REPORT OF THE BOARD OF SELECTMEN
All regular appointments have been made as required by law. They appear in the list of Town Officers and Committees.
Mr. J. Sidney Stone was appointed by the Board of Selectmen and the remaining members of the Board of Public Welfare, to fill the vacancy caused by the resignation of Mr. James B. Ames. The appointment was made for the period up to the next Annual Town Meeting in accordance with the General Laws.
In addition, vacancies have been filled on the following boards : Mrs. Theone H. Morgan, Board of Trustees of the Wayland Public Library, to fill the unexpired term of Mrs. Elizabeth Raymond; Mr. Philip Burbank, as Chairman of the Civilian Defense Committee, replacing Mr. L. V. Phelan ; Mr. John B. Holt, appointed Local Administrator of War Trans- portation Reserve, and also as Local Mileage Administrator.
Because of the tremendous amount of work, now assigned to the Rationing Board, it seemed expedient to enlarge this board, and two additional members were appointed; Mr. Allan R. Finlay and Mr. Merton E. Williams. We feel that the Town is deeply indebted to all the members of this board, for the duties have entailed many long hours of tedious work.
HIGHWAY DEPARTMENT
The Committee composed of our Board and the Highway Surveyor, after receiving several bids, purchased a new 11/2 ton truck and a 1941 1/2 ton pick-up truck in accordance with Article 7 of the Annual Town Warrant.
Under the Betterment Act, the construction of Lakeview Road was nearly completed. During the spring, the additional work of surfacing and seeding will be done.
FIRE DEPARTMENT
As required under Chapter 688 of the Acts of 1941, a for- est-fire patrol for spring and summer was established. Fire

Chief, T. H. Harrington, was appointed Forest Fire Warden by our Board with the approval of the State Fire Warden.
TOWN INSURANCE
The John C. Paige Company, General Agent for all Town insurance, appeared before the New England Fire Insurance Rating Association, requesting a reduction of fire insurance rates on buildings of year-round residents, located on accepted streets, with hydrant on 6-inch water main. The Company obtained a ruling that the special locality charge should be re- moved, and all single-family dwellings be given the new rate of $.27 instead of $.90.
The Selectmen notified all owners affected by this new rul- ing and in many cases a substantial saving was realized.
We have also placed, through our General Agent, liability insurance coverage on assemblies meeting in the Town Hall, the High School and the Cochituate Fire Station.
CIVILIAN DEFENSE
The Selectmen received many complaints that the majority of the Town's residents, in Precinct 1, were unable to hear the siren; and, since the New England Telephone & Telegraph Company could not hold its operators responsible for the sound- ing of an air-raid alarm, it was considered imperative to relo- cate the siren. A new tower for the Fire Department was con- structed and attached to the rear of the Town Hall, and the siren was installed on this tower in the open, thus allowing maximum volume.
Despite the many changes in personnel of the Civilian De- fense Committee, a gradual improvement has developed this into a smooth running organization. The finances of this Com- mittee have been exceptionally well handled, with the result that approximately one-half of its appropriation for 1942 is still available.
GENERAL
A recent inspection was conducted by the Engineers and inspectors of the New England Fire Insurance Rating Associa- tion, of the licensed establishments in our Town, and the few recommendations in these reports are being complied with by the owners.
The bounds between the Town of Framingham and Way-

land were perambulated and the boundary stones marked in accordance with the General Laws.
Anticipating the fuel oil shortage, the Board converted the oil-burning unit in the Town Hall to a coal-burning stoker unit. This change has proved very satisfactory. The east end of the Hearing-Room has been partitioned and now serves as an office for the Tax Collector.
Within the past year, the Selectmen presented the "Boston Post Cane" to Mr. Daniel Brackett, our oldest citizen. Mr. Brackett is now ninety-one years of age and is an active mem- ber of the Board of Assessors.
We are proud of the well-organized Wayland Unit of the State Guard, 67th Company, under the leadership of Captain John W. Leavitt. The response for recruits for this new organization has been grattifying and the weekly drill in the Natick Armory, together with the summer and fall outdoor maneuvers for training has been of great interest and benefit to the members.
Due to the increased patronage of the bus lines, it has been suggested that a portable shelter be constructed at the junction of Cochituate Road and State Road East. The Board has re- ferred this matter to the Park Commissioners and they are to supervise its construction.
We are glad to report again that the Town has kept within its budget, without the necessity of extra Town Meetings. The Selectmen again wish to thank all Town officials and employees for their continued co-operation.
