April5, 1954 Ordered that Section of of Chapter 387 of the Acts of 1953 be accepted. A city or town may increase to an amount not exceeding twelve hundred dollars the annual amount of any retirement allowance pension, annuity or other benefit, payable under any general or special law, to any former official or employee or to his dependent as provided in such general or special law, which is less than twelve hundred dollars; provided, that such official or employer had been in the service of such city or town for not less than fifteen years.

An Act Relative To Rent Control, We, the City Council of the City of Newburyport, hereby declare that a substantial shortage of rental housing accommodations exists in this city and that the control of rents therein is necessary in the public interest. This added period is not to exceed nine months from June 30, 1954.

July 6, 1954 Ordered: That the rules and regulations for the Government of the Police of the City of Newburyport be amended by striking out paragraph three (3) four(4) and five (5) under the section therein entitled "Police. Uniforms" and inserting in place of said paragraphs three (3) and five (5) the following paragraphs:
Paragraph 3: Summer Shirts. Twelve (12) ounce tropical worsted dark blue shirts with brass police buttons, no coat will be worn with the shirt.
Paragraph 5: The Marshal and the Captain may wear summer coats open neck style, single row police buttons, four to row, two small police buttons one ach cuff.

Ordered: An Ordinance Regulating The Use Of Bartlett Mall. August 2, 1954 Be it ordained by the City Council of the City of Newburyport as follows :
1. No commercial activities of any nature whatsoever shall be allowed on any portion or section of the Bartlett Mall.
2. No organized or supervised sports and/or other activities shall be allowed on the grass areas of Bartlett Mall.

An Ordinance For The Display Of The American Flag At Half Staff On Municipal Buildings.
Be it ordained by the City Council of the City of Newburyport as follows: 1. The American Flag shall be displayed at half staff on all Municipal buildings in the City of Newburyport upon the death of any war-time veteran who at the time of his death is a resident of the City of Newburyport, and shall remain at half staff until burial.
2. It shall be the duty of the office of the Director of Veterans' Services to notify the custodian or other per- son responsible for the display of the American Flag at the various Municipal buildings, of a death of a veteran described in paragraph one of this Ordinance.
