January, February and March; after remarks by the chairman of the School Committee and several others, a vote was taken and declared in the negative by the Moderator. A motion was then made to indefinitely postpone further action. Voted in the affirmative. On motion it was then voted to take Article 5 from the table.
Art. 5. Mr. Howard M. Horton then made the following motion as an amendment to the recommendations of the Selectmen on the appropriations for schools, etc., that the Town appropriate $19,650 for the support of schools, including® salaries, books and supplies, repairs, fuel, furnishings, voca- tional schools, outside tuition, and outstanding indebtedness, including estimated receipts of $2,700. The vote on the same was in the affirmative. A vote was then taken on the original motion as amended and it was voted to appropriate $19,650, of which $16,950 is to be raised by taxation.
The following motion was presented by Mr. Harold Fay and with the Moderator's permission was laid before the meeting. Moved: That the School Committee be instructed to prepare first data showing the number of school children living outside a limit of one and one-half, two, two and one-half and three miles from each school of grade attended; second data showing number of wagon or auto routes “ supplementing present car lines " necessary to transport children living at said different distances from each school. Third data showing probable costs of transporting for four months per year, and for entire school year, of children living at said different dis- tances by each of the different routes, and different methods of transportation. Voted in the affirmative.

Art. 11. On motion it was voted to accept Veranda Street as laid out by the Selectmen according to the Silver Lake Park Plan.

Art. 13. On motion it was voted to fix the salary of the School Committee at $200 to be taken from the appropriation for Schools.
Art. 14. On motion it was voted to raise and appropriate the sum of $400.
Art. 15. On motion it was voted that a committee of three appointed by the Moderator look into the matter and report at a future meeting. The Moderator appointed as said Committee Herbert C. Barrows, Charles B. Osbon and Philip B. Buzzell.
Art. 16. Action taken previously at this meeting. On motion it was here voted to close the polls at 4 o'clock.
Art. 17. Moved by Mr. Herbert C. Barrows, that the Town appropriate $2,000 under Chapter 525, Acts of 1910, to be expended under the direction of the Massachusetts Highway Commission, $1,000 to be raised by taxation and $1,000 to be taken from the Street Railway and Excise Tax. Voted in the affirmative.

Special Town Meeting, November 14, 1916
COMMONWEALTH OF MASSACHUSETTS Middlesex, ss.
To Walter A. Hill, Constable of the Town of Wilmington, Greeting :
In the name of the Commonwealth of Massachusetts and in accordance with the By-Laws of said Town, you are hereby directed to notify and warn the inhabitants of said Town qualified by law to vote in Town affairs, to meet and assemble at the Town Hall on Tuesday the fourteenth day of November current, at 8 p.m., to act upon the following articles, namely :
Article 1. To choose a Moderator to preside at said meeting.
Art. 2. To see what action the Town will take in regard to draining the new High School lot, and in regard to raising and appropriating a sum sufficient to pay for such drainage.
Art. 3. To see if the Town will authorize its School Com- mittee to obtain legal advice as to the validity of and as to other matters in connection with the bonds now in the posses-

sion of the Town and covering the new High School building and to employ counsel to enforce the rights of the Town there- under, if any, and to see if the Town will raise and appropriate a sufficient sum to defray expenses incurred by said Com- mittee in carrying out either or both of the aforesaid purposes.
Hereof fail not and make due return of this Warrant with your doings thereon, to the Town Clerk at the time and place of said meeting.
Given under our hands and seal of said Town this sixth day of November, one thousand nine hundred and sixteen.

TOWN MEETING
Record of Proceedings Special Town Meeting November 14, 1916
Meeting was called to order at S p.in., by the Town Clerk, the Warrant was read and Article 1 acted upon.
Article 1. Edward N. Eames was elected Moderator by ballot, the check list being used.
Art. 2. Remarks by Philip B. Buzzell in relation to raising and appropriating money under the article; and in explanation of the calling of the meeting; also read a report by Clarence E. Carter, C. E., on several routes by which the lot could be drained; after which he made the following motion. Moved: That the Town adopt Plan C and B submitted by C. E. Carter, Engineer, for the purpose of draining the High School lot into the Church Street sewer, and that it authorize the construction of such a drain as is specified in said plan; such part of the construction as will be upon the lot or grounds connected with the High School to be under the supervision and control of the School Committee, and the rest of such construction to be under the supervision and control of the Board of Selectmen and that the Town Treasurer be and he hereby is authorized, empowered and instructed to borrow upon the credit of the Town such sum, not to exceed two thousand dollars, as may be necessary to complete such construction and to issue the note or notes of the Town therefor, to be signed by the Town Treasurer and countersigned by at least a majority

of the Selectmen; such note or notes to be for a term of not more than thirty years, and to comply in every respect with Chapter 719 of the Acts of 1913, and all other requirements of law relating to municipal indebtedness in this Common- wealth, which on being put to a yea and nay vote, the check list being used, resulted as follows; yes, nine (9), no, twenty-one (21), and the motion was declared not carried. A motion was then made by Mr. H. C. Barrows. Moved: That the Moderator appoint a committee to investigate the feasibility and probable expense of waterproofing the basement of the High School, and to report thereon to a meeting of the Town to be called for the purpose of taking action in relation thereto. Motion was adopted. The Moderator appointed the Select- men and School Committee as said Special Committee.
Art. 3. After some explanatory remarks by Mr. Philip B. Buzzell the following motion was submitted by him. Moved: That the School Committee be and it hereby is authorized, empowered and directed, upon the credit and at the expense of the Town, to obtain legal advice as to the validity of and as to other matters in connection with the bonds now in posses- sion of the Town and covering the new High School Building, and if it shall then appear that the Town has any rights in connection therewith, said Committee is hereby vested with full authority in its discretion to institute legal proceedings for the enforcement of such rights, upon the credit and at the expense of the Town as aforesaid. After some extended re- marks it was voted in the negative. On motion then it was voted to adjourn.
