Sewers


The engineering department supplied plans, lines and grades and progress estimates for the sewers constructed. During 1940, 1.78+ miles of sewers were laid.


For itemized list of sewers constructed in 1940, see attached schedule.


Surface Drains


The continuation of a W.P.A. project to straighten and widen the Furnace Brook was carried on and will continue through 1941. The widening and walling of the Town Brook was completed dur- ing the year. The W.P.A. report outlines this work in more detail.


During the year, the usual work was done in bringing the old drain plans up to date and making new tracings.


Accepted Streets


The City Council accepted a number of streets during the year. However, the acceptance of these streets does not neces- sarily mean that they were constructed the same year.


See attached schedule for streets accepted and accepted streets constructed.


Streets Rebuilt


The street rebuilding program was well apportioned over the various sections of the City. The amount available for this work was $265.308.67 which was divided as follows: Street Loans, $225,000 .- 00; Budget, $32,000.00; Chapter 90, $1,489.16; Balance-1939, $6,819 .- 51. Of this amount $262,770.78 was expended.

When requests were received from the Commissioner of Pub- lic Works, lines and grades were given and other engineering work was done to carry this work out in an efficient manner. See schedule for streets rebuilt.


Curbing


The W.P.A. curbing project continued to operate from the Quincy Quarry at a very good advantage to the City. The W.P.A. placed granite curbing on many of the main thoroughfares and im- proved many of the residential streets with concrete curbing. The City of Quincy, under the street rebuilding program, placed con- siderable granite curbing which was bought under contract.

Granolithic Sidewalks


For the ninth consecutive year, there was no appropriation for this type of work. However, under a W.P.A. sidewalk project, con- siderable granolithic sidewalks were built on streets where the abutters paid for the cement necessary to do this work.


For itemized locations, see attached schedule.


Amiesite Sidewalks


The majority of this type of sidewalk were built by the W.P.A., and many were built in conjunction with the street rebuilding pro- gram.

REPORT OF WORKS PROJECTS ADMINISTRATION

Dear Mr. Schafer:


I am submitting a report of the W.P.A. activities for the year 1940.


I wish to express my appreciation for the co-operation shown by His Honor, Mayor Thomas S. Burgin, yourself and all the De- partment Heads and their personnel, in carrying out the aims and objectives of the projects sponsored by the City with W.P.A. assistance.


Federal assistance on W.P.A. projects located in Quincy in 1940 amounted to $848,702.09. These projects have left many tangi- hle assets in our community.


I will not attempt to give a detailed description of the various projects but will briefly touch upon the highlights of each.


Parks and Playgrounds


Bishop Park-This park, formerly known as the Montclair Play- ground, was dedicated by His Honor the Mayor on May 26, 1940 to the memory of our last living Civil War Veteran, Fred- rick Bishop of Quincy. The project included filling, draining, grading and loaming a sub-marginal location. The development of the playground comprised of the building of a baseball field, backstop, bleachers, tennis court, and a skating rink 90' x 120', with a chain link fence surrounding the entire playground.


LaBrecque Playground-This Houghs Neck playground is practi- cally completed. It includes two tennis courts. relocated base- ball field, two sets of bleachers and a new backstop. The en- tire right field was filled, regraded and loamed.


Kincaide Park-Kincaide Park in South Quincy has been com- pletely transformed and rehabilitated with the elimination of the Quincy Granite Polishing Works and foundations adjacent to Water Street. Named for the Honorable Henry L. Kincaide, the Ward Three playground has been converted into one of our most commendable park additions.


The field has been raised an average of 10 inches, loamed and seeded and 1,863 feet of drain laid including a network of blind drains under the entire playing field which should keep the field in A-1 condition at all times. The baseball field has been relocated and now has a playing area of 300' to right field, 450'

to center field and 350' to left field from home plate. A new first base bleacher was constructed and the third base bleacher completely rehabilitated. The juvenile play area behind the backstop has been graded, loamed and seeded, and two parking areas were constructed, one facing Roberts Street and the other at the Gilbert Street entrance.


A beautiful, ornamental seam-face granite wall has been con- structed along the playground on the Water Street side. Local granite was used entirely on the Kincaide Park wall and it should be interesting to Quincy citizens to notice the variety of stone that is available from Quincy quarries. The wall is 350 linear feet long, 36 inches high and 20 inches wide, con- structed of ashlar blocks of seam-face granite cut to dimension 6" 8" 12" and capped with granite coping, the six ashlar block piers are topped with pyramid granite capstones.


Perkins Playground-The rehabilitation of this playground has been a long felt necessity in this section. The entire field was raised approximately two feet. Adequate drainage was laid to take care of surface water. The field has a network of blind drains which should take care of underground water and keep the field in good condition. The area of this field was not large enough for a regulation baseball diamond; therefore a softball field, one of the first projects involving softball field dimensions, has been constructed. A combination skating rink and three tennis courts 185' by 120' were constructed with concrete side walls, amiesite surface and enclosed with a 10' chain link fence. The children's play area was relocated on the high ground on the Agawam side of the playground. The part of the playground along Agawam Road has a two-faced wall of random ashlar granite with concrete cap. A thumb curb was constructed on both sides of the main driveway in front of the school. The project is about 85% completed.


Nursery-This project is located in West Quincy along the Furnace Brook Parkway. It includes the reclaiming of about seven acres of sub-marginal land, cleaning and walling Furnace Brook, removing trees and stumps, preparing soil for the planting of trees, shrubs, seedlings and sod beds for the Park Department.


Furnace Brook Skating Area-The hockey and skating rinks have been completed as to grading and loaming and will be seeded in the spring. They have already proved to be a valuable addi- tion to our park facilities for winter sports.


Faxon Park-A water line was installed from Phipps Street to various sections of the park.


Streets and Sidewalks


This W.P.A. project is considered by the Federal Government and the Quincy sponsors as one of our most important objectives and was carried on very successfully through 1940. The following schedule shows the various items constructed under this project:

Brooks


Town Brook-The section of Town Brook from Hancock Street to a point about 421 feet east of Washington Street was wid- ened, straightened and walled and a re-enforced concrete cul- vert was constructed under Bigelow Street. This project has been one of the most important in Quincy and the sections of the brook not already taken care of should be given immediate attention.


Furnace Brook-Tremendous progress has been shown in the clean- ing, excavating, widening and construction of granite walls and concrete cover on the Furnace Brook. The brook between Crescent and Cross Streets has been confined with a granite wall and concrete cover, eliminating the dangerous hazards of and open brook. 2,231 tons of processed granite has already been used to construct 1,958 cubic yards of retaining walls on the brook.


Schools


Adams School-The size of the play area at the Adams School was greatly increased with the removal of over 460 cubic yards of ledge. The general appearance of the school grounds was greatly improved by the construction of 900' of random ashlar wall with concrete capping and the construction of steps and ramps from Madison Avenue to the play area in the rear of the school.
