Art. 14. Voted, To appropriate the sum of thirty thous- and dollars ($30,000) from the income of the water works, for the expense of maintenance, operation and construction of new works, as required by Section 20, Chapter 488, of the Acts of 1895.


Voted, That all the citizens of the town of Melrose shall be given preference in employment in the water department under their vote.

Voted, That a committee of three consisting of C. C. Barry, S. H. Buttrick and C. H. Adams be appointed to draw up a referendum clause regarding franchises that will be suitable for incorporation as an amendment to the pro- posed city charter and report at a future town meeting in 1899, and that they confer with citizens of other towns and cities with a view to encouraging action of a similar nature.


Voted, To accept the report of the town officers as printed.


Voted, That the forty thousand dollars ( $40,000) sewer assessments be paid over into the sinking fund.


Voted, That our representative in the general court be directed to petition the legislature to legalize the appropri- ation of such a sum of money as the town may vote for the purpose of taking part in the celebration of the 250th anni- versary of the incorporation of the town of Malden, of which Melrose was a part during a period of 200 years.

Upon petition of James B. Dillingham and nine others for a recount of votes cast for selectmen at the town meeting March 6th, the board of registrars ordered a recount to take place in the selectmen's room, town hall, Wednesday, March 15th, at 7 o'clock p. m. All the candidates interested were notified in writing.

Voted, The selectmen shall annually, in March or April, appoint a sealer of weights and measures ; he shall be paid such salary as the town shall determine, and shall account for and pay into the treasury of the town all fees received by him by virtue of his office.


Voted, The sealer of weights and measures, who may be appointed by the selectmen, be paid a salary of two hundred dollars ($200) a year, and turn all fees into the treasury of the town. Yea IIO, nay 23.

To see if the town will make operative and avail- able the appropriation as voted, of one thousand dollars ($1000) in aid of the Melrose hospital, made at the last annual town meeting, either by authorizing the treasurer to borrow the same in anticipation of taxes, or by taking any other action the circumstances may demand.


Art. 3. To see if the town will accept the changes in the rules and regulations as to plumbing, and the new rules re- cently adopted by the board of health (as required by Acts of 1895, Chapter 453, Section I.)

Art. 5. To see if the town will vote to purchase ti.e lot of land lying south of and adjoining the Franklin school building lot, and authorize the town treasurer to borrow money, to pay for the same.


Art. 6. To see if the town will accept extension of Mal- vern street, easterly from Faxon to Meridian street, as laid out by the selectmen.


Art. 7. To see if the town will raise or appropriate a sum not exceeding five hundred dollars ($500) for the pur- pose of celebrating the 250th anniversary of the incorpora- tion of the town of Malden.

To see if the town will raise the sum of fifteen thousand dollars ($15,000) for the purpose of taking land for park purposes, as referred to in the report of the park committee at the adjourned town meeting held December 23rd, 1897, and authorize the town treasurer to borrow the same, giving the notes of the town therefor, each of the amount of one thousand dollars ($1,000), bearing interest at a rate not exceeding 4 % per annum, said interest payable semi-annually, and said notes, that is to say the first nine notes, to be made payable one each year for nine years, the balance of said loan, viz. six thousand dollars ($6,000), pay- able in ten years.


Art. 10. To hear and act upon the reports of town offi- cers and committees, and for the transaction of any other business which may legally come before the meeting.

In the name of the Commonwealth.of Massachusetts, you are hereby required to notify the inhabitants of Precinct Three, of the town of Melrose, qualified to vote in elections and town affairs, to meet at the school house, Chestnut street, corner Lynde street, on Tuesday, the seventh day of November, A. D. 1899, at 6 o'clock a. m., then and there to give in their votes on one ballot:
