Article 4. To see if the Town will vote to fix the salary and compensation of all elective officers of the Town, as provided by Section 108, Chapter 41, General Laws, as amended, and set the effective date of such salary and compensation.


Voted unanimously that the Town fix the salary and com- pensation of all elective officers of the Town as provided in the budget as voted under Article 3, the effective date of such salary and compensation to be from January 1, 1950.


Article 5. To see if the Town will vote to authorize the Board of Selectmen to sell or otherwise dispose of the present police car inconnection with the purchase of a new car provided for in the budget of the department, or do or act.


Voted that the Town authorize the Board of Selectmen to sell or otherwise dispose of the present police car in connection with purchase of a new car as provided in the budget for the Police Department.


Article 6. To see if the Town will authorize the Treasurer, with the approval of the Board of Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1950 and to issue a note or notes there- for, payable within one year, and to renew any note or notes as may be given for a period of less than a year, in accordance with Section 17, Chapter 44, General Laws.


Voted unanimously that the Town authorize the Treasurer, with the approval of the Board of Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1950, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than a year, in accordance with Section 17, Chapter 44, General Laws.


Article 7. To see if the Town will appropriate a sum of money for the following: (1) water coupon notes, water bonds and water registered note-maturing in 1950-payment of prin- cipal; (2) water coupon notes, water bonds and water registered note-payment of interest due in 1950; (3) Water Department maintenance; (4) Town office and clerical expense-the entire amount to be taken from "Water Available Surplus," or do or act.

Voted unanimously that the Town appropriate the follow- ng sums of money for the following purposes:


1. Water Debt-payment of principal maturing in 1950, $10,000;


2. Water Debt-payment of interest due in 1950, $2,865;


3. Water Department-maintenance $16,000;


4. Town office and clerk-expense $1,500;


the entire sum of $30,365 to be taken from Water Available Surplus.


Article 8. To see if the Town will vote to appropriate and assess a sum of money for the reconstruction and improvement of Chapter 90 roads, said money to be used in conjunction with any money which may be allotted by the State or County, or both, for this purpose, the work to be done under the supervision of the Road Commissioners, or take any action in relation thereto.


Voted that the Town appropriate and assess the sum of $6,000 for the reconstruction and improvement of Main Street, Cochituate, from the Natick line to Legion Hall, said money to be used in conjunction with any money which may be allo- cated by the State or County or both for this purpose, provided that only so much of $6,000 shall be used as is matched as follows: $1 from the County for every $1 of Town money, and $2 from the State for every $1 of Town money, the work to be done by the Road Commissioners.


Article 9. To see if the Town will vote to cancel the author- ization for expenditures and borrowing of $10,000 of the $20,000 voted under Article 6 of the Special Town Meeting of April 28, 1949 and Artcle 1 of the Special Town Meeting of November 30, 1949.


Voted to pass over the Article.


Article 10. To see if the Town will vote to appropriate and raise a sum of money for the installation of fire sprinkler sys- tems in any or all the school buildings and determine how the money shall be raised, by assessment, transfer, borrowing or otherwise, or do or act.


Voted that there be appropriated for the installation of a fire sprinkler system with all necessary water main connections, fittings, etc., in the Wayland Grammar School the sum of $8100;

and that the sum to carry out the work be transferred from moncy previously appropriated from Excess and Deficiency and authorized for expenditure in connection with the construction of the additions to the High School and to the Cochituate Grammar School; and that the School Committee be authorized, on behalf of the Town, to enter into any contracts necessary or appropriate in connection with the work.


Article 11. To see if the Town will vote to authorize the purchase of a bulldozer for the Highway Department and ap- propriate and assess a sum of money for the purpose, or do or act.


Voted not to purchase a bulldozer for the Highway Depart- ment.

Article 12. To see whether the Town will vote to authorize the Board of Park Commissioners, with the approval of the Selectmen, on behalf of the Town, to enter into an agreement with the Commonwealth of Massachusetts for leasing by the Town of land along the shore of Lake Cochituate near the westerly end of Shawmut Avenue.


Voted that the Town authorize the Board of Park Com- missioners with the approval of the Selectmen on behalf of the 'Town to enter into an agreement with the Commonwealth of Massachusetts for the leasing by the Town of land along the shore of Lake Cochituate near the westerly end of Shawmut Avenue.


Article 13. To see if the Town will vote to authorize the appropriation for and transfer to "Park Department: Expense" the sum of $989.31 remaining in the account voted under Article 7 at the Special Town Meeting of April 28, 1949 for the con- struction of toilet facilities at Baldwin's Pond, said sum to be used, together with funds provided in the budget for the Park Department, for the installation of facilities and improvements at the Lake Cochituate beach.


Voted unanimously that the Town appropriate the sum of $989.31 for Park Department expense-Lake Cochituate Beach, and transfer this amount from the balance remaining under the Special Account voted under Article 7 at the Special Meeting of April 28, 1949.

Article 14. To see if the Town will vote to appropriate and assess a sum of money for the purchase of a truck for the joint use of the Cemetery and Park Departments, or do or act.


Voted that the Town appropriate and assess the sum of $1,500 for the purchase of a truck for the joint use of the Cem- etery and Park Departments, purchase to be negotiated by Ceme- tery and Park Commissioners to to be made with the approval of the Selectmen.


Article 15. To see if the Town will vote to sell the triangu- lar area of land forming the extreme southern end of the "Ex- tension" so-called, of the North Cemetery, beyond the area now developed for cemetery use; or to exchange this area for an equivalent area now owned by Ralph Stewart and forming a part of the tract which the Town is in the process of purchasing; or otherwise act thereon.


Voted unanimously that the Town authorize the Cemetery Commissioners to exchange the triangular area of land forming the extreme southern end of the "Extension" so-called of the North Cemetery, beyond the area now developed for cemetery use, for an equivalent area now owned by Ralph Stewart and forming a part of the tract which the Town is in the process of purchasing in accordance of vote under Article 20 in the Special Meeting of November 30, 1949, the exact boundaries of the parcel be so exchanged to be determined by the Cemetery Commissioners; and that the Cemetery Commissioners be au- thorized on behalf of the Town, to execute and deliver a deed of said parcel to said Ralph Stewart or his nominee.


Article 16. To see if the Town will vote to appropriate and assess the sum of $3,400 to replace the fire alarm system in Way- land, or do or act.


Voted that the Town appropriate and assess the sum of $3,400 for the purchase and installation of a compressed air whistle, fittings and equipment to replace the siren in the fire alarm system at the Town Hall in Wayland Center, arrange- ments for the purchase and installation to be made by the Engineers of the Fire Department with the approval of the Selectmen.


Article 17. To see if the Town will vote to appropriate and

assess the sum of $520 for the purchase of a fire alarm box and the necessary material for its installation, at the intersection of Valley View Road, Timberlane and Oak Street, or do or act.


Voted that the Town appropriate and assess the sum of $520 for the purchase and installation of a fire alarm box and necessary connections at the intersection of Valley View Road, Timberlane and Oak Street, arrangements for the purchase and installation to be made by the Engineers of the Fire Department.


Article 18. To see if the Town will vote to appropriate and assess the sum of $690 for the purchase of a fire alarm box and the necessary material for its installaion to be located 2,500 feet in on Dudley Road from Main Street, or do or act.


Voted that the Town appropriate and assess the sum of $690 for the purchase and installation of a fire alarm box and neces- sary connections at a point on Dudley Road about 2,500 feet from Main Street, arrangements for the purchase and installation to be made by the Engineers of the Fire Department.


