In this connection, however, the Board would point out that toward the close of 1940, the first pension was granted to a bene- ficiary because of the death of a member due to an accident incurred in line of duty. As this occurred in an early year after the creation of the Retirement System, it also will tend to disturb the calculations upon which the basic tables and liability rate are determined. While no change in rate has been recommended for the year 1941, it may result in some slight modification in subsequent years.


A year ago in its annual report, the Board called attention to the necessity for providing prompt information regarding the addi- tion of new employees to the City payrolls. This has not been en- tirely cleared up to date and we would again suggest that consid- (ration be given to the creation of a central personnel office.

REPORT OF DEPARTMENT OF PURCHASE AND SUPPLY


To the Honorable THOMAS S. BURGIN, Mayor


City of Quincy, Massachusetts


Dear Sir :


The annual report of the Department of Purchase and Supply for the year ending December 31, 1940, is herewith respectfully submitted.


Purchases for every department were directly under the con- trol of the Purchasing Agent. Permission was granted to the dietitian and apothecary at the hospital to purchase supplies in their respective departments. The Board of Trustees of the library as well as the School Committee had authorization to purchase books.


No change was made in the purchasing system throughout the year.


The Purchasing Agent appeared before the City Council on the evening of June 10, 1940, and discussed every angle of City Purchasing. At the conclusion of this meeting it was gratifying to the Purchasing Agent to receive a vote of confidence from the City Council on his administration by a vote of 8 to 1.


During the year 8,962 requisitions were received from the vari- ous department, and these were divided as follows:
