WARRANT.
To either of the Constables in the Town of Melrose, in the County GREETING.
of Middlesex:
In the name of the Commonwealth of Massachusetts you are hereby required to notify the inhabitants of the town of Melrose, qualified to vote in elections and town affairs, to meet at the town hall, on Thursday, the ninth day of Novem- ber, A. D. 1899, at 7.30 o'clock p. m., then there to act on the following articles, viz:
Article I. To choose a moderator.
Art. 2. To see if the town will accept the report of the committee appointed to examine into the cost, etc., of alter- ing the first story of the town hall, to accommodate the city government, and authorize the town treasurer to borrow the sum of one thousand dollars, to complete and fur- nish said apartments, or to see what the town will do about it.
Art. 3. To see if the town will appropriate two hundred dollars ($200) for the use of the board of health, and authorize the treasurer to borrow money for the same. By request of the board of health.
Art. 4. To see if the town will refund to Isabel Simpson the sum of fifty-one and 1-100 dollars, the same being amount of taxes and interest on the same illegally assessed upon real estate belonging to said Isabel Simpson in the years 1891 to 1898 inclusive.
Art. 5. To see if the town will refund to William F. Irwin the sum of fifty-seven and 81-100 dollars, the same being amount of taxes erroneously paid by said William F. Irwin, during the years 1894, 1895, and 1896, on real estate assessed to him, he being exempt from taxation on his real estate, under the Acts of 1894, Chapter 315, and of Acts of 1895, Chapter 202.
Art. 6. To see if the town will accept the laying out of certain main drains or common sewers, as laid out for public use by the sewer commissioners, as provided in Chapter 50, Section 2 of the public statutes as amended by the Acts of

1895, Chapter 423, Section 24, in the following courts on private ways, viz:
Florence avenue, south from Grove street; Goss avenue, south from Grove street; Orient Place; across private land; Harvard street to Irving street; Belmont place.
Art. 7. To see if the town will accept the laying out of certain main drains, on common sewers, as laid out for pub- lic use by the selectmen, as provided in Chapter 50, Section 2, of the public statutes, in the following courts or private ways and private lands, viz: Hayward avenue, across private land from Ells avenue to Hawes avenue, and from Board- man avenue to Bennett brook.
Art. 8. To see if the town will authorize the treasurer to borrow the sum of fifteen hundred dollars ($1500), for the purpose of making necessary repairs in the town hall, on petition of the board of selectmen.
Art. 9. That Chapter 344 of the Acts of 1899 be submit- ted to the voters at the city election in December next, and be placed upon the official ballot, in order that the voters may express their preference regarding it, on petition of John J. Mccullough and others.
Art. 10. To see if the town will authorize the treasurer to borrow a sum not exceeding one hundred dollars ($100), for use of the board of assessors as a contingent fund, on petition of the board of assessors.
Art. II. To hear and act upon the reports of town offi- cers and committees, and for the transaction of any other business which may legally come before the meeting.
And you are directed to serve this warrant by posting at- tested copies thereof at the town hall, each of the post offi- ces and depots in the town, not less than seven days before the day appointed for said meeting, and by leaving printed copies of the warrant at the dwellings of the legal voters be- fore the day of meeting.
Hereof fail not, and make due return of this warrant with your doings thereon, to the town clerk, at the time and place of said meeting.

Voted, That in the event of the building of a boulevard by the Metropolitan park commission from the Fells to the Lynn Woods, along the shore of Ell Pond, that it is the unanimous sentiment of the meeting that the park land consisting of about twenty-three acres on the north side of Ell Pond, be transferred to the Metropolitan park board in accordance with the law relating to such transfer and control.
It is the desire of the town to contribute this land towards the proposed Metropolitan boulevard.
Voted, That it is the sense of the town that the representa- tive in the general court be requested to secure if possible such an amendment to the street railway law as will relieve

towns and cities of the burden of removing snow from the street railway tracks, also that the representative be re- quested to obtain an amendment to the same law which will require the street railways to maintain in repair the spaces of the highway between their rails and tracks.
Committee on plumbing rules submitted a report in writ- ing. Report accepted.
Voted, To lay the matter over for the new city govern- ment to consider.
Report of committee on municipal ownership of street lighting. Accepted.
Report of committee as to expediency of purchasing the land in the rear of the school house corner Main and Frank- lin streets at the Highlands. Report accepted.
Voted, unanimously.
Be it resolved by the citizens of Melrose in town meeting assembled that our hearty thanks and commendation are due and hereby extended to our fellow citizen Hon. Levi S. Gould, who for so many years has presided over our delibera- tions with eminent parliamentary ability, dignity and fairness.

CITY ELECTION NOTICE.
The male voters of the city of Melrose, qualified as the law directs, to vote for city officers, are hereby notified to assemble in their respective ward rooms. or places provided for voting, as follows:

On Tuesday, December 12th, 1899, at six o'clock in the forenoon, then and there to give in their ballots for the fol- lowing city officers, namely:
A mayor, to be chosen by the qualified voters of the city at large, voting in their respective wards, and seven alder- men at large to be chosen by the qualified voters of the city at large, voting in their respective wards, and three persons to be members of the school committee for three years, three persons to be members of the school committee for two years, and three persons to be members of the school com- mittee for one year, to be chosen by the qualified voters of the city at large, voting in their respective wards, and two aldermen from each ward to be chosen from and by the qualified voters of each ward, who shall be residents thereof, also to give in their ballots in answer to the question, " Shall licenses be granted for the sale of intoxicating liquors in this city?" Yes. No. Also to give in their ballots in answer to the question, "Shall the provisions of Chapter 344, of the Acts of 1899, be accepted?" Yes. No.
Chapter 344. An act to make eight hours a day's work for city and town employees.
Section I. Eight hours shall constitute a day's work for all laborers, workmen, and mechanics now employed, or who may hereafter be employed by, or on behalf of any city or town in this commonwealth.
Section 2. All acts and parts of acts inconsistent here- with are hereby repealed.
Section 3. This act shall not take effect in any city or town until accepted by a majority of the voters voting thereon at an annual election. Such vote shall be taken by

ballot. When so accepted this act shall take effect from the date of such acceptance.
All the foregoing to be voted for on one ballot.
Also for women voters to give in their votes on a separ- ate ballot for school committee, for three persons to be members of the school committee for three years, three persons to be members of the school committee for two years, and for three persons to be members of the school committee for one year, to be chosen by the qualified voters of the city at large, voting in their respective wards.
The polls shall be opened at 6 o'clock a m. and shall be closed at 4 o'clock p. m.
