TOWN WARRANT
COMMONWEALTH OF MASSACHUSETTS
Middlesex, ss.
To Walter A. Hill, Constable of the Town of Wilmington. Greeting :
In the name of the Commonwealth of Massachusetts and in the manner prescribed in Section 2, Article 1, of the By-Laws of the Town of Wilmington, you are hereby directed to notify and warn the inhabitants of said Town, qualified by law to vote in Town affairs, to meet and assemble at the Town Hall on Monday, the fifth day of March next, at 6 o'clock in the forenoon, the polls to be opened at 6 o'clock a.m. and may be closed at 4 p.m. for the election of town officers and to act on the following articles, namely :
Article 1. To elect by ballot a Moderator to preside at said meeting.
Article 2. To bring in your votes on one ballot for three Selectmen, who shall also be Overseers of the Poor and Board of Survey, one Assessor for three years, Town Clerk, Treasurer,

Collector of Taxes, Constable, three Fence Viewers, one School Committee for three years, two Trustees of the Public Library for three years, one member of S. D. J. Carter Lecture Com- mittee for five years, one Tree Warden, one Trustee of Trust - Funds for three years; also to vote on the following questions, to wit: Shall licenses be granted for the sale of intoxicating liquors in this Town? "Yes " or "No "; and shall the pro- visions of Chap. 293, Acts of 1916, entitled “An Act to authorize the licensing by cities and towns of motor vehicles carrying passengers for hire," be accepted? "Yes" or "No"; and shall the provisions of Chap. 59, Acts of 1916, amending Chap. 284 of the General Acts of 1915, being an "Act relative to the holding of annual town meetings" be accepted? "Yes" or " No "; and shall the provisions of Chap. 153, Acts of 1916, being "An Act relative to the license fee for slaughter houses in towns having less than ten thousand inhabitants," be ac- cepted? " Yes " or "No "; and shall the provisions of Chap. 240, Acts of 1916, being an "Act relative to the hours of labor of public employees and persons employed on public works," be accepted? " Yes " or " No."
At 10 o'clock in the forenoon to act on the following articles:
Art. 3. To choose all other Town Officers for the ensuing year.
Art. 4. To hear the report of Committees and act thereon.
Art. 5. To see how much money the Town will vote to raise and appropriate for General Government, Protection of Life and Property, Health and Sanitation, Tree Warden, Forest Warden, Highways, Roads and Bridges, Support of Poor, Dependent Widows and Soldiers' Relief, Schools and Main- tenance, including Tuition at Vocational Schools; Library, Cemetery, Interest, Notes Payable, Street Lights, State and County Tax, Printing Town Reports, Care of Town Clock, and Contingent Fund, and Tax Abatements.

Art. 6. To see how much money the Town will vote to raise and appropriate for the observance of Memorial Day, and to determine how the same shall be expended.
Art. 7. To see what method the Town will adopt for the collection of taxes and to determine the compensation of the collector.
Art. 8. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money in anticipation of revenue of the present financial year.
Art. 9. To see what action the Town will take in relation to increasing the salaries of the Assessors.
Art. 10. To see if the Town will accept the sum of $100 from Nathan B. Eames, the income of said sum to be expended annually for care of his lot in the cemetery.
Art. 11. To see if the Town will authorize the Board of Selectmen to purchase a safe or other suitable fireproof recep- tacle for the storage of Town Records or what they will do in regard to the matter.
Art. 12. To see how much money the Town will raise and appropriate to waterproof the basement of the New High School, or what they will do in relation thereto.
*Art. 13. To see if the Town will vote to instruct the Select- men to install street lights on Thurston Avenue, or do anything in relation thereto,
*Art. 14. To see if the Town will vote to instruct the Select- men to install street lights on Parker Street, or do anything in relation thereto.

*Art. 15. To see if the Town will vote to instruct the Select- men to install street lights on Boutwell Street, or what they will do in relation thereto.
*Art. 16. To see if the Town will vote to instruct the Select- men to contract for street lights on Main Street from the Woburn line to the present lights.
*Art. 17. To see if the Town will vote to instruct the Select- men to contract for electric lighting of the streets daily between 5.30 o'clock a.m. and daylight during any part of the year, or what they will do in relation thereto.
*Art. 18. To see if the Town will petition the Director of the Bureau of Statistics for an audit of the accounts of the Town for the years 1912 to 1916, both inclusive, or do anything in relation thereto.
*Art. 19. To see if the Town will vote to sell the Town Farm and the personal property connected therewith, or lease the same or do anything in relation to the subject.
*Art. 20. To see if the Town will vote to adopt the so-called blanket form of policy of insurance of public buildings, or take any action or give any instruction to the Selectmen relating to the insurance of the buildings owned by the Town or any of said buildings.
Art. 21. To see if the Town will raise and appropriate the sum of $100 for the improvement of the fire-well near the High School, or do anything in regard to the same.
Art. 22. To see what action the Town will take in regard to the installation of heating and ventilating systems in the North, East, and West schools.

Art. 23. To hear the report of the School Board in regard to the transportation of scholars and act thereon.
*Art. 24. To see if the Town will vote to construct a side- walk on Clark Street from its junction with Main Street to Middlesex Avenue, or what they will do in relation thereto.
Art. 25. To see how much money the Town will raise and appropriate for the purchase of a steam roller, or what they will do in relation thereto.
Art. 26. To see how much money the Town will raise and appropriate for the erection of some suitable buildings for storage of Highway Department property, or what they will do in relation thereto.
Art. 27. To see what action the Town will take to raise and appropriate the sum of $125 for the George Washington Me- morial Building at Washington, D. C.
Art. 28. To see if the Town will vote to raise and appropriate the sum of $3,000 under Chap. 525, Acts of 1910, to be expended under the direction of the Massachusetts Highway Commission in the completion of the macadam on Lowell Street to the Reading Town line, or what they will do in relation thereto.
Art. 29. To see if the Town will vote to raise and appropri- ate the sum of $1,000 under Chap. 525, Acts of 1910, to be expended under State and County Supervision on Salem Street from the North Reading Town line westerly, or what they will do in relation thereto.

Art. 30. To see what action the Town will take in regard to the amendment or revision of certain By-Laws of the Town.
