for ' the sale of intoxicating liquors in this town? Yes or No."
Art. 3. To choose all other necessary town officers for the year ensuing.
Art. 4. To hear reports of Committees and act thereon.
Art. 5. To see how much money the town will vote to raise

and appropriate for the support of schools, for school books and supplies, for salary of Superintendent of Schools, for salary of School Committee, for highways, roads and bridges, for the support of the poor, for repairs of public buildings, for care and improve- ment of cemeteries, for support of the Public Library, for police, for salary of town officers, for printing, for outstanding indebted- ness, for notes payable, for interest, for removing snow, for miscel- laneous expenses, for military aid, for abatement of taxes, for Fire Department, and for state and county taxes.
Art. 6. To see how much money the town will raise and appropriate for the observance of Memorial Day, and determine how the same shall be expended.
Art. 7. To see what method the town will adopt for the col- lection of taxes and determine the compensation of the Collector.
Art. 8. To see if the town will authorize the Treasurer, under the direction of the Selectmen, to borrow money in anticipation of taxes.
Art. 9. To see if the town will raise and appropriate the sum of one hundred and fifty dollars for the purpose of building an addition to the Library building under the direction of the Library Trustees, or do anything in relation to the same.
Art. 10. To see if the town will take any action in regard to celebrating the one hundred and seventy-fifth anniversary of the incorporation of the town, or do anything in relation to the same.
Art. 11. To see if the town will take any action in regard to the observance of Old Home Week, or do anything in relation to the same.
Art. 12. To see how much money the town will raise and appropriate to suppress the gypsy and brown tail moths, or do any- thing in relation thereto.
Art. 13. To see if the town will amend its by-laws by striking out the whole of Section 12, of Article 1, and inserting in place thereof, the following words and figures to wit :-
"Sect. 12. A contract or appropriation involving an expendi-

ture of a sum exceeding two hundred dollars shall not be made, except at the annual town meeting, unless the affirmative vote thereon shall be equal in number to one-fourth of all the registered voters of the town."
Art. 14. To see if the town will raise and appropriate the sum of two hundred and fifty dollars for the payment of final claims on the Whitefield School building.
Art. 15. To see if the town will vote to transfer such trust funds as are held in trust for the Public Library to the care and control of the Trustees of said Library, or do anything in relation to the same.
Art. 16. To see what action the town will take in regard to the purchase of an additional pair of horses for the use of the High- way and Fire Departments.
Art. 17. To see what action the town will take in regard to the improvement of Church street, and determine the amount of money to be expended thereon.
Art. 18. To see if the town will instruct the Selectmen to pay the employes of the Highway Department weekly, or do anything in relation to the same.
Art. 19. To see if the town will accept the list of jurors revised by the Selectmen.
Hereof fail not and make due return of this warrant with your doings thereon to the Town Clerk at time and place of said meeting.

TOWN MEETING
Record of Proceedings of the Annual Town Meeting, held March 6, 1905
In accordance with the directions of the foregoing Warrant, the voters assembled on the above date; the votes taken as de- clared by the Moderator are as follows :
The meeting was called to order by the Town Clerk, the Warrant read, and Article 1 taken up.
Art. 1. Hon. Chester W. Clark was unanimously elected Moderator, the vote being taken by ballot, and the check list being used.
Art. 2. The Moderator examined the ballot box, which was found empty, the register indicated 000, the box was locked and the key delivered to the Constable. The Ballot Clerks and Tellers having been sworn, the official ballots were delivered to the Ballot Clerks, a receipt for the same being taken by the Town Clerk. The Moderator announced that the polls for the election of officers were open, and that balloting might proceed. Under this article later on it was voted that the polls for the election of officers be closed at 4.15 o'clock P. M. At the appointed time the Moderator declared the polls closed. The names checked upon the lists num- bered 192, and the ballots as counted from the ballot box num- bered 192, but the register indicated 193, one ballot having stuck in going into the box, which fact was reported to the Moderator and Clerk when it occurred.

