OLD AGE ASSISTANCE AID TO DEPENDENT CHILDREN DISABILITY ASSISTANCE GENERAL RELIEF
To His Honor the Mayor
Members of the City Council
Gentlemen:
During the year 1959, the overall gross expenses of the Board of Public Welfare was $649,111.90. The total monies received during 1959 from the Federal Government, State, Other Cities & Towns, Recoveries, Massachusetts Old Age Assistance Meal Tax, and Other Sources was $526,627.24, leaving an approximate net cost to the City of Newburyport of $122,484.66.
As usual, the ever increasing cost of medical care in all phases of assistance is a prime factor in the cost of the assistance programs.
Many persons, both aged and disabled, are obliged to apply to this Department for Public Assistance after depleting their resources to meet the rising cost of medical care, especially for medication and hospitalization.
It is felt by this Board that it is inevitable that a 5% cost of living increase will be forthcoming sometime during the year 1960, thus providing the various programs with another step in the mounting Welfare costs.
Through the splendid cooperation and combined efforts of all government and private agencies with whom this Department has contact, we feel that we have been able to attain a higher standard of assistance.