Article 19. To see if the Town will vote to appropriate and assess the sum of $550 for the purchase of 500 feet of 11/2- inch fire hose, nozzle, spanner wrenches, one reducer, one gate valve and hydrant wrench; this equipment to be placed in the Riverview Section of Wayland for the use of the citizens of that area, or do or act.


Voted that the Town appropriate and assess the sum of $550 for the purchase of approximately 500 feet of 11/2-inch forest fire hose; together with reel, nozzles, wrenches, and other neces- sary fittings and equipmnt, purchase to be made only when the residents of Riverview Terrace have provided suitable housing for the equipment and arrangements for its use, all satisfactory to the Engineers of the Fire Department and the Selectmen; the purchase to be made by the Engineers of the Fire Depart- ment with the approval of th Board of Selectmen.


Article 20. To see whether the Town will vote to amend the Town By-Laws by adding to Article 7 thereof an additional section as follows, or take any action relative to the subject matter thereof:


Section 6. No person shall fire or discharge any firearm or explosives of any kind within the limits of any highway,

park or other public property, except with the permission of the Board of Selectmen, or on any private property except with the consent of the owner or legal occupant thereof; provided, however, that this by-law shall not apply to the lawful defense of life and property, nor to any law en- forcement officer acting in the discharge of his duties.


The motion made under this article was lost.


Article 21. To see if the Town will vote to accept as public town ways, under the provisions of the Betterment Act, in that part of the Town known as Riverview Terrace the roads known as "Riverview Circle" and "Shore Drive," or either of them, or any portion of them, as laid out by the Board of Selectmen, and as shown on a plan, or plans, on file with the Town Clerk; and to authorize the Board of Selectmen to acquire any neces- sary land by eminent domain, by purchase, gift or otherwise; and to appropriate a sum of money for acquisition of any such land and the construction of such way, or ways, or any portion thereof, and determine how the money shall be raised, or take any action relative thereto.


Voted to dispense with the reading of the report and order of laying out adopted by the Selectmen with respect to Riverview Circle, on file with the Town Clerk.


Voted unanimously that the Town accept the laying out as a public way of Riverview Circle from its intersection with Over- look Road for a distance of approximately 1,075 feet through to the westerly boundary of land now or formerly owned by Anna Marcantonio, as shown on a plan entitled "Plan and Profile of a Part of Riverview Circle" dated February 20, 1950, Everett M. Brooks Co., Civil Engineers, and as laid out by the Selectmen and filed in the office of the Town Clerk, with assessment of betterments under the Betterment Act as provided in the order of laying out; that the Board of Selectmen be authorized to acquire any necessary land (including drainage easements) by emiment domain, purchase, gift or otherwise; that the Town appropriate and assess the sum of $7,300 for the acquisition of any such land and the construction of said way and other costs in connection with the project; and that the construcction work be done only in connection with the installaion of a water line in said way as proposed in the following article.

Article 22. To see if the Town will vote to install water pipes and hydrants in the ways named in the foregoing article.


Voted unanimously that the Town appropriate and assess the sum of $3,100 for the installation of water pipes and hy- drants in Riverview Circle for a distance of about 1,075 feet from the intersection of Overlook Road to the westerly line of land now or formerly owned by Anna Marcantonio, the work to be done under the supervision of the Water Department; and that the Board of Selectmen be authorized to assess betterments there- for under the Betterment Act.


Article 23. To see if the Town will vote to accept as public town ways, under the provisions of the Betterment Act, the roads known as "Rich Valley Road" and "Hayward Road," or either of them, or a portion of them, as laid out by the Board of Selectmen, and as shown on a plan, or plans, on file with the Town Clerk, and authorize the Board of Selectmen to acquire necessary land by purchase, gift or otherwise, and appropriate a sum of money for the acquisition of any such land and the con- struction of such way, or ways, or any portion thereof, and de- termine how the money should be raised, or take any action relative thereto.


Voted to dispense with the reading of the report and order of laying out adopted by the Selectmen with respect to Rich Valley Road and Hayward Road, on file with the Town Clerk.