Art. 4. Committee on the purchase and publication of Mr. Arthur T. Bond's History of Wilmington reported as follows :
To the citizens of the Town of Wilmington : - Upon confer-

ring with Mr. Bond, he exhibited to us memoranda of a large number of facts and records which he had collected, and stated that by the aid of such materials, he could produce a volume of perhaps eight hundred pages, covering the periods from about 1685 to the present time, in great detail. No history had been written by him, and we had to therefore deal, not with the merits of a literary pro- duction, but with the theoretical question of a book in prospect. We were impressed with the magnitude of the labor that must have been incurred in investigating and in securing the large amount of materials shown us; and we felt that the literary ability of the per- son proposing to write the history was a sufficient assurance that the proposed work would be one of great merit. We then con- sidered the practical question of its publication, and consulted a reliable publishing house. We found that the cost of manufactur- ing five hundred copies, including illustrations, would be about eighteen hundred dollars. Mr. Bond set his compensation, for writing the history and correcting the proof sheets, at nine hun- dred dollars, which would make a total cost for the five hundred copies of about twenty-seven hundred dollars. We leave the sub- ject in the hands of the town for such action as it may desire to take.

Mr. L. C. Swain, one of the committee on the revision of salary of town officers, reported that a meeting was called but he could not attend, so did not know what was done. After consider- able discussion on the printed report of assets and liabilities, on motion it was voted : that the interest on trust funds drawn and not used, as shown on page 80 of the printed reports, be redeposited in the Savings Bank to the credit of the respective funds on account of which the same was drawn. Motion made that the reports as submitted be accepted. Motion carried. Motion made and carried that the article be laid on the table. Later on it was taken from

the table and action on the only report presented by the revision of salaries committee acted upon as follows : Voted, that the salary of the chairman of the Selectmen be $200 and that the treasurer's salary be $100.
Action was also taken, after remarks by Mr. Bond, in regard to the proposed history of the town, as follows : Voted, that the same committee be continued and that they report at a future meeting to be called within three months.
Art. 5. Motion made by Mr. Herbert N. Buck that the amounts recommended by the Selectmen on page 66 of the printed report be raised and appropriated subject to amendment when presented to the meeting by the Moderator. Motion carried. Motion made that $6,700 be raised and appropriated for Schools, etc. Amendment : That the motion be amended by striking out the first three items and inserting in place thereof the following : For schools, including teachers' and janitors' pay, fuel and main- tenance, books and supplies, and salary of Superintendent, the last item of which having precedence in payment. $7,500 carried.
On motion of Mr. C. S. Harriman it was voted not to pay the School Committee any salary.

Repairs of Public Buildings. Amendment made by Mr. E. M. Nichols that $1,000 be raised and appropriated and that the Select- men be instructed to expend $500 on the buildings at the Town Farm in general repairs. Amendment carried. Voted $1,000.
For Cemeteries. That the sum of $250 be raised and appro- priated and that the Cemetery Committee be instructed to expend the sum of $25 respectively in caring for the old cemetery, westerly of Middlesex avenue, and the soldiers' lot out of the appropriation. Voted $250.

Art. 6. Motion made and voted that there be raised and appropriated for the observance of the day $125. Motion made and carried that a committee of three veterans of the War of the Rebellion be appointed by the chair to expend the same. Chair appointed Levi Swain, Henry W. Eames and Henry L. Bancroft. Mr. Bancroft declined and as a supplementary motion moved that any citizen be appointed by the Moderator. The motion was carried and J. Howard Eames was appointed.
Art. 7. Motion made that 2 per cent. be paid the Collector on all taxes collected. Amendment made that 2 per cent. be paid on all town taxes and one-half of one per cent. on the street railway tax. The amendment was lost and 2 per cent. was voted.
Art. 8. Motioned, that the Treasurer be authorized under the direction of the Selectmen to borrow money in anticipation of taxes of the present municipal year, to be expressly payable there- from within one year from borrowing the same. The vote was unanimous in the affirmative.
Art. 9. Motion made to pass the article. Decided in the negative. Motion made and carried that the town raise and appropriate $150 for the purpose of building an addition to the Library Building under the direction of the Library Trustees.
Art. 10. Motion by Mr. Rollins that the town celebrate the 175th anniversary of its incorporation, and that the sum of $400 be raised and appropriated therefor, and that a committee of five be appointed by the chair, two of whom shall be ladies to carry out the said purpose, with full authority. Amendment : that $300 be raised and appropriated. Amendment lost. The vote on the original motion was then taken and decided in the negative.

Art. 11. Voted, to pass the article.
Art. 12. Voted, to raise and appropriate $500.00, and that the same be expended in accordance to law.
Art. 13. Voted, to pass the article.
Art. 14. Voted, to raise and appropriate $250.00 for the pur- pose expressed in the article.
Art. 15. Motion that the town transfer trust funds in accord- ance with the terms of the article. The motion was lost.
Art. 16. Motion to raise and appropriate $500.00 for the pur- chase of an additional pair of horses for the use of the Highway and Fire Department. Decided in the negative.
Art. 17. Voted, that the Selectmen be instructed to improve said Church street by widening where necessary, rebuilding bridge near residence of John W. Perry, and building a sidewalk on the westerly side of said street, and to expend such sum as in their judgment is necessary therefor.
Art. 18. Voted, that the Selectmen be instructed to pay the employes of the Highway Department weekly.
Art. 19. Voted, to add four names in place of those who had been drawn since the list was revised. Names added to the list as follows : Eugene G. Shaw, Frank L. Eames, Herbert N. Buck, P. Francis McGrane. Mr. Harriman withdrew the name of J. Arthur Taylor, and on motion the name of Edgar S. Wells was added to the list. As thus revised it was accepted.
After a declaration of the vote for town officers, under article 2 of the Warrant, by the Moderator, it was voted to dissolve the meeting.

Art. 2. To hear the report of the committee in relation to the History of the Town of Wilmington and act thereon.
Art. 3. To see if the town will vote to authorize the Select- men to use any money remaining in the treasury from appropria- tions not used in full " after the purposes for which the money was raised have been accomplished, " to pay any liabilities incurred for other objects in excess of appropriations.
Hereof fail not and make due return of this Warrant with your doings thereon to the Town Clerk at time and place of said meeting.

RECORD OF PROCEEDINGS
The meeting was called to order by the Town Clerk, the warrant read and ballots for the election of Moderator under article one called for. Hon. Chester W. Clark was unanimously elected.
Art. 2. On motion made by Mr. Caleb S. Harriman, it was voted ; that, owing to the small attendance at the meeting, the Com- mittee be instructed to present their report at the annual meeting in March next.
Art. 3. Voted, that the Selectmen be authorized to use the money specified in the article for the purposes therein stated.
On motion it was voted the meeting be dissolved.

Art. 1. To elect by ballot a Moderator to preside at said meeting.
Art. 2. To see if the town will appropriate a sum of money to ventilate the High School building, in accordance with the requirements of the Massachusetts District Police.
Art. 3. To see if the town will appropriate a sum of money to improve the sanitary conditions of the Walker School building or do anything in relation to the same.
Art. 4. To see if the town will vote to borrow on its note a sum of money sufficient to meet the expenditures called for in the two preceding articles, or do anything in relation to the same.
Hereof fail not and make due return of this Warrant with your doings thereon to the Town Clerk at time and place of said meeting.

RECORD OF PROCEEDINGS
The meeting was called to order by the Town Clerk, the war- rant read and article one acted upon.
Art. 1. Frank L. Eames was elected Moderator by ballot.
Art. 2. The following motion was made by Mr. C. S. Harri- man : That the town of Wilmington ventilate the High School building in accordance with form No. 83 A. of the Mass. District Police. After the reading of a letter from the District Police Department and the form referred to in the motion, with informa- tion in regard to the estimated cost, the motion was put and declared in the affirmative.
