REPORT OF THE BOARD OF SELECTMEN


All regular appointments have been made as required by law. They appear in the list of Town Officers and Committees.


Mr. John B. Wight, Jr., was appointed by our Board and the remaining members of the Board of Trustees of the Way- land Public Library, to fill the vacancy caused by the resignation of Dr. Amos I. Hadley. The appointment was made for the period up to the next Annual Town Meeting, in accordance with the General Laws.


In addition, vacancies have been filled on the following boards: William A. Loker, Mr. Gerald Henderson, Finance Committee, to fill the unexpired term of Mr. George W. Lewis ; Mr. G. Seth Nichols, as Assistant Inspector under the Zoning Law; and Mr. Charles H. Smith, as Substitute Building In- spector.


Two New Boards have been set up and appointments made by us as follows :


Building Code-Chester H. Hobbs, Building Inspector. Homer L. MacDonald, Inspector of Wir- ing. J. C. Massie, Inspector of Plumbing.


Tire Rationing Board-George C. Lewis, Chairman. Nelson D. Phelps. Edward T. Damon.


HIGHWAY DEPARTMENT AND CHAPTER 90 CONSTRUCTION


The Committee, composed of our Board and Surveyor of Highways, after receiving numerous bids, purchased a heavy duty Power Grader for the sum of $6,500.00, as voted in Arti- cle 9 of the Annual Town Warrant.


A section of Old Connecticut Path, commencing at the Framingham line, was constructed under Chapter 90, within the appropriation alloted and allowed. We believe that Chapter 90 construction work should be continued if and when funds are available from the State and County. We will continue to rec- ommend the additional construction work on Old Connecticut

Path for the benefit of the Town and particularly for the bene- fit of those people living on the west side of Dudley Pond.


FIRE DEPARTMENT


In accordance with the vote of the Town, our Board to- gether with the Board of Fire Engineers, purchased a new Ford chassis to be used for forest fire work. We wish to commend the Firemen and Engineers in Precinct One for their skill and perseverance in constructing a suitable body for this truck. They gave unstintingly of their time and this splendid piece of apparatus is a great credit to the Department.


WORKS PROGRESS ADMINISTRATION


Until the discontinuance of the W. P. A. last July, we had carried through with the regular projects set up, consisting of : Street drainage of West Plain Street at Castle Gate South in- tersection-also West Plain Street, and Damon Street, also the sewing project. The total cost to the Town was $9,429.63. Upon the termination of the projects by the Federal Govern- ment, we immediately closed the office of the administration. These drainage projects will be of lasting benefit to the Town in the preservation of the roads where installed. We recom- mend that the balance of $2,4854.9 in this account be kept intact as an emergency fund in the event work projects should com- mence in the post war period.


DUDLEY POND


We have had the storm drain at the beach extended 100 feet, which we believe will correct the hazardous condition pre- viously existing.


We feel that the Town should appoint a Committee to study the serious condition which now exists, due to the increasing growth of weeds around the pond, especially in the vicinity of the beach. We appointed a temporary Committee to start this investigation and feel certain that they will be of value in aiding those selected by the Town under the Article in the Warrant. In our opinion, this is a very serious matter and one that should receive prompt and careful consideration.


TOWN INSURANCE


The insurance coverage of all Town properties was care- fully studied by us and the conclusion reached that the Town could obtain more satisfactory service, cheaper insurance, and at the same time, keep the commissions for brokerage locally, by

the use of a General Agency. This has resulted in the consolida- tion of all insurance, elimination of all overlapping and duplica- tion, reduction in the number of policies, complete appraisal service in all departments and a permanent savings to the Town of approximately $1,500.00 for a three year period.


As a result of a fire loss at the Cochituate School, following shortly the adoption of the General Agency arrangement. the Town recovered $3,420.00 in a prompt settlement, without dispute.


BUILDING CODE


The Building Code was adopted at the last Town Meeting and we appointed Mr. Chester H. Hobbs as Building Inspector, Mr. Homer L. MacDonald, Inspector of Wiring and Mr. J. C. Massie, Inspector of Plumbing. In the absence of Mr. Hobbs, we appointed Mr. Charles H. Smith to serve as Substitute Building Inspector. We commend these men for their untiring efforts in carrying out the provisions of this law. These ser- vices were performed without remuneration. No complaints were brought to the Board of Appeal, conclusively proving a fine spirit of co-operation.

CIVILIAN DEFENSE


At the request of the State Committee on Public Safety that we organize a program of Civilian Defense, we appointed Mr. Hugh F. Colliton, Jr., as Chairman. Under his capable direction, a splendid organization was developed; upon his resignation, it has continued to effectively operate under Mr.

Louis Van Phelan, our present Chairman. Additional appoint- ments have been : Mr. John W. Leavitt, Recruiting Officer for State Guard Reserve Unit, Mr. Edmund H. Sears, Chairman of Local Defense Savings Committee.


The Selectmen feel that the Town is to be congratulated on the genuine inerest shown by the very many individuals, who have given unselfishly of their time to put the program into effect and are proud that our Town has been one of the leaders in this work. We cannot urge too strongly that this co-opera- tive spirit continue, so that we may be fully prepared for any and all emergencies in the future.


GENERAL


After conducting several liquor license hearings, it was clearly indicated to us that the majority of the townspeople were in favor of the continuation of the existing licenses only ; therefore, we, as licensing authorities, opposed the issuance of all additional Club Liquor Licenses.


The bounds between the Town of Lincoln and Wayland were perambulated and the boundary stones marked, in accord- ance with the General Laws.


The residents of Lake View Road have petitioned the Selectmen for the acceptance of this road under the Betterment Act. The project has been properly presented and as set up, carries the recommendation of our Board, acting as Board of Survey. An article in this year's Warrant will bring the matter before the Town for action.


We feel that our report would not be complete without noting the passing on of Margaret Wheeler, who served the Town faithfully and well over a period of thirty-eight years in the capacity of Librarian.


We are glad to be able to inform the Town that the opera- tion of its business has been conducted without friction and in a spirit of real harmony. We are particularly grateful for the assistance which has been gladly furnished us by all the Town Officials and employees, with the result that the Town, for the first time in a number of years, has been able to live within its budget, without the necessity of extra town meetings.
