TOWN WARRANT
To Harry J. Ainsworth, a Constable of the Town of Wilmington: Greeting :- In the name of the Commonwealth of Massachusetts and in the manner prescribed in the By-Laws of said Town, you are here- by directed to notify and warn the inhabitants of the Town qualified by law to vote in Town affairs to meet and assemble at the Town Hall on Monday the fourth day of March next at 9:45 o'clock in the forenoon, the polls to be opened at 10:00 A. M. and shall be closed at 8:00 P. M. for the election of Town Officers.
Article 1. To bring in your votes on one ballot for three Select- men, who shall also act as Board of Survey, One Assessor for three years; Town Clerk; Treasurer; Collector of Taxes; Constable; Board of Public Welfare, one member for a term of three years; two members of School Committee for three years; two Trustees of the Public Library for three years; one Trustee of Trust Funds for three years; one member of the S. D. J. Carter Lecture Committee for five years; one Water Commissioner for three years; one mem- ber of Planning Board for three years; one member of Planning Board for two years (to fill vacancy); Tree Warden; Moderator.
You are also hereby further required and directed to notify and warn the said inhabitants of the Town of Wilmington, who are qual- ified to vote on elections and Town affairs, therein to assemble sub- sequently and meet in Town Meeting at the Grange Hall, Wildwood Street, in said Town of Wilmington, on Monday, the eleventh day of March, A. D. 1935, at eight o'clock P. M., then and there to act on the following Articles:
Article 2. To choose all other Town Officers for the ensuing year.
Article 3. To hear the report of Committees and act thereon.
Article 4. To see how much money the Town will vote to raise and appropriate for the following items:

Article 5. To see if the Town will vote to raise and appropriate the sum of Two Hundred Fifty Seven Dollars Eighty Two Cents ($257.82) for the abatement of 1932 taxes and the sum of One Hun- dred Eighteen Dollars Sixty Seven Cents ($118.67) for the abatement of 1933 taxes. or do anything in relation thereto.
Article 6. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen. to borrow money from time to time in anticipation of the revenue of the financial year be- ginning January 1, 1935 and to issue a note or notes therefor, pay- able within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
Article 7. To see if the Town will vote to raise and appropriate the sum of Four Hundred Dollars ($400.00) for the observance of Memorial Day, and that the Moderator appoint a Committee who shall arrange and have charge of such observance, or do anything in relation thereto.
Article 8. To see if the Town will appropriate a sum sufficient to pay the County of Middlesex as required by law on account of assessments levied on the Town for its share of the principal of the Middlesex County Tuberculosis Hospital Funding Loan, Act of 1932 bonds maturing in 1935, issued in compliance with Chapter 10, Acts of 1932, also for any other indebtedness incurred and outstanding under said Chapter 10, also for the Town's share of the cost and in- terest on said bonds due in 1935, also for the care, maintenance, and repair of said hospital for 1934 and including interest on temporary notes issued therefor in accordance with sections of Chapter 111 of the General Laws applicable thereto, and for all other expenses in connection therewith, determine how money shall be raised, or in any way act thereon.

Article 9. To see if the Town will rote to raise and appropriate the sum of Fifty Dollars ($50) to cover incidental expenses of the Planning Board. or do anything in relation thereto.
Article 10. To see if the Town will vote to instruct the Moder- ator to appoint a Committee of two members to assist the Planning Board in its duties, or do anything in relation thereto.
Article 11. To see if the Town will vote to raise and appropriate the sum of Three Hundred Sixty Five Dollars and Fifty Cents ($365.50) to pay for effecting insurance providing indemnity for the protection of the officers and employees of the Highway Department and Police Department of the Town against loss by reason of their liability to pay damages to others for bodily injuries, including death, at any time resulting therefrom, caused by the operation, within the scope of their official duties or employment, of motor vehicles owned by the Town. to an amount not exceeding Five Thousand Dollars ($5,000.00) on account of injury to or death of one person. in accord- ance with the provisions of Section 5 of Chapter 40 of the General Laws as amended by Section 2 of Chapter 453 of the Acts of 1931, or do anything in relation thereto.
Article 12. To see if the Town will vote to raise and appropriate the sum of Six Hundred Dollars ($600.00] for supplies and apparatus for continuation of work on the Town Plans in the office of the Water Commissioners, or do anything in relation thereto.
Article 13. To see if the Town will vote to raise and appropriate the sum of Two Hundred Dollars ($200.00) to defray the cost of tak- ing the State Census of January 1, 1935 or do anything in relation thereto
Article 14. To see if the Town will vote to rescind the vote passed at the Adjourned Town Meeting of March 9, 1925, providing for the reservation of the sum of $1,475.83 until the report of the Committee appointed under this same vote be received. or do any- thing in relation thereto.
Article 15. To see if the Town will vote to appropriate the sum of $1,475.83, being the sum returned by the Commonwealth under Chapter 4S, Acts of 1924, to apply on Town indebtedness, that is on the principal of the Water Bonds, or do anything in relation thereto.

Article 16. To see if the Town will vote to raise and appropriate the sum of Three Hundred and Fifty Dollars ($350.00) to purchase land to be used as a Town Dump, or do anything in relation thereto.
Article 17. To see how much the Town will raise and borrow and appropriate to enlarge, remodel and construct additions to the High School building and furnish the same. On the petition of the School Committee.
Article 18. To see if the Town will raise and appropriate the sum of $1,050.00 for the purpose of extending the water main from Grove Avenue along Winchell Road to Burnap Street and southerly along Burnap Street to a point approximately 200 feet south of Winchell Road, or do anything in relation thereto. On petition of James J. Gilligan and others.
Article 19. To see if the Town will vote to raise and appropriate the sum of Two Thousand Dollars ($2,000.00) for the purpose of extending a water main, from the standpipe, north, to or toward Nassau Ave., and Dutton Road, or do anything in relation thereto. On petition of Pauline U. Neary and others.
Article 20. To see if the Town will vote to raise and appropriate the sum of $2,100,00 (Two Thousand One Hundred Dollars) for the purpose of extending the water main from its present terminus on Ballardvale St., north along said Street to a point at or near the residence of Mrs. Josephine Evans, or do anything in relation thereto. On petition of Emma K. Gebhard and others.
Article 21. To see if the Town will raise and appropriate the sum of $3,000.00 for the purpose of extending the water main from the corner of Grove Avenue and Winchell Road, along Winchell Road to Burnap Street and southerly along Burnap Street to a point 900 feet or thereabouts from Winchell Road, and install fire hydrants on the same, or do anything in relation thereto. On petition of James J. Gilligan and others.
Article 22. To see if the Town will raise and appropriate the sum of $5,000.00 for the purpose of extending the water main from the corner of Lowell and Main Streets, southerly along Main Street as far as said amount will go, and install proper fire hydrants on same, or do anything in relation thereto. On petition of Ernest H. Downing and others.

Article 23. To see if the Town will raise and appropriate the sum of $5,000.00 for the purpose of extending the water main from Perry's Corner easterly along Lowell Street and install proper fire hydrants on the same, or do anything in relation thereto. On peti- tion of Jessie M. Carter and others.
Article 24. To see if the Town will raise and appropriate the sum of $5,000.00 to extend the water mains on Chestnut Street or do anything in relation thereto. On petition of John J. Nitchie and others.
Article 25. To see if the Town will vote to raise and appropriate the sum of Six Thousand Seven Hundred Dollars ($6,700.00) for the extension of the water main on Woburn Street from the corner of Salem Street to High Street or do anything in relation thereto. On petition of Raymond J. White and others.
Article 26. To see if the Town will vote to raise and appropriate the sum of $8,500.00 for the purpose of extending the water main from its present terminus on Shawsheen Avenue at Jacquith Road, northwesterly along Shawsheen Avenue, to or toward Lake Street, or do anything in relation thereto. On petition of Wm. G. Armstrong and others.
Hereof fail not and make due return of this warrant with your doings thereon to the Town Clerk, immediately after making service thereof.

TOWN MEETING
Record of Proceedings of the Town Meeting Held
March 4, 1935
In accordance with the foregoing Warrant the voters assembled at the Town Hall on the above date. The meeting was called to order by the Moderator, and the Warrant was read by the Town Clerk as far as Article 2, when a motion was made by Ernest Eames to dis- pense with the reading of the remaining Articles.
Motion voted in the affirmative.
The Moderator then examined the ballot box which was found empty, the register indicating 0000., the ballot box was then locked and the key delivered to the Constable.
The Ballot Clerks and Tellers being duly sworn, the official ballots were delivered to the ballot clerks and receipts taken by the Town Clerk.
At ten o'clock A. M. the Moderator declared the polls open.
At eight o'clock P. M., the Moderator declared the polls closed. The names checked on the check list numbered thirteen hundred fifty-four, the ballots counted from the ballot box numbered thirteen hundred fifty-four, and the register indicated thirteen hundred fifty- six.
March 4, 1935.
This is to certify that the ballot box became clogged and regis- tered two extra.

Record of Proceedings of Adjourned Annual Town Meeting Held March 11, 1935
At eight o'clock P. M. the Moderator called the meeting to order and proceeded to take up Article 2.
Article 2. Motion by Mr. Currier that a committee of three be appointed by the Moderator to bring in a list of names as nomina- tions for the several offices to be filled under this Article.
Voted in the affirmative.

Article 3. Report of Committees.
Mr. Harriman made the following report for the Committee on additional School Accommodations.
The Committee appointed to investigate and report on school accommodations has made the necessary investigation and reports as follows:
We find a serious lack of room accommodations in the six upper grades.
Additional space in the various District schools of the Town apparently will not relieve the crowding in the High School grades. The two-session system has been found unsatisfactory.
In our opinion, additional accommodations at the High School should be furnished as soon as possible.
We call to the attention of the taxpayers and voters world-wide conditions, especially as they affect our Town, evidenced by unem- ployment and relief problems.
If the Town undertakes to furnish additional school accommoda- tion, all other expenditures must be reduced to a minimum. The construction of a new school building, in our opinion, will not re- lieve unemployment locally.

To the Citizens of the Town of Wilmington:
Your committee appointed to investigate the advisability of amending the Town By-Laws to provide for an Inspector of Plumbing and Plumbing Regulations beg to submit the following report :
After having looked into the State laws, the committee finds under "Chapter 142, General Laws Supervision of Plumbing of the Commonwealth of Massachusetts, Section 13" that,
"Each city, except Boston, and each town which has five thous- and inhabitants or more or which has a system of water supply or sewerage, shall by ordinance or by-law prescribe regulations for the materials, construction, alteration and inspection of all pipes, tanks, faucets, valves and other fixtures by and through which waste water or sewerage is used and carried; and shall provide that such pipes, tanks, faucets, valves or other fixtures shall not be placed in any building in such city, or town, except in accordance with plans ap- proved by said inspector of building, if any, otherwise by the board of health; and shall further provide that no plumbing shall be done, except to repair leaks, without a permit first being issued therefor, upon such terms and conditions as such cities or towns shall pres- cribe. This section shall not prevent boards of health from making such regulations relative to plumbing and house drainage authorized by law prior to July sixth, eighteen hundred and ninety-four, as are not inconsistent with any ordinance or by-law made under authority of this section."