Voted unanimously that the Town accept the laying out as public ways of Rich Valley Road and the portion of Hayward Road extending for the distance of about 150 feet from the intersection of Rich Valley Road, as shown on a plan entitled "Plan and Profile of Rich Valley Road, Hayward Road in Wayland, Mass.," dated February 15, 1950, Everett M. Brooks Co., Civil Engineers, and as laid out by the Selectmen and filed in the office of the Town Clerk, with assessment of betterments under the Betterment Act as provided in the order of laying out; that the Board of Selectmen be authorized to acquire any nec- essary land (including drainage easements) by eminent domain purchase, gift or otherwise; and that the Town appropriate and assess the sum of $5,000 for the acquisition of any such land and the construction of said ways and other costs in connection with the project; provided, however, that such construction work

shall not be done until the Highway Department determines the most northerly 150 feet of said Rich Valley Road has been put in satisfactory condition by the adjoining owners.


Article 24. To see if the Town will vote to accept as a public town way, under the provisions of the Betterment Act, the road known as "Fuller Road," or a portion thereof, as laid out by the Board of Selectmen, and as shown on a plan, or plans, on file with the Town Clerk, and authorize the Board of Selectmen to acquire necessary land by purchase, gift or otherwise, and ap- propriate a sum of money for the acquisition of any such land and the construction of such way, or any portion thereof, and determine how the money should be raised, or take any action relative thereto.


Voted that the matter of acceptance of Fuller Road be referred to the Planning Board and the Selectmen for a report and recommendation as to action at the next Town meeting.


Article 25. To see if the Town will vote to install water pipes and hydrants in the ways named in the foregoing article, or in any portion thereof, and to appropriate a sum of money for the expense thereof and determine how the money shall be raised; and will authorize such sum, or any portion thereof, to be included in any betterments that may be assessed under the pre- ceding article, or take any action relative thereto.


Voted that the Article be passed over pending further study under the previous Article.

Article 26. To see if the Town will vote to authorize the purchase, taking by eminent domain or acquisition by acceptance of gift, on behalf of the Town, for park or other municipal purposes of; (1) any or all of the so-called meadow land located within the Town along the Sudbury River between the right- of-way of the Boston and Maine Railroad (near the Boston Post Road) and the boundary between the Town of Wayland and the Town of Lincoln, or any interests therein and/or (2) any interests in the Sudbury River and the land over which it flows.


Voted that the Board of Park Commissioners be and hereby is authorized to acquire on behalf of the Town, for park pur-

poses by acceptance of gift, any of the so-called meadow land located within the Town along the Sudbury River between the right-of-way of the Boston and Maine Railroad (near the Boston Post Road) and the boundary between the Town of Wayland and the Town of Lincoln, or any interests therein.


Voted that the Board of Park Commissioners be and hereby is authorized to acquire on behalf of the Town, by eminent domain, in fee simple, for park purposes, the parcel of land, together with all trees thereon, but without any structures thereon, bounded as follows:


NORTHEASTERLY by the Northeasterly Channel of the Sudbury River;


SOUTHWESTERLY, SOUTHERLY and SOUTHEAST- ERLY by Old Sudbury Road; and


NORTHWESTERLY and NORTHERLY by the town line between the Town of Sudbury and the Town of Way- land and by said Northeasterly channel of the Sudbury River;


owned or said to be owned by owners unknown-subject to (i) all existing rights in, to and with respect to the waters of the Sudbury River; and (ii) all existing rights of flowage, and (iii) the right to maintain any presently existing electric lines and telephone lines thereon; and that the sum of $100 be and hereby is appropriated and assessed for such acquisition of said land and expenses in connection therewith.

Brooks, Civil Engineer endorsed "Revised March 6, 1950" and "Article 26, 1950 Wayland Town Meeting", filed with the Town Clerk, which area is bounded as follows:
