WARRANT FOR ANNUAL TOWN MEETING
To Harry J. Ainsworth, a Constable of the Town of Wilmington.
Greeting :- In the name of the Commonwealth of Massachusetts and in the manner prescribed in the By-Laws of said Town, you are hereby directed to notify and warn the inhabitants of the Town qual- ified by law to vote in Town affairs to meet and assemble at the Town Hall on Monday the second day of March next at 9.45 o'clock in the forenoon, the polls to be opened at 10.00 A. M. and shall be closed at 8.00 P. M. for the election of Town Officers.
Article 1. To bring in your votes on one ballot for three Select- men, who shall also act as Board of Survey, One Assessor for three years; Town Clerk; Treasurer; Collector of Taxes; Constable; Board of Public Welfare, one member for a term of three years; two mem- bers of School Committee for three years; two Trustees of the Public Library for three years; one Trustee of Trust Funds for three years; one member of the S. D. J. Carter Lecture Committee for five years; one Water Commissioner for three years; one member of Planning Board for three years; Tree Warden; Moderator.
You are also hereby further required and directed to notify and warn the said inhabitants of the Town of Wilmington, who are qual- ified to vote on elections and Town affairs, therein to assemble sub- sequently and meet in Town Meeting at the Grange Hall, Wildwood Street, in said Town of Wilmington, on Monday, the ninth day of March, 1936, at eight o'clock P. M., then and there to act on the following Articles:
Article 2. To choose all other Town Officers for the ensuing year.
Article 3. To hear the reports of Committees and act thereon.
Article 4. To see how much money the Town will vote to raise and appropriate for the following items:

Article 5. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year be- ginning January 1, 1936 and to issue a note or notes therefor, pay- able within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
Article 6. To see if the Town will vote to raise and appropriate the sum of Forty-Eight Dollars and Forty-Seven Cents ($48.47) for the abatement of 1932 taxes and the sum of Five Hundred Seventy- Eight Dollars and Ninety-three Cents ($578.93) for the abatement of 1933 taxes and the sum of One Hundred Thirty-Two Dollars and Sixty- Six Cents ($132.66) for the abatement of 1934 taxes, or do anything in relation thereto.
Article 7. To see if the Town will appropriate a sum sufficient to pay the County of Middlesex as required by law on account of assessments levied on the Town for its share of the principal of the Middlesex County Tuberculosis Hospital Funding Loan, Act of 1932 bonds maturing in 1936, issued in compliance with Chapter 10, Acts of 1932, also for any other indebtedness incurred and outstanding un- der said Chapter 10, also for the Town's share of the cost and interest on said bonds due in 1936, also for the care, maintenance, and repair of said hospital for 1935, and including interest on temporary notes issued therefor in accordance with sections of Chapter 111 of the General Laws applicable thereto, and for all other expenses in con- nection therewith, determine how the money shall be raised, or in any way act thereon.
Article 8. To see if the Town will vote to authorize the Select- men, acting as the Board of Survey, to appoint a Town Engineer as its agent and to raise and appropriate the sum of Five Hundred Dollars ($500.00) to take care of the expenses of this Board, or do anything in relation thereto.

Article 9. To see if the Town will vote to raise and appropriate the sum of Fifty Dollars ($50.00) to cover incidental expenses of the Planning Board, or do anything in relation thereto.
Article 10. To see if the Town will vote to instruct the Modera- tor to appoint a Committee of two members to assist the Planning Board in its duties, or do anything in relation thereto. 1
Article 11. To see if the Town will vote to raise and appropriate the sum of Five Hundred Forty-Seven Dollars and Seventy Cents ($547.70) to pay for effecting insurance providing indemnity for the protection of the officers and employees of the Highway Department and Police Department of the Town against loss by reason of their liability to pay damages to others for bodily injuries, including death, at any time resulting therefrom, caused by the operation, within the scope of their official duties or employment, of motor vehicles owned by the Town, to an amount not exceeding Five Thousand Dollars ($5,000.00) on account of injury to or death of one person, in accor- dance with the provisions of Section 5 of Chapter 40 of the Gen- eral Laws as amended by Section 2 of Chapter 453 of the Acts of 1931, or do anything in relation thereto.
Article 12. To see if the Town will vote to raise and appropriate the sum of Four Hundred Dollars ($400.00) for the observance of Memorial Day, and that the Moderator appoint a Committee who shall arrange and have charge of such observance, or do anything in rela- tion thereto. On petition of Caleb S. Harriman and others.
Article 13. To see if the Town will vote to appoint a Committee to investigate and report at a future Town Meeting the need and cost of a new building to house the Fire and-or Police Departments of the Town, or do anything in relation thereto. On petition of Charles H. Black and others.
Article 14. To see if the Town will vote to appropriate the sum of Seven Hundred and Fifty Dollars ($750.00) for the purchase of materials and supplies for W. P. A. work in the Cemetery, this amount to be transferred from the Cemetery Reserve Account, and any bal- ance unexpended to be transferred back to the Cemetery Reserve Account, or do anything in relation thereto.
Article 15. To see if the Town will vote to raise and appropriate the sum of One Thousand One Hundred Ninety Five Dollars and Twenty-Seven Cents ($1,195.27) to construct an addition to the Town Hall, including foundations for safe, electric lights, toilet facilities, etc.

This being the Sponsor's contribution on W. P. A. Project No. 37, or do anything in relation thereto.
Article 16. To see if the Town will vote to raise and appropriate the sum of One Thousand Ten Dollars and Eighty Four Cents ($1,010.84) to provide modern toilets for the school children at the Centre School, this being the Sponsor's contribution on W. P. A. Project No. 19, or do anything in relation thereto.
Article 17. To see if the Town will vote to raise and appropriate the sum of One Thousand Four Hundred Eighty Five Dollars and Fifty Two Cents ($1,485.52) to provide modern toilets for the school children at the Whitefield School, also electric lights, this being the Sponsor's contribution on W. P. A. Project No. 21, or do anything in relation thereto.
Article 18. To see if the Town will vote to raise and appropriate the sum of One Thousand Three Hundred Ninety Nine Dollars and Eighty Seven Cents ($1,399.87) to provide modern toilets for the school children at the Walker School, this being the Sponsor's con- tribution on W. P. A. Project No. 22, or do anything in relation thereto.
Article 19. To see if the Town will vote to raise and appropriate the sum of Three Hundred Ninety Three Dollars ($393.00) to re- shingle the Whitefield School, also to build a hip roof, this being the Sponsor's contribution on W. P. A. Project No. 36, or do anything in relation thereto.
Article 20. To see if the Town will vote to raise and appropriate the sum of Five Thousand Four Hundred Seventy Nine Dollars ($5,479.00) for construction of six foot · shoulders on both sides of portions of Woburn Street, and Andover Street, including the re- moval of boulders, ledges and stumps. Also excavation of earth in many places to bring the sides down to grade of street, shaping the roadway, spreading gravel over the entire roadway and rolling same, this being the Sponsor's contribution on W. P. A. Project No. 24, or do anything in relation thereto.
Article 21. To see if the Town will vote to raise and appropriate the sum of Four Thousand Thirty Nine Dollars ($4,039.00) for con- struction of six foot shoulders on both sides of portions of Glen Road, Grove Street, Hopkins Street, Wild Avenue, Aldrich Road, Bridge Lane, Lake Street, and South Street, this being the Sponsor's contribution on W. P. A. Project No. 25, or do anything in relation thereto.

Article 22. To see if the Town will vote to raise and appropriate the sum of Five Thousand Four Hundred Seventy Nine Dollars ($5,479.00) for construction of six foot shoulders on both sides of portions of Concord Street, West Street, Eames Street, Wildwood Street, Park Street, and Federal Street, this being the Sponsor's contribution on W. P. A. Project No. 26, or do anything in relation thereto.
Article 23. To see if the Town will vote to raise and appropriate the sum of Seventy Eight Dollars ($78.00) for blacksmithing for the re- pairing and sharpening of tools used on W. P. A. Projects, this being the Sponsor's contribution on W. P. A. Project No. 34, or do anything in relation thereto.
Article 24. To see if the Town will vote to raise and appropriate the sum of One Thousand Four Hundred Thirty Nine Dollars ($1,439.00) for construction of an 8 inch water main westerly along Aldrich Road, from the end of the existing main 1300 feet to the intersection of Aldrich Road and Boutwell Street, this being the Sponsor's contribution on W. P. A. Project No. 33, or do anything in relation thereto.
Article 25. To see if the Town will vote to raise and appropriate the sum of Seven Thousand Seven Hundred Thirty Four Dollars ($7,734.00) for construction of a 12 inch water main from the in- tersection of Chestnut Street and Butters Row, southerly along Chestnut Street 4000 feet to the foot of the hill upon which an additional standpipe will soon be located, this being the Sponsor's contribution on W. P. A. Project No. 35, or do anything in relation thereto.
Article 26. To see if the Town will vote to raise and appropriate the sum of Five Thousand Nine Hundred Seventy Nine Dollars ($5,979.00) for construction of two sections of 10 inch water main on Woburn Street, filling in the gaps in this feed line (this work totals 6700 feet) this being the Sponsor's contribution on W. P. A. Project No. 38, or do anything in relation thereto.
Article 27. To see if the Town will vote to raise and appropriate the sum of Four Thousand Five Hundred Seventy Seven Dollars ( ($4,577.00) for construction of a 6, 8, and 12 inch water main ex- tending easterly along Lowell Street, from the present terminus to West Street, 600 feet. From this intersection north along West Street, to the intersection of West Street and Grove Street, this being the Sponsor's contribution on W. P. A. Project No. 39, or do anything in relation thereto.

Article 28. To see if the Town will vote to raise and appropriate the sum of Two Thousand Nine Hundred Fifty Seven Dollars and Forty Eight Cents ($2,957.48) for construction of a 10 inch water main from the intersection of Main and Lowell Streets, southerly along Main Street, 1300 feet, to its intersection with Butters Row, through which an additional 10 inch line is proposed to join Chestnut Street, towards the new standpipe location, this being the Sponsor's contribution on W. P. A. Project No. 40, or do anything in relation thereto.
Article 29. To see if the Town will vote to raise and appropriate the sum of One Thousand One Hundred Ninety Seven Dollars and Ninety Cents ($1,197.90) for construction of an 8 inch water main, connecting the two dead ends now existing on Glen Road. The com- pletion of this line will give the system a second direct trunk line to the Silver Lake District, this being the Sponsor's contribution on W. P. A. Project No. 42, or do anything in relation thereto.
Article 30. To see if the Town will vote to raise and appropriate the sum of Four Thousand Six Hundred Twenty Dollars ($4,620.00)) for construction of a 6 and 10 inch water main northerly along Shaw- sheen Avenue, 3500 feet to the intersection of Shawsheen Avenue and Lake Street, thence easterly along Lake Street, 1800 feet to the in- tersection of Grove Avenue and Lake Street, this being the Sponsor's contribution on W. P. A. Project No. 43, or do anything in relation thereto.
Article 31. To see if the Town will vote to raise and appropriate . the sum of Three Thousand Four Hundred Forty Two Dollars and Fifty Cents ($3,442.50) for the construction of a 10 inch water main extending existing main construction in 1934 under E. R. A. 4100 feet, westerly along Salem Street, through the thickly settled area to the Wilmington-Tewksbury line, this being the Sponsor's contribution on W. P. A. Project No. 44, or do anything in relation thereto.
Article 32. To see if the Town will vote to raise and appropriate the sum of Four Thousand Eight Hundred Ninety Dollars ($4,890.00) for the construction of an 8 inch water main on Boutwell Street, from its present terminus 2500 feet north to the intersection of Boutwell Street and Aldrich Road, this being the Sponsor's contribution on W. P. A. Project No. 46, or do anything in relation thereto.
Article 33. To see if the Town will vote to raise and appropriate the sum of Three Hundred Thirty Two Dollars ($332.00) for grading

grounds in the rear of the High School. this being the Sponsor's con- tribution on W. P. A. Project No. 48, or do anything in relation thereto.
Article 34. To see if the Town will vote to raise and appropria .. the sum of Five Hundred Sixty Two Dollars ($562.00) for pruning anu trimming 100 trees and one acre of brush at Memorial Park. Finish grading the road already rough graded. (Continuation of E. R. A. project) this being the Sponsor's contribution on W. P. A. Project No. 30, or do anything in relation thereto.
Article 35. To see if the Town will vote to raise and appropriate the sum of Five Hundred Dollars ($500.00) to grade the Town Con- mon with loam. Also to seed and roll same. (This project had been approved, but was not started on account of weather conditions) this being the Sponsor's contribution on W. P. A. Project No. 29, or do anything in relation thereto.
Article 36. To see if the Town will vote to raise and appropriate the sum of One Thousand Five Hundred Eighty Two Dollars ($1,582.00) to construct twelve (12) manholes on Main Street, in place of existing gate boxes on Route 38, Lowell and Main Streets, from Reading to Tewksbury line, this being the Sponsor's contribution on W. P. A. Project No. 4, or do anything in relation thereto.
Article 37. To see if the Town will vote to raise and appropriate the sum of Forty Two Dollars ($42.00) for checking some 500 tax titles, this being the Sponsor's contribution on W. P. A. Project No. 8, or do anything in relation thereto.
Article 38. To see if the Town will vote to raise and appropriate the sum of One Hundred Seventy Three Dollars ($173.00) for a life guard and swimming instructor at Silver Lake, Wilmington, (balance of E. R. A. project) this being the Sponsor's contribution on W. P. A. Project No. 9, or do anything in relation thereto.
Article 39. To see if the Town will vote to raise and appropriate the sum of Twenty Four Dollars ($24.00) for a canvass of property owners in the Town of Wilmington for the purpose of explaining to them the operation of the National Housing Act and showing them the advantage to be obtained under this Act (continuation of E. R. A. project) this being the Sponsor's contribution on W. P. A. Project No. 12, or do anything in relation thereto.

Article 40. To see if the Town will vote to raise and appropriate the sum of One Thousand Six Hundred Thirty Eight Dollars ($1,638.00) to provide necessary labor to do the rough and finish grad- ing, seeding and sodding, laying brick wall in cement and making playground around the Daniel T. Buzzell School (continuation of E. R. A. project) this being the Sponsor's contribution on W. P. A. Project No. 14, or do anything in relation thereto.
Article 41. To see if the Town will vote to raise and appropriate the sum of Nine Hundred Fifty Eight Dollars ($958.00) for a general survey and mapping project of the Town of Wilmington. Also index- ing and cataloging the streets and property of the Town (continua- tion of E. R. A. project) this being the Sponsor's contribution on W. P. A. Project No. 18 or do anything in relation thereto.
Article 42. To see if the Town will vote to raise and appropriate the sum of One Thousand Two Hundred Fifteen Dollars ($1215.) to build new privies-South School, North School, West School, Walker School, and Whitefield School, this being the Sponsor's contribution on W. P. A. Project No. 500 - P, or do anything in relation thereto.
Article 43. To see if the Town will vote to raise and appropriate the sum of One Thousand Dollars ($1000.) for the purpose of establish- ing a public swimming pool or public swimming pools, and appoint a Committee of three to take action regarding same, or do anything in relation thereto. On petition of Aldice G. Eames and others.
Article 44. To see if the Town will vote to raise and appropriate the sum of Two Thousand Dollars ($2000.) for the purpose of extend- ing a water main, from the standpipe north, to or toward Nassau Ave., and Dutton Road, or do anything in relation thereto. On petition of Edward F. Lyons and others.
Article 45. To see if the Town will vote to raise and appropriate the sum of Sixteen Hundred Dollars ($1600.) for the purpose of ex- tending the water main from its present terminus on Andover Street near the residence of Mr. T. C. Daly, north approximately 600 feet to the residence of Mr. Patrick Sciarappa. On petition of Pasquale Scia- rappa and others.
Article 46. To see if the Town will vote to elect by ballot the Superintendent of Streets or do anything in relation thereto. On peti- tion of John H. Raney and others.
Article 47. To see if the Town will vote to repeal the present Zoning Laws or do anything in relation thereto. On petition of Louis I. Elfman and others.

Article 48. To see if the Town will vote to authorize the Select- men to petition the General Court for legislation placing the Chief of Police of Wilmington under Civil Service. On petition of Joseph T. Kelley and others.
Article 49. To see if the Town will vote to raise and appropriate the sum of Three Thousand Five Hundred Dollars ($3500.) to purchase Hiller Cranberry Bog, so called, situated between Church and Adelaide Streets and Middlesex Avenue for playground purposes, or do any- thing in relation thereto. On petition of W. A. D. A.
Article 50. To see if the Town will vote to instruct the Tree Warden of the Town to remove large red oak shade tree located on Burlingon Avenue opposite land of Charles Livingston. On petition of W. H. Feindel and others.
Article 51. To see if the Town will vote to increase the member- ship of the Welfare Board from three to six members, or do anything in relation thereto. On petition of Willianı H. Feindel and others.
Article 52. To see if the Town will vote to request the Board of Water Commissioners to hold their meetings in a Town-owned build- ing. Also to see if the Town will vote to increase the membership of the Board from three to six members or do anything in relation there- to. On petition of William H. Feindel and others.
Hereof fail not and make due return of this warrant with your doings thereon to the Town Clerk, immediately after making service thereof.

TOWN MEETING
Record of Proceedings of the Town Meeting Held
March 2, 1936
In accordance with the foregoing Warrant the voters assembled at the Town Hall on the above date. The meeting was called to order by the Moderator and the Warrant read by the Town Clerk as far as Article 2, when a motion was made by Mr. Barrows to dispense with the reading of the remaining Articles.
Motion voted in the affirmative.
The Moderator then examined the ballot box which was found empty the register indicating 0000, the ballot box was then locked and the key delivered to the Constable.
The Ballot Clerks and Tellers being duly sworn, the official bal- lots were delivered to the ballot clerks and receipts taken by the Town Clerk.
At ten o'clock A. M. the Moderator declared the polls open.
At eight o'clock P. M. the Moderator declared the polls closed. The names checked on the check list numbered twelve hundred ninety- five, the ballots counted from the ballot box numbered twelve hundred ninety-five, and the register indicated twelve hundred ninety-five.
The following is the vote for Town Officers as announced by the Moderator.
