REPORT OF THE BOARD OF SELECTMEN


All regular appointments have been made as required by law. They appear in the list of town officers and committees.


Mr. Parran C. Jarboe was appointed to the Finance Com- mittee to fill the unexpired term of Mr. Ronald S. Campbell who resigned from the committee. Mr. George V. Deverell was also appointed for a three-year term to fill the vacancy caused by the death of Mr. Donald B. McClellan.


In addition, vacancies have been filled on the following boards : Mr. J. Reed Morss, War Price and Rationing Board, replacing Mr. Nelson D. Phelps. Mr. Alfred A. Bracy was also appointed to this board, as Chairman of Price Control. Mr. Frank H. Carter, Chairman of Local War Finance Committee in place of Mr. J. Warren Olmstead, resigned. Mr. Carter was also appointed a member of the Board of Fire Engineers. Mr. Frederick L. Gibbs was appointed as a Trustee of the Allen Fund following the death of Dr. Ernest E. Sparks.


HIGHWAY DEPARTMENT


In accordance with the vote at the last Annual Town Meet- ing on Article 8, the Selectmen purchased a lot of land adjoin- ing that owned by the Town, on which the Town Highway Department Garage is located.


We have requested the County Commissioners to conduct a hearing for the relocation of the second section of Old Con- necticut Path, between Stonebridge Road and Five Paths. Of necessity this work will not be started until the post-war period.


TOWN INSURANCE


During 1944 the cancellation and rewriting for a three- year period of etxisting insurance on boilers in town buildings was effected, to take advantage of a temporary low rate situa- tion which existed, thus saving the Town a considerable sum.


We have instructed our General Agent to increase the fire insurance coverage on all town buildings to an amount sufficient,

we believe, to cover any possible loss due to increased cost of replacement. This increase is to take effect at the renewal date in March, 1945.


SPECIAL COMMITTEES


Conforming with the vote on Article 19 of our last Annual Town Meeting, the Selectmen appointed the following Com- mittee to be known as the "Committee for the Rehabilitation of the Returning Members of the Armed Forces."


1. Frederick S. Whiteside, Member of the Planning Board.


2. Miss Sara Stites, President of the Wayland Women's Club.


3. Mr. Carlisle D. Scotland, of Cochituate Men's Club.


4. Mr. Frank G. McKenna, of American Legion Post, No. 133.


5. Mr. August Dath, of American Legion Post, No. 133.


6. Mrs. Emily Blair, of Wayland Chapter of American Red Cross.


7. Mr. J. Fred Wheeler, of Pequot Lodge, I. O. O. F.


In compliance with the vote of Article 21, of our last Annual Meeting, a Committee composed of one member of the Board of Selectmen, one member of the Planning Board and one member of the American Legion was appointed by us to be known as the "War Memorial Committee." Two additional members were selected by this Committee and it is now com- prised of the following :


Mr. William F. Hynes, Chairman, member of the Board of Selectmen.


Mr. Howard S. Russell, member of the Planning Board.


Mr. Ronald S. Campbell, member of the American Legion Post.


Mrs. Charles T. Morgan.


Mr. Alexander Lizotte.


This group also serves as the "Honor Roll Committee" voted under Article 20 at the last Annual Town Meeting.


GENERAL


We have recommended to the Finance Committee that

funds be allocated to provide for additional street lighting dur- ing the war emergency.


We have had numerous inquiries as to when a survey could be conducted to re-value Real Estate Assessments. Many of the Townspeople feel that the present assessments are neither fair nor equitable. It is our conviction that the tax rate in an urban town, such as Wayland, should not be excessive.


We are giving this matter further consideration with a view to recommending that a committee be appointed to study and report its findings at a future Town Meeting.
