The Planning Board makes the following recommendat .n.
It is the unanimous opinion of the Board that the retention of the Zoning By-law is vitally essential to the future satisfactory development of the Town.
That the interest of the Tax-payer and home owner is best preserved by the continuance of this By-law until such a time that it has been conclusively demonstrated the progress of the community as a whole has been retarded thereby.
Therefore the Planning Board recommends this By-law be maintained.

TOWN WARRANT
To Harry J. Ainsworth, a Constable of the Town of Wilmington: Greetings :- In the name of the Commonwealth of Massachusetts and in the manner prescribed in the By-Laws of said Town, you are hereby directed to notify and warn the inhabitants of the Town qualified by law to vote in Town affairs to meet and assemble at the Town Hall on Monday the twentieth day of July next at eight o'clock P. M. to consider and act on the following Articles:
Article 1. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money for ordinary maintenance expenses and revenue loans under authority of and in accordance with the provisions of Chapter 49 of the Acts of 1933, as most recently amended by Chapter 281 of the Acts of 1936; and to see if the Town will vote to appropriate any sums thus borrowed for ordinary maintenance of the schools, including, without in any Way limiting the generality of the foregoing, the providing of modern toilets in certain of the school buildings, or take any action relative thereto.
Article 2. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money for the purpose of providing funds for the Sponsor's contribution to W. P. A. Project No. 37 being the construction of an addition to the Town Hall; and to see if the Town will vote to appropriate for said purpose any sums thus borrowed, or take any action relative thereto.
Article 3. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money for the purpose of providing funds for the salary of the Sponsor's Agent supervising all W. P. A. projects within the Town; and to see if the Town will vote to appropriate for said purpose any sums thus borrowed, or take any action relative thereto.
Article 4. To see if the Town will vote to authorize the Select- men to sell, dispose of and convey in the name and on behalf of the Town a certain parcel of land and the building thereon known as the Gilman place, situated on Nichols Street, near Brown Street, to which real estate the Town acquired title by purchase at tax sale, the Land Court having entered its final decree foreclosing all right of redemp- tion, or take any action relative thereto.

To see if the Town will vote to authorize the Select- men in sell, dispose of and convey in the name and on behalf of the Town a certain parcel of land containing about four and one-quarter acres sitmated n# Andever Street and being the mos: northerly por- lipo of a parcel formerly owned by the Walfair Construction Com- pany, to which real estate the Town acquired title by purchase at tar sale, the Land Court having entered its final decree foreclosing all right of redemption, or take any action relative thereto.

To see if the Town will vote that all materials and supplies used by the Town, shall in so far as possible be purchased in the Town of Wilmington, also that labor employed shall in so far as possible be residents, and citizens of the United States of Amer- ica, or do anything in relation thereto.

TOWN MEETING
Record of Proceedings of Special Town Meeting Held July 20, 1936
In accordance with the foregoing Warrant the Special Town Meet- ing was called to order by the Moderator. The Warrant was read by the Town Clerk, and then the Moderator proceeded to take up Article 1.
Article 1. Motion by Mr. Hathaway, That the Treasurer with the approval of the Selectmen, be and hereby is authorized to borrow for ordinary maintenance expenses of the town the sum of $3125, but in no event a sum in excess of the amount of tax titles taken or held by the Town, and to issue a note or notes of the Town therefor, all in accordance with the provisions of Chapter 49 of the Acts of 1933, as ' most recently amended by Chapter 281 of the Acts of 1936. The said sum of $3125 is hereby appropriated for school purposes including building repairs.
Mr. H. C. Barrows reported that the Finance Committee had disapproved of this Article.
Mrs. Esler offered an amendment that the sum of $1500 be in- serted in place of $3125 in the two places that it appears in the above motion.

The sale price of this parcel to be $350.00.

TOWN MEETING
Record of Proceedings of the Special Town Meeting Held October 22, 1936
The meeting was called to order by the Moderator and he an- nounced that the meeting would stand adjourned until seventy five or more persons arrived.
Later the Moderator called the meeting to order and the Warrant was read by the Town Clerk, after which Article 1 was taken up.
Article 1. Motion by Mr. O'Leary, That the Treasurer with the approval of the Selectmen be and hereby is authorized to borrow for ordinary maintenance expenses of the Town the sum of $5,300.00, but in no event a sum in excess of the amount of tax titles taken or held by the Town and to issue a note or notes of the Town therefor, all in accordance with the provisions of Chapter 49 of the Acts of 1933, as most recently amended by Chapter 281 of the Acts of 1936. The said sum of $5,300.00 is hereby appropriated as follows:
1. Ordinary expenditures of the Board of Public Welfare, $2,000.00.
2. Cost of furnishing Mother's Aid, $800.00.
3. Cost of furnishing aid under the Old Age Assistance Act, $2,500.00.
Mr. H. C. Barrows reported for the Finance Committee, that they had approved of this Article.

Following is my report as Town Accountant for the year ending December 31, 1936, showing appropriations, receipts, payments, state- ment of Town Debt, and Balance Sheet at close of the year.
The usual audits of departmental accounts have been made, and receipts checked with the Treasurer's records.
The accounts of the Treasurer have been checked, and the cash balance appearing in his account, $60,325.94, is correct.
