TOWN WARRANT


Special Town Meeting, January 18, 1915


COMMONWEALTH OF MASSACHUSETTS


Middlesex, ss.


To Walter A. Hill, Constable of the Town of Wilmington. Greeting:


In the name of the Commonwealth of Massachusetts, and in accordance with the By-Laws of said Town, you are hereby directed to notify the inhabitants of said Town, qualified by law to vote in Town affairs, to meet and assemble at the Town Hall in said Town on Monday, the eighteenth day of January current, at S p.m., to act upon the following articles, namely :


Article 1. To choose a Moderator to preside at said meeting.


Art. 2. To see if the Town will vote to authorize the Select- men to use any money remaining in the treasury from appro- priations not used in full (after the purpose for which the money was raised has been accomplished), to pay any liabilities in- curred for other objects in excess of appropriation.


Art. 3. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial

year beginning January 1, 1915, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year.


Art. 4. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to refund all or any portion of the loans issued in anticipation of taxes of the financial year ending December 31, 1914, and falling due in January, 1915, as provided for by Section 9, Chapter 719, Acts of 1913, as amended, any loan or loans issued under the authority of this vote to be paid from the taxes of the financial year 1914.


Hereof fail not and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of said meeting.

TOWN MEETING


Record of Proceedings of Special Town Meeting, January 18, 1915


The meeting was called to order by the Town Clerk, the Warrant read and Article 1 acted upon.


Article 1. Edward N. Eames was elected Moderator by ballot, the check list being used.


Art. 2. Moved: That the Selectmen be authorized to use any unexpended money remaining in the Treasury for the pur- pose as stated in Article 2. Voted in the affirmative.


Art. 3. Voted: That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1915, and to issue a note or notes therefor, payable within one ycar, any debt or debts incurred under this vote to be paid from the revenue of said financial ycar.


Art. 4. Voted: That the Treasurer, with the approval of the Selectmen, be and hereby is authorized to refund all or any portion of the loans issued in anticipation of taxes of the financial year ending December 31, 1914, and falling due in January, 1915, as provided for by Section 9, Chapter 719, Acts of 1913, as amended, any loan or loans issued · under authority of this vote to be paid from the taxes of the financial ycar 1914.

TOWN WARRANT


COMMONWEALTH OF MASSACHUSETTS

To Walter A. Hill, Constable of the Town of Wilmington, Greeting:


In the name of the Commonwealth of Massachusetts and in the manner prescribed in Section 2, Article 1, of the By- Laws of the Town of Wilmington, you are hereby directed to notify and warn the inhabitants of said Town, qualified by law to vote in Town affairs, to meet and assemble at the Town Hall on Monday, the first day of March next, at 6 o'clock in the forenoon, the polls to be opened at 6.15 a.m., and may be closed at 4 p.m., for the election of officers and to act on the following articles, namely:


Article 1. To elect by ballot a Moderator to preside at said meeting.


Art. 2. To bring in your votes on one ballot for three Selectmen, who shall also be Overseers of the Poor and Board of Survey, one Assessor for three years, Town Clerk, Treasurer, Collector of Taxes, Constable, three Fence Viewers, one School Committee for three years, two Trustees of Public Library for three years, one member of S. D. J. Carter Lecture Com- mittee for five years, one Tree Warden, one Trustee of Trust

Funds for three years; also to vote on the following questions, to wit: Shall license be granted for the sale of intoxicating liquors in this Town? " Yes or No."


At 10 o'clock in the forenoon to act on the following articles:


Art. 3. To choose all other Town Officers for the ensuing. year.


Art. 4. To hear the report of committees and act thereon ..


Art. 5. To see how much money the Town will vote to raise and appropriate for General Government, Protection of Life and Property, Health and Sanitation, Tree Warden, Forest Warden, Highways, Roads and Bridges, Poor, Dependent Widows and Soldiers' Relief, Schools and Maintenance, Library, Cemetery, Interest, Notes Payable, Abatement of Taxes, Street Lights, State and County Tax, Printing Town Reports,. Care of Town Clock, Contingent Fund, etc.


Art. 6. To see how much money the Town will vote to raise and appropriate for the observance of Memorial Day and to determine how the same shall be expended.


Art. 7. To see what method the Town will adopt for the collection of taxes and to provide for the compensation of the Collector.


Art. 8. To see if the Town will accept Beacon Street as laid out by the Selectmen as far as its junction with Belmont Avenue (so-called), on plan of Surburban Land Company, as a Town way, or do anything in relation thereto.


Art. 9. To see if the Town will vote to extend the street lights from Lake Street on Shawsheen Avenue to the residence of Martin Nee, or do anything in relation to the same.

Art. 10. To see if the Town will vote to extend the street lights on Woburn Street and Eames Street to the residence of I. E. Morse, or do anything in relation thereto.


Art. 11. To see if the Town will install street lights on Hopkins Street from Shawsheen Avenue to the Billerica line or do anything in relation to the same.


Art. 12. To see how much money the Town will raise and appropriate for the purchase of a stone crushing plant or do anything in relation to the same.


Art. 13. To see how much money the Town will raise and appropriate for the purchase of a steam roller or do anything in relation to the same.


Art. 14. To see if the Town will vote to raise and appro- priate the sum of fifteen hundred dollars to grade the grounds and walks around the New High School, or what they will do in relation thereto.


Art. 15. To see if the Town will vote to accept a strip of land from Mr. Charles Osbon, sixteen feet in width, and take a like amount from the High School lot to be laid out as a Town way the same to extend from Middlesex Avenue to the back line of said lot or do anything in relation thereto.


Art. 16. To see if the Town will accept Chapter 187, Acts of 1902, an act relative to the licensing of junk collectors, the same to be made a part of the Town By-Laws.


Art. 17. To see what action the Town will take in regard to equipping the fire department with automobile fire apparatus.

Art. 18. To see if the Town will vote to raise and appro- priate the sum of $2000 under Chapter 525, Acts of 1910, to be expended under the direction of the Massachusetts Highway Commission, or do anything in relation thereto.


Hereof fail not and make due return of this Warrant with your doings thereon to the Town Clerk at the time and place of said meeting.

TOWN MEETING


Record of Proceedings of the Annual Town Meeting, March 1, 1915


In accordance with the directions of the foregoing Warrant, the voters assembled on the above date. The votes as declared by the Moderator are as follows:


The meeting was called to order by the Town Clerk, and the Warrant read as far as Article 3. On motion it was voted to dispense reading the balance.


Article 1. Edward N. Eames was elected Moderator, the vote being taken by ballot and the check list being used.


Art. 2. The Moderator read Article 2 and then examined the ballot box, which was found empty, the register indicated 0000, the box was locked and the key delivered to the Constable. The Ballot Clerks and Tellers having been sworn, the official ballots were delivered to the Ballot Clerks, a receipt for the same being taken by the Town Clerk. The Moderator an- nounced that the polls for the election of officers were open and that balloting might proceed. Later on it was voted that the polls for the election of officers be closed at 4.15 p.m. At the appointed time the Moderator declared the polls closed.


The names checked upon the male lists numbered three hundred and four (304), and ninety-one (91) specials for " School Committee Only," and the ballots as counted from the ballot box numbered 304 regular and 91 specials, and the register indicated 395.

Art. 7. Voted: That the Town pay the Tax Collector two per cent of his collections as his compensation during the ensuing year, and that he collect the taxes according to law.


Art. S. Voted: To accept said street as laid out by the Selectmen as a Town way.


Art. 9. Voted: To extend five (5) lights from Lake Street on Shawsheen Avenue to residence of Martin Nee.


Art. 10. Voted: To extend six (6) lights on Woburn Street and Eames Street to residence of I. E. Morse.


Art. 11. Voted: To extend eight (S) lights on Hopkins Street from Shawsheen Avenue to Billerica line.


Art. 12. Motion made to pass the article. Voted in the negative. Motion made that a Committee of three appointed by the Moderator look into the matter and report at a meeting to be called not later than March 30, 1915. Motion carried, and the Moderator appointed as said committee, Herbert C. Barrows, Willie B. McIntosh and Arthur B. Eames.


Art. 13. On motion it was voted that the above committee consider the question and report at the same time named in Article 12.


Art. 14. Voted: To raise and appropriate the sum of $1500 to grade the grounds and walks around the New High School.


Art. 15. Voted: To accept a strip of land from Mr. Charles B. Osbon, 16 feet in width, and take a like amount from the High School lot, to be laid out as a Town way, the same to extend from Middlesex Avenue to the back line of said lot.

Kelley as Town Clerk, Surveyor of Wood, Bark and Lumber; Joseph Patchett as Tax Collector; Daniel T. Buzzell as Trustee of Public Library and member of the S. D. J. Carter Lecture Committee; Fred A. Eames as Treasurer; Oliver A. McGrane as Tree Warden; Dudley B. Purbeck as Trustee of Trust Funds; the ballots were sealed, countersigned and with check lists used turned over to the Town Clerk; the meeting then adjourned sine die.

In the name of the Commonwealth of Massachusetts and in the manner provded in Section 2, Artice 1, of the By- Laws of said Town, you are hereby directed to notify and warn the inhabitants of the Town of Wilmington, qualified by law to vote in Town affairs, to meet and assemble at the Town Hall on Wednesday, the thirty-first day of March current, at 8 p.m., to act on the following articles, namely :


Article 1. To elect by ballot a Moderator to preside at said meeting.


Art. 2. To hear the report of committees and act thercon.


Art. 3. To see if the Town will vote to instruct the Select- men to extend the street lights on Glen Road from residence of Luther Shattuck to Lubber's Brook.


Art. 4. To see what action the Town will take in regard to the heating apparatus in the former High School Building.

Art. 5. To see if the Town will vote to raise and appropriate the sum of five hundred and seventy-five (575) dollars for the purchase of a piano for the New High School Building or do anything in relation to the same.


Hereof fail not and make due return of this Warrant with your doings thereon to the Town Clerk at the time and place of said meeting.

TOWN MEETING


Record of Proceedings of Special Town Meeting, held March 31, 1915


The meeting was called to order by the Town Clerk, the Warrant read and Article 1 acted upon.


Art. 1. Edward N. Eames was elected Moderator by ballot, the check list being used.


Art. 2. The Committee on Fire Apparatus not being ready to report, Mr. H. C. Barrows reported for the Committee on the Stone Crusher and Road Roller as follows: That the Town could buy a Stone Crusher for the sum of $2281 complete, or without engine for $700 less, and on the following terms, viz: forty per cent or $912.40 this year and the balance on a town note, due May 1, 1916, without interest. And a Roller for $3150 to be paid in three equal annual payments of $1050 cach. On motion it was voted to appropriate $2281 to purchase a Stone Crusher on the terms above stated, viz: forty per cent to be raised this year and the balance by note payable May 1, 1916, without interest. On the part of the report in relation to the Road Roller, it was voted on motion, to pass the same.
